Governance in the exploration of global and regional determinants of ICT development

The present study assesses how governance affects information and communication technology(IcT)at the global level contingent on macroeconomic policy factors such as trade,foreign direct investment(FDI),manufacturing value added,and agricultural value *** study focuses on 183 countries from 2003 to 2021,and the empirical evidence is based on the generalized method of moments(GMM).The following main findings are *** the full sample,governance unconditionally promotes ICT development,while trade openness(industrial added value)moderates governance to promote(dampen)ICT *** sub-Saharan Africa,only trade openness effectively moderates governance to induce an overall positive effect on ICT,while in the Middle East and North Africa(MENA)region,all policy variables moderate governance for an overall positive incidence on ICT sector *** findings for the MENA region are confirmed in the Europe and Central Asia(ECA)region,with the exception of the moderating role of industrial added value,which engenders an overall negative *** the East and South Asia and the Pacific(ESAP)countries,one overall positive incidence is apparent in the role of trade openness,while net negative effects are established from the moderating roles of industrial added value and agricultural added *** the American sub-sample,a positive(negative)net effect is apparent from the role of industrial added value(trade)in moderating the incidence of gover-nance on ICT sector ***,policy implications are discussed.

The current and potential impacts of global warming have generated widespread concerns about food security among all sectors of *** Asian countries located deep in the interior of Asia with fragile ecological environments and lower agricultural technology are particularly more prone to severe threats from climate *** on panel data acquired in five Central Asian countries from 1990 to 2019,a C-D-C model was developed to study how climate change affects food security in the region and to predict future *** study found that the level of food security has generally increased for these five Central Asian countries over the past 30 years,with Kazakhstan and Tajikistan having the highest and lowest food security levels,*** average annual temperature and precipitation exhibit an inverted U-shaped relationship with the region’s food security,with the most positive effect on the food security of *** high and low temperatures have significantly affected food security in the studied region,with Turkmenistan experiencing the most significant negative *** number of frost days had no significant effect on food *** analysis of future climate showed that the temperature and precipitation in Central Asia will continue to increase from 2030 to 2090,which will negatively impact the food security of these *** is recommended that the Central Asian countries enhance their understanding of climate risks,strengthen scientific climate research,and develop multiple adaptation strategies in ***,they are encouraged to consolidate international cooperation,reducing greenhouse gas emissions effectively and maintaining the ability to ensure food security.

Owing to limited observations,it remains unknown whether the impact of El Niño-Southern Oscillation(ENSO)on the Indian Ocean-Northwest Pacific(IO-NWP)climate showed decadal changes in the early 20th *** multi-source reanalysis and hindcast datasets from the ECMWF and NOAA extending back to 1901,this study investigates interdecadal variations of the impact of ENSO on the IO-NWP climate from 1901 to *** is found that the influence of ENSO on the IO-NWP climate shows“strong-weak-strong”interdecadal change during *** is characterized by much weaker Indian Ocean sea surface temperature(SST)warming and a weaker NWP subtropical anticyclone(NWPSA)in the following summer of El Ni?o during 1946-1967,compared with those in the other two periods(1901-1945 and 1968-2009).Analyses of the datasets indicate that the interdecadal variation is mainly associated with the change in ENSO *** contrast to the period of 1946-1967,a greater SST variance occurred in the central-eastern equatorial Pacific during 1901-1945 and 1968-2009.A stronger El Ni?o tends to generate more significant anticyclonic anomalies over the southeast Indian Ocean through *** northwesterly anomalies to the south of the anticyclone weaken the southeast trade winds and warm the south Indian Ocean SST via wind-evaporation-SST feedback,and the positive south Indian Ocean SST anomalies trigger westward-propagating oceanic Rossby waves to induce stronger warming of the southwest Indian Ocean,leading to a significant asymmetric wind pattern across the equator in *** profound northeastward winds on the north side weaken the southwest monsoon,leading to a“second warming”over the north Indian Ocean in summer,which anchors the eastward-propagating warm Kelvin waves and results in a stronger NWPSA by inducing surface divergence and suppressing deep convection.

The Impact of the Establishment of National High-tech Zones on Total Factor Productivity of Chinese Enterprises

The National High-tech Zone(NHTZs)is an important strategic platform for cultivating high-tech industries and realizing high-quality economic development in *** on the combined data from 2006 to 2014 of the industrial enterprise database,the customs database,and the China Development Zones Audit and Announcement Catalogue(abbreviated asthe Catalogue),this paper systematically investigates the influence of the construction of NHTZs on enterprise’s total factor productivity(TFP).Results show that NHTZs have a positive impact on the TFP of enterprises in the zone,and this conclusion is still valid after considering endogeneity ***,the above productivity effects of NHTZs are heterogeneous in terms of enterprise ownership,external environment and establishment time,and NHTZs have greater stimulation effects on enterprise productivity after comparing with other types of functional *** investigation of the specific mechanisms at play shows that NHTZs promote the TFP of enterprises in the zone through the release of preferential policies,strengthening the“technology spillover effects”of imported intermediate goods,enhancing enterprise’s innovation ability and attracting *** addition,based on the decomposition of industry productivity,this paper also investigates the impact of NHTZs on changes in industry productivity and finds that NHTZs promote the overall productivity of specific industries mainly by stimulating the productivity improvement of incumbent enterprises and expanding the market share of high-productivity ***,the preferential policies of NHTZs do not significantly stimulate high-productivity enterprises to enter the zones,nor do they cause low-productivity enterprises to *** research is helpful in objectively evaluating the economic effects of the NHTZs in China and in providing a theoretical basis for its further adjustment.

This study develops a structural vector autoregression(SVAR)framework to empirically examine the reciprocal transmission channels of monetary policies between China and the United *** primary objective is to discern potential disparities in the spillover effects of monetary policies and ascertain any contrasting mechanisms underlying these effects across the two *** on our research,it appears that there exists a certain level of non-symmetry in the spillover effects of monetary policy between the two ***,this paper provides adequate analysis of disparities in the trade framework,capital control,and financial market operations of both countries in constructing a dynamic stochastic general equilibrium(DSGE)model that incorporates financial frictions for the examination of the theoretical *** empirical findings indicate that China’s monetary policy creates a spillover effect primarily through *** China,following an increase in its interest rates,the domestic economic activity will experience a contraction,leading to a decline in both investment and ***,this will result in a decrease in China’s imports of investment goods from the United States,impacting the output of the US *** contrast,the US monetary policy exerts a spillover effect primarily through *** increase in interest rates by the United States is associated with a notable outflow of capital from *** leads to a rise in the financing costs for Chinese firms,consequently diminishing their overall net *** light of the financial accelerator effect,corporate external financing risk premium will continue to increase,exacerbating the downward trajectory of China’s output.

China's agriculture green development: from concept to actions

China has initiated a green transformation plan in 2015, which was soon applied to agriculture, known as the agriculture green development(AGD)initiative, with the goals of achieving food security, high resource use efficiency, and an ecofriendly environment. To assess the agricultural transformation from 1997 to 2020, this paper proposes a national-scale indicator system consisting three dimensions(socioeconomic, food production and eco-environmental) and ten sub-dimensions to quantify the AGD *** study showed that AGD score in China was at a moderate level during 1997–2010, scoring 40 out of 100. During this stage, decreased scores in the sub-dimensions of resource consumption, environmental quality, and environmental cost have offset the improvement in the socioeconomic dimension, resulting in fluctuated scores around 40. In the second stage(2011–2020), China's AGD score improved but still at moderate level, scoring an average of 46.3, with each dimension increasing by 5.3%–25.0%. These results indicate that China has made progress in the agricultural transformation, transitioning from conceptualization to actions through the implementation of various policies and projects. However, the study emphasizes the need for more effort to address the insufficient and unbalanced development, along with the growing eco-environmental challenges, especially the trade-offs among dimensions.
