Bangkok to Sendai and Beyond: Implications for Disaster Risk Reduction in Asia

The recently concluded World Conference on Disaster Risk Reduction(WCDRR) in Sendai, Japan and the Sendai Framework for Disaster Risk Reduction2015–2030(SFDRR) have set renewed priorities for disaster risk reduction(DRR) for the next 15 years. Due to Asia’s high exposure to natural hazards, the implications of the new SFDRR have major significance for the future development of the region. The 6th Asian Ministerial Conference on Disaster Risk Reduction(AMCDRR), held in Bangkok in 2014, was a regional preparatory meeting for the WCDRR, and proposed various targets and indicators for DRR in Asia. The AMCDRR recommended inclusion of these goals in the SFDRR. This study focuses on the WCDRR negotiations, particularly outcomes that affect four major groups: local authorities; children and youth;science and technology; and business and industry. An analysis is undertaken of the overlaps and gaps in the outcomes of the 6th AMCDRR and other preceding conferences that fed into the WCDRR. A set of recommendations has evolved from this examination for consideration at the upcoming 7th AMCDRR in 2016. The areas that merit consideration in the upcoming AMCDRR2016 are:(1) development of baseline data and quantitative indicators for monitoring progress in DRR;(2) creation of a common stakeholder platform;(3) construction of city typologies for consideration in all future local level planning;(4) promotion of a culture of safety by linking large enterprises with small and medium enterprises; and(5) exchange and sharing of information and databases between regions at all scales.

In the bivoltine strain of the silkworm,Bombyx mori embryonic diapause is induced transgenerationally as a maternal *** preparation is a crucial stage during this phase,diapause-destined individuals undergo a series of preparatory events before they entry into developmental ***,the molecular regulatory mechanisms of diapause preparation are largely remained *** the present study,we sequenced the transcriptome of bivoltine silkworm Qiufeng‘s oocytes both destined to lay diapause or non-diapause eggs by using high-throughput RNA-seq *** expression analyses identified 183 genes with higher expression,and 106 with lower expression under diapause-inducing *** and KEGG analysis revealed that the enrichment of several functional terms related to peroxisome,glycerolipid metabolism,longevity regulating pathway-multiple *** conducted a detailed comparison of transcript profile data of ovaries from diapause-inducing and non-diapause-inducing *** results imply up-regulation of peroxisomal metabolism,triacylglycerides accumulation,and cryoprotectants production in diapause-inducing *** study provides an insight into the molecular events of insect diapause,in particular for the preparatory stage.

Monitoring Freeway Incident Detection Using a Hotelling T2 Control Chart

In real-life freeway transportation system, a few number of incident observation (very rare event) is available while there are large numbers of normal condition dataset. Most of researches on freeway incident detection have considered the incident detection problem as classification one. However, because of insufficiency of incident events, most of previous researches have utilized simulated incident events to develop freeway incident detection models. In order to overcome this drawback, this paper proposes a wavelet-based Hotelling T2 control chart for freeway incident detection, which integrates a wavelet transform into an abnormal detection method. Firstly, wavelet transform extracts useful features from noisy original traffic observations, leading to reduce the dimensionality of input vectors. Then, a Hotelling T2 control chart describes a decision boundary with only normal traffic observations with the selected features in the wavelet domain. Unlike the existing incident detection algorithms, which require lots of incident observations to construct incident detection models, the proposed approach can decide a decision boundary given only normal training observations. The proposed method is evaluated in comparison with California algorithm, Minnesota algorithm and conventional neural networks. The experimental results present that the proposed algorithm in this paper is a promising alternative for freeway automatic incident detections.

With the development of information technology and mobile Internet, the conventional, single and static examination mode cannot meet the diversified examination requirements of students. It is an irresistible trend to explore new college English test models to meet the requirements of the times. Paperless exams have an unparalleled advantage over traditional paper exams. However, the preparatory work before the implementation of the reform is numerous, and teachers and students need to be proficient in the use of the platform. At the same time, coordination and cooperation of various departments of the school are also indispensible. During the implementation process, some defects are found in the design of the platform and some opinions and suggestions are put forward on how to improve it. Through interviews and questionnaire surveys on teachers and students, it is found that teachers and students both give positive feedback to this test mode, which might be the trend of future test reform.

Comparison of clinical effectiveness of acupuncture and a Western drug on allergic rhinitis:study protocol for a randomized controlled trial

OBJECTIVE: To compare the efficacy of an acupuncture regimen for persistent allergic rhinitis(PER), aimed at improving a patient's mind or Shen in Traditional Chinese Medicine, to that of a second-generation H1-receptor antagonist, cetirizine ***: This multicenter, randomized, controlled clinical trial on PER will be conducted at three institutions in China. The total study period will be 9 weeks. After a 1-week preparatory screening period, 240 eligible participants with PER willbe randomized to receive acupuncture or pharmacotherapy(1∶1) for 4 weeks with a 4-week follow-up. The primary outcome will be changes in7-day average total nasal symptom score. Secondary outcome measures include rhinoconjunctivitis quality of life questionnaire score and total non-nasal symptom ***:The presence and seriousness of psychological and emotional impairments should be considered in therapeutic programs for allergic *** clinical trial for treating allergic rhinitis via acupuncture regulation of psychological and ***:The findings of the trial will allow us to determine the effects of the mind(Shen)-regulation treatment approach. We will also be able to confirm if the effects of acupuncture are equivalent to those of the conventional drug cetirizine hydrochloride.
