On March 26, 2014, a panel established circulated its final report regarding the China by the WTO dispute Settlement Body, -- Rare Earths ease to WTO Members. This dispute concerns China＇s export restrictions on rare earths, tungsten, and molybdenum. In its report, the panel agreed with the findings of another dispute, the China -- Raw Materials case. It concluded that the environmental exceptions under Article XX GATT 1994 cannot be applied to China＇s actions. This conclusion is reconfirmed in the latest appellate body＇s report of China -- Rare Earths on August 7, 2014. Therefore, China was not able to justify the violation of their WTO-plus obligation to eliminate all export duties, contained in paragraph 11.3 of China＇s Accession Protocol As a consequence of the panel＇s decision, it seems impossible for China to justify trade barriers with environmental interests and to invoke any exceptions. Such findings are subject to a fundamental controversy within the WTO multilateral trade system, trying to solve the tensions between environmental protection and trade liberalization.

A new similar single-difference mathematical model (SS-dM) and its corresponding algorithmare advanced to solve the deformationof monitoring point directly in singleepoch. The method for building theSSdM is introduced in detail, and themain error sources affecting the accu-racy of deformation measurement areanalyzed briefly, and the basic algo-rithm and steps of solving the deform-ation are *** order to validate the correctnessand the accuracy of the similar single-difference model, the test with fivedual frequency receivers is carried outon a slideway which moved in plane inFeb. 2001. In the test,five sessions areobserved. The numerical results oftest data show that the advanced mod-el is correct.

Transnational spillovers of systemic risks show that financial regulation is not simply a sovereign power, it also shall be responsible to other states and individuals. Regulatory cooperation is necessary to ensure responsibility. Current arrangements dealing with the financial crisis mainly focus on technical problems, and ignore the accountability mechanism of financial regulation. Such arrangements cannot effectively regulate systemic risks in the long run. This paper argues that accountable financial regulation and its legalization is an essential part of solutions to systemic risks, and suggests the ways to legalize accountable financial regulation.

A frequency and spatial domain decomposition method （FSdd） for operational modal analysis （OMA） is presented in this paper, which is an extension of the complex mode indicator function （CMIF） method for experimental modal analysis （EMA）. The theoretical background of the FSdd method is clarified, Singular value decomposition is adopted to separate the signal space from the noise space. Finally, an enhanced power spectrum density （PSd） is proposed to obtain more accurate modal parameters by curve fitting in the frequency domain. Moreover, a simulation case and an application case are used to validate this method.

The relationship between turbulent fluid motions and sediment particle motions over mobile sand dunes was investigated by using a laser doppler velocimeter and an acoustic backscatter system in laboratory experiments performed at the USdA-ARS-National Sedimentation Laboratory. Profiles of acoustic backscatter from particles and at-a-point turbulence data were collected while translating both measurement devices downstream at the speed of mobile dune bedforms. The resulting data set was used to examine the frequency (recurrence frequency) at which the fluctuating backscatter and fluid velocity signals exceeded magnitude thresholds based on the standard deviation (σ) of the local velocity and the magnitude the acoustic signal resulting from backscatter from suspended particles. The slope of the downstream and vertical velocity recurrence frequencies generally indicated a gradually increasing recurrence time with increasing elevation. The recurrence frequency for acoustic backscatter data was not strongly variable with elevation. The closest correspondence between the recurrence frequencies of sediment backscatter and vertical velocities at the 1σ magnitude threshold was in a region defined by X/Ld ydownstream velocity was most closely related to backscatter in a small region at 0.4d less than 3–4 cm from the bed.

The goal of this investigation was to analyze the impact of some production variables (input) on agricultural pro- ductivity growth (output) in China from 1989～2002. We selected through random sampling Zhejiang Province for our disaggre- gate analysis with the use of Cobb-douglas function. The estimation results showed that all key parameters are significant and are of the expected sign. Labor and that capital and land have positive impact on agricultural productivity growth.

Since the founding of New China in 1949, the land law system with Chinese characteristics has been formed based on various practices, inter alia, the evolution of the rural land law system from the agrarian reform to the cooperative and people＇s communes and further to the household contract responsibility system, which made historical contributions to the development of Chinese social economy. However, with the development of the practices and the deepening of the reform, China＇s land law system is facing great challenges under the new circumstances. Although many differences exist between English land law and Chinese land law in the areas of legal form, the regulated objects and contents, English land law can provide some beneficial enlightenment to China＇s land law reform. Particularly, the ＂paradox of English land law,＂ which presents the way how the English land law, as the law adjusting the basic property relations with many traditional factors, responds to the process of social and economic development with leaps and bounds.

To develop uniform and seismic environment-dependent design spectrum,common acceleration response spectral characteristics need to be *** this paper,a bi-normalized response spectrum (BNRS) is proposed,which is defined as a spectrum of peak response acceleration normalized with respect to peak acceleration of the excitation plotted *** natural period of the system normalized with respect to the spectrum predominant period,*** on a statistical analysis of records from the 1999 Chi-Chi earthquake,the conventionally normalized response spectrum(NRS) and the BNRS are examined to account for the effects of soil conditions,epicentral distance,hanging wall and *** is found that compared to the NRS the BNRS is much less dependent on these ***,some simple relationships between the BNRS for a specified damping ratio and that for a damping ratio of 5%,and between the spectra predominant period and epicentral distance for different soil types are provided.
