Prospects of Deliberative Global Governance

Global governance is often equated with international institutions such as the United Nations and the World Bank that were established after World War II to address problems transcending national borders. While these institutions incorporate norms of representative democracy that evolved in national societies, their legitimacy is often questioned on grounds of limited effectiveness and remoteness from the citizens they purportedly serve. The arguments of many democratic theorists that deliberation among ordinary citizens can legitimize policies that heed these views thus bear important implications for global governance. In this paper, the possibility and different ways that civil society enhancing public participation, transparency and accountability in global governance are addressed. The empirical focus will be on the world＇s first global deliberation--WWViews （world wide views on global warming） that was held in 38 countries with all inhabited continents in 2009. The social drivers that encourage innovation in global democratic governance are analysed, as the main successes and challenges of WWViews and sketch three scenarios of the future of deliberative global governance are based on the experiences and plans around global citizen participation. The authors argue that despite some challenges, such as ensuring high quality of deliberation in highly variant policy cultural contexts and building policy pathways conducive to political impact, the prospects of deliberation in helping solve global environmental and policy problems are high, and likely to see cumulative progress in the near future.

Assessment of the determinants that influence the adoption of sustainable soil and water conservation practices in Techiman Municipality of Ghana

This paper assesses the relationship between farmer characteristics and the degree to which nine soil and water conservation practices (SWCPs) are adopted by 300 maize farmers in Techiman Municipality,*** were surveyed for their adoption of nine SWCPs,and 24 other characteristics including demographics,socio-economic factors,risk factors and costs of *** soil and water conservation practices (SWCPs) in sub-Saharan Africa such as Ghana are important because they have positive effects on yield,increase sustainability of farming,stop degradation and reduce soil *** adoption of sustainable soil and water conservation practices in the agricultural industry of Ghana has been *** study aims to explain differences in farmer adoption of SWCPs,by assessing factors that vary with the number of different SWCPs used by ***,the Poisson model was *** results show that farmer's household size,farm size,access to credit services and formal training of maize farmer have a positive significant association with the number of soil and water conservation practices adopted by maize farmers while distance to nearest output market,distance to input center,access to extension services,and risk of pest and diseases have a negative significant association with the number of soil and water conservation practices adopted by maize farmers at 5% significance *** study concludes that any further research in Techiman Municipality on soil and water conservation practices should acknowledge the mixture of personal and demographic,institutional,socio-economic and risk *** suggests that agricultural polities formulated by the government should be aimed at supporting maize farmers to have access to extension service contact for frequent disseminating of agricultural technology information which is likely to increase the rate of adoption of soil and water conservation practices.

Applying Gregory Johnson’s Concepts of Scalar Stress to Scale and Information Thresholds in Holocene Social Evolution

Although Gregory Johnson’s models have influenced social theory in archaeology,few have applied or built upon these models to predict aspects of social organization,group size,or *** have been limited to small case ***,the relationship between a society’s scale and its information-processing capacities has been explored using the Seshat ***,I apply multiple-linear regression analysis to the Seshat data using Turchin and colleagues’9“complexity characteristics”(CCs)to further examine the relationship between the hierarchy CC and the remaining 8 CCs which include both aspects of a polity’s scale and aspects of what Kohler et ***“collective computation”.The results support Johnson’s ideas that stratification will generally increase with increases in a polity’s scale(population,territory);however,stratification is also higher when polities increase their developments in information-processing variables such as texts.

As emerging non-traditional security issues in global politics such as environmental crises offer new avenues of research on the state-society behaviour in non-western political orders,this study applies an integrated conceptual framework of Copenhagen School’s securitization,constructivism and green theory in international relations theory(IRT).One of the key objectives of the study includes to provide a theoretical explanation on the role of non-state agencies in ameliorating the environmental *** the support of an illustrative case study,the researcher argues in line with the finding of Acharya and Buzan(2007)that there is no need to replace Western IRTs,but they should be enriched with more voices from non-western political *** other words,the emerging non-traditional issues in global politics are not“noises”to weaken existing IRTs but“voices”to strengthen their theoretical foundation.

对欧盟新的、开放式的和更具弹性的环境治理模式进行了评估,发现该政策的新模式并不是一剂万能药.在实际的引进与使用过程中,存在很多障碍,这些障碍主要与机构和文化因素有关.对政策制定或(和)执行所做的任何创新都必须从现有的机构设置和旧有的工作常规起步.证明机构路径依循的影响取决于具体事件和国家.因此,即使对于相同的一件事,在不同的政治系统中影响也可能不同.同一项政策在某个国家可能成功执行,在另一个国家可能要产生严重的问题.即使是很多基本特征都相似的邻国,也可能会出现这种差异.环境执政新模式,如自愿或协商的协议和其他方式,关注对公共-私营关系的加强,尤其是决策权力从国家中央向执行的分支部门和私营部门的转移.这要求所有有关方面情愿脱离现有的行政路径,从根本上重新分配各自的权力.解决问题的适当形式和成功很大程度上取决于运用新模式的国家的政治和机构背景.一般说来,市场手段要求正常运作的市场经济氛围,而公众参与或公共-私营关系只有可能在国家、企业和公民社会之间有相对公开沟通的背景下才能进展良好.当满足这些基本条件后,根据创新模式的具体特点,还有各种具体的政治和机构因素与其执行有关.

New Bio-Flocculatious Effect and Its Examination

Algaetechnology is a significant scope of the international research and developmental work because it’s a green technology that reduces the utterance of impurities and works as a renewing energy source. The CO2 from stack gases of the various flows of manufacturing and the nitrogen from certain technical wastewater are necessary for the plants even as algae. The transaction of CO2 with this object and the utilization stand a good chance by hungarian clime with the teamwork from the technical environment. The technology is a new solution in Hungary which eases utterance of the impurities. As a result of our research we expanded alga polities which utilize the CO2 from refinery’s stack gas and they grow intensively in the continental clime, too. The critical points of the technology are the concentration of the algae suspension and the extraction because of the high investment and operating costs and high operational time. The algae technology in this direction depends on this step. Our aim is to separate the algae mass faster and more economical from the starter solution. The optimization of the separating operations and technologies takes notice of the environmental and economic aspects.

目的研究北京、沈阳、上海、长沙、广州、银川六城市公共场所及工作场所无烟政策现状，探讨吸烟者及非吸烟者对全面无烟政策的态度及影响因素。方法使用文献查阅法研究六城市无烟政策现状。使用多阶段抽样法在六城市抽取4815名吸烟者及1270名非吸烟者，调查其对不同公共场所及工作场所无烟政策的态度。用多因素logistic模型研究影响支持公共场所及工作场所无烟政策的因素。结果六城市均未实施全面的公共场所及工作场所无烟政策。六城市多数调查对象支持在医院、学校、会议室及公共交通工具等场所实行全面无烟政策，相比之下，吸烟者及非吸烟者对工作场所全面无烟政策的支持率分别仅有42．8％及52．9％，对餐厅、酒吧全面无烟政策的支持率分别仅有21．3％及40．4％。对二手烟健康危害的认知是影响吸烟者对工作场所（OR=1．27，95％CI为1．08-1．49）及餐厅、酒吧（OR=1．55，95％CI为1．17-2．05）全面无烟政策支持态度的重要因素。结论六城市已具备实施公共场所及工作场所全面无烟政策的基本条件。提高公众对二手烟健康危害的认知可能会提高公众对全面无烟政策的支持。
