Spatial Impact of High-speed Railway on the Urban Scale:An Empirical Analysis from Northeast China

The emergence of rapid transit,primarily represented by high-speed railway(HSR),while reshaping the regional traffic patterns,leads to the reconstruction and redistribution of population and *** leads to either shrinkage or expansion of urban ***,research on the influence mechanisms of the urban scale has mostly concentrated on historical,economic and social *** influence of traffic factors is rarely mentioned in current ***,this study examines Northeast China,where the change in urban scale is most significant,to discuss the spatial impact of high-speed railway on the urban *** is of great significance in terms of enriching current understanding of the factors affecting the urban *** results included the following:1)The high-speed railway produced considerable space-time convergence effects,however,simultaneously aggravated the imbalance in traffic development in Northeast *** increase in accessibility presents attenuation characteristics from the high-speed ***,the high-speed railway has changed the mode of cooperation between cities in the provinces,inter-regional and inter-provincial cooperation models gradually become popular.2)The change rate of accessibility and the urban scale present significant spatial coupling phenomena,with the change rate of the Harbin-Dalian trunk lines and its surroundings being more significant.3)There are predominantly four modes of the influence of high-speed railway on the urban scale,which make difference city present expansion or shrinkage.

Sustainable development goals(SDGs) emphasize a holistic achievement instead of cherry-picking a ***, no assessment has quantitatively considered the evenness among all 17 goals. Here, we propose a systematic method, which first integrates both the evenness and the overall status of all goals, to distinguish the ideal development pathways from the uneven ones and then revisit the development trajectory in China from 2000 to 2015. Our results suggest that, despite the remarkable progress, a bottleneck has occurred in China since 2013 due to the stagnant developments in some SDGs. However, many far-reaching policies in China have been targeting these deficiencies since then, providing a perspective on how a country approaches sustainable development by promoting evenness among all SDGs. Our results also indicate that regions with the slowest progress are the developed provinces, owing to the persistent uneven status of all goals. Our study demonstrates the importance of adopting evenness in assessing and guiding sustainable development.

SPECIAL ISSUE： DISTRIBUTION OF NATIONAL INCOME IN A TRANSITIONAL ECONOMY Labor income shares （LIS） in economic development： an empirical study based on China＇s sectoral-level data

Empirical study of sectoral-level change in LIS in China reveals that change in industry structure is synchronous and positively correlated with LIS in different sectors of the economy, intensifying overall LIS fluctuations. Our analysis of LIS based on data from the major sectors of China＇s economy show that, relative to 1993, the increase in LIS in 1996 was largely due to the increased proportion of LIS in secondary industry. Relative to 1996, the fall in LIS in 2003 was closely related to the fall in the proportion of primary industry in the overall economy. The year 2004 was unusual in that it witnessed a dramatic fall in overall LIS level. The primary reason for the fall was a change in statistical definition that led to a significant reduction in LIS in the secondary and tertiary sectors. There were huge variations in LIS level among different regions. However, with the passage of time, the regional disparities are gradually being reduced. This is also closely connected to changes in industry structure and within-sector LIS fluctuations.

Are Disasters a Risk to regional Fiscal Balance?Evidence from Indonesia

Indonesia is an archipelago country and is fairly vulnerable to disasters. While disasters generally affect government revenue and expenditure, their effects likely vary by country. This study examines the effect of disasters on the fiscal balance, revenue, and expenditure of local governments. We used panel data and fixed effects methods to estimate the degree to which disaster severity influences budgetary solvency at the district and provincial levels in Indonesia between 2010 and 2018. This study revealed that disasters can strain fiscal balance at the district and provincial levels due to a decrease in own-source revenue and an increase in social assistance expenditure, capital expenditure, consumption expenditure, and unexpected expenditure. The district expenditure most threatened by disasters is consumption expenditure, while the provincial expenditure most threatened is unexpected expenditure. We also found that an increase in capital expenditure can lead to financial burden due to delays of planned projects or post-disaster reconstruction. Based on these findings, it is clear that some forms of insurance or other financing schemes are necessary to mitigate the adverse impacts of disasters on regional fiscal balance.

Driving factors of carbon dioxide emissions in China： an empirical study using 2006-2010 provincial data

The rapid urbanization of China has increased pressure on its environmental and ecological well being. In this study, the temporal and spatial profiles of China＇s carbon dioxide emissions are analyzed by taking heterogeneities into account based on an integration of the extended stochastic impacts using a geographically and temporally weighted regression model on population, affluence, and technology. Population size, urbanization rate, GDP per capita, energy intensity, industrial structure, energy consumption pattern, energy prices, and economy openness are identified as the key driving factors of regional carbon dioxide emissions and examined through the empirical data for 30 provinces during 2006-2010. The results show the driving factors and their spillover effects have distinct spatial and temporal heterogeneities. Most of the estimated time and space coefficients are consistent with expectation. According to the results of this study, the heterogeneous spatial and temporal effects should be taken into account when designing policies to achieve the goals of carbon dioxide emissions reduction in different regions.

Short-Term and Long-Term Price Forecasting Models for the Future Exchange of Mongolian Natural Sea Buckthorn Market

Sea buckthorn market floated uncertainly within a narrow range. The market situation provided upward pressure on prices, and producer and consumer interest were poor, coupled with weak prices in the regional markets. The objectives of the study are: 1) to estimate the relationship between wild Sea buckthorn (SB) price and Supply, Demand, while some other factors of crude oil price and exchange rate by using simultaneous Supply-Demand and Price system equation and Vector Error Correction Method (VECM);2) to forecast the short-term and long-term SB price;3) to compare and evaluate the price forecasting models. Firstly, the data was analyzed by Ferris and Engle-Granger’s procedure;secondly, both price forecasting methodologies were tested by Pindyck-Rubinfeld and Makridakis’s procedure. The result shows that the VECM model is more efficient using yearly data;a short-term price forecast decreases, and a long-term price forecast is predicted to increase the Mongolian Sea buckthorn market.

Agricultural Non-point Source Pollution in China:Evaluation,Convergence Characteristics and Spatial Effects

In this study,an inventory analysis approach was used to investigate the intensity of agricultural non-point source pollution(ANSP)and its spatial convergence at national and provincial levels in China from 1999 to *** this basis,spatial factors affecting ANSP were explored by constructing a spatial econometric *** results indicate that:1)The intensity of China's ANSP emission showed an overall upward trend and an obvious spatial difference,with the values being high in the eastern and central regions and relatively low in the western region.2)Significant spatial agglomeration was shown in China's ANSP intensity,and the agglomeration effect was increasing gradually.3)In the convergence analysis,a spatial lag model was found applicable for interpretation of the ANSP intensity,with the convergence rate being accelerated after considering the spatial factors but slower than that of regional economic growth.4)The spatial factors affecting the ANSP intensity are shown to be reduced by improving agricultural infrastructure investment,labor-force quality,and crop production ratio,while the expansion of agricultural economy scale and precipitation and runoff have positive impact on ANSP in the study ***,agricultural research and development(R&D)investment showed no direct significant effect on the ANSP ***,improving the quality of the labor force would significantly reduce the ANSP intensity in the surrounding areas,while the precipitation and runoff would significantly increase the pollution of neighboring *** research has laid a theoretical basis for formulation and optimization of ANSP prevention strategies in China and related regions.

Difference of regional Benefits after Linking Newly-added Cropland Quotas with Amount of Land Used for Construction Based on Targeted Poverty Alleviation: A Case Study of Xinjiang

In order to explore the differences of projects on linking newly-added cropland quotas with the amount of land used for construction in targeted poverty alleviation in different rural areas,this paper selects the social,economic,cultural and ecological evaluation indexes,and introduces the AHP method,to measure the benefits before and after the implementation of the four typical projects on linking newly-added cropland quotas with the amount of land used for construction in Xinjiang. The results show that after the implementation of the project,the social,economic,cultural,ecological and comprehensive benefits of each region have been improved,but the benefits of regions with different economic levels are significantly different. This paper holds that the projects on linking newly-added cropland quotas with the amount of land used for construction in different regions should be considered from the ultimate goal before the establishment and implementation of the project,so as to realize the win-win situation between the urban-rural requisition-compensation balance and the targeted poverty alleviation in rural areas.

A Study of the Factors that Affect Farmers' Willingness to Transfer Land in the Central Regions Based on a Survey of 180 Farmers in Suizhou City

Based on the questionnaire survey of land transfer in Suixian County and Zengdu District of Hubei Province,this paper analyzes the factors that affect farmers' willingness to transfer land from regional characteristics,individual characteristics of farmers,and household characteristics of farmers. The survey results show that farmers' willingness to transfer land is affected by many factors. And the level of regional economic development,farmer's age,educational level,family population and income are the important factors influencing farmers' land *** key factor influencing the willingness to transfer out land is farmers' high reliance on land security function,and the main reasons for farmers' land transfer-in lie in low agricultural comparative benefits and immature land transfer market.
