With regard to the study of the general history of Chinese philosophy and the creation of a philosophical system, Feng Youlan （Fung Yu-lan） has still not been surpassed in the circle of contemporary Chinese philosophy. His text A History of Chinese Philosophy （in two volumes） has particular value not only because of its description of the history of Chinese philosophy, but also because of its historical linking of antiquity and modernity, and of China and the West, a feat realized through philosophy. His philosophical system, set forth in the Six Books ofZhenyuan ~A~ （six philosophical monographs） and widely known as the New Learning of Principle system, has ontologically established the primacy of Principle, and, culturally, has instantiated the process of modernization, all of which retains its significance even today. Feng＇s thought on realms in his philosophy of life is centered around understanding-based self-enlightenment and has opened a new perspective for reflective thought about, and understanding of, Chinese philosophy. However, it falls short in its failure to acknowledge that ＂understanding-based self-enlightenment should also be a dynamic process of practice.＂ Feng showed his academic orientation, distinguished by syncretizing the Learning of Principle and the Learning of Mind, by integrating philosophical creation into the research on the history of philosophy in his late years; however, this syncretism can be pushed further with regard to the issue of unity between subject and object--continuity between the investigation of things before complete understanding and complete enlightenment of the mind after the complete understanding of things. Feng thinks in A Short History of Chinese Philosophy that the most significant contribution that Chinese philosophy has made to the world is in its philosophy of life, and, subsequent to this assertion, one can point out that Chinese philosophy can also make contributions in terms of methodology. A downlink cell-free massive Multipleinput multiple-output(mMIMO) system is explored. To investigate the impact of hardware distortion on downlink cell-free mMIMO, this paper recalls a well-established model of hardware impairment and derives a new closedform downlink per-user Spectral efficiency(SE) expression for distributed conjugate beamforming precoding. Based on this trackable expression, two power control algorithms,namely max-total-SE and mixed Quality-of-service(QoS)algorithms, are proposed. Numerical results indicate that the downlink per-user SE is primarily limited by the hardware quality of the receiver, especially when the user corresponds to the receiver. In addition, the proposed max-total-SE algorithm has a fast convergence rate and can significantly improve the total SE compared to the Equal power control(EPC) scheme. What’s more, our mixed QoS algorithm also performs well in many respects.

The"state and domain phenomenon"emerged at the modeling period of the crowd system,and with the development of cities,communities are extruded by the multivariate space and the crowd system,forming the social need of a basic guarantee of community correction. After the expansion of communities,the functional integration period begins,which leads to the period of urban transition,when community and the jurisprudential basis begin to coincide with each other,bringing the community correction model. In the industrialized period,the urban population made great contribution to the community correction of cities. Fromthe perspective of globalization,urban integration will experience the anguish of community correction,and crime and punishment will enter communities of the whole society,forming normal community correction model,so the service systemof community correction begins with the formation of the community-based management system,the crowd-based management range,the fundamental organization structure and the coincidence of the organizing function.

In terms of principle,the intrinsic structural elements of the academic system of Chinese administrative law can be divided into three components:the positive law(de lege lata)system,the theoretical system and the system of *** the foundation of the academic system,positive law mainly consists of the normative and institutional systems of administrative law;as the heart of the academic system,the theoretical system contains the theoretical basis,the system of basic principles and the system of categories of administrative law;and the system of methodology is the link and the conversion mechanism between positive law and the theoretical system,including the three research methods of politicolegal jurisprudence,Rechtsdogmatik(legal dogmatics)and social science *** with institutional practice and the deepening of doctrine over the past thirty years since the promulgation of the Administrative Procedure Law(1989),the academic system of administrative law in China has been ***,we are conscious that problems still *** basic approach to achieving further innovation includes advancing the construction of basic administrative law through codification;enhancing academic quality by jurisprudential thinking;shaping Chinese characteristics by rule of law practice;and carrying forward the whole academic system in a complete form.

Since the 18th cpc National Congress, the cpc Central committee, led by General Secretary Xi Jinping, has unswervingly adhered to the continuing development of socialism with Chinese characteristics. Through courageous practice and excellent innovation, the cpc Central committee has shaped a series of new ideas, thoughts and strategies of state governing, which serve as scientific guidelines for the actions and theories on further deepening the Reform and Opening-up and accelerating the modernization of socialism in China. Compared with "new ideas and new strategies," the "new thoughts" are more extensive, inclusive and thorough. In fact, "new thoughts" include "new ideas" and "new strategies" and are demonstrated by the latter two. Presenting the new cpc Central committee's achievements in both practical and theoretical innovations with Xi Jinping's governing thought as the guide can further promote and deepen the essence of General Secretary Xi Jinping's series of key speeches. Xi Jinping's governing thought has its historical basis, realistic basis, theoretical basis and political basis.

In order to drive progress toward the completion of building a comprehensively well-off society, poverty reduction has become a top priority on the agendas of poverty stricken areas. Paths that can help advance and improve poverty reduction are diverse, and the culture of poverty alleviation is a choice in this context. From the perspective of the culture of poverty, this paper attempts to probe the poverty situation in poverty stricken areas and identify the factors that contribute to the condition such as antiquated ideas and mindsets, limited schooling, and negative values of the people inhabiting these areas, which hinder them from casting off poverty. Therefore, in carrying out the work of poverty alleviation, we must bear in mind several important aspects like system building, transformation of people' s mindsets, development of a culture of industry and the effective supply of educational resources. We must examine and reflect on the work rationally. Only then will the effort contribute to realizing the ultimate goal of overall poverty reduction.
