Creating a Digital Preservation Network with Shared Stewardship and Cost： The Experience of Partnerships in the National Digital Information Infrastructure and Preservation Program

The sodium aluminate solution evaporation process is the primary energy consuming step in Bayer alumina production. Due to the individuality of experience and the subjectivity of preferences, operators have different regulatory effects. In particular, the evaporation process is subject to uncertainty due to lots of factors, such as scarification and environmental variation,which leads to sharp fluctuations in energy consumption during the regulation process. To address unstable control effects resulting from a lack of experience and knowledge, an industrial large language model(LLM) based on hybrid retrieval augmented generation(RAG) is proposed to make efficient operation decision. First, a domain knowledge base of the sodium aluminate solution evaporation process is constructed, containing scientific papers, operational reports,and technical manuals. Second, utilizing the knowledge base, the combination of RAG with LLMs is investigated to provide solutions for operators to effectively stabilize the sodium aluminate solution evaporation process. Third, an automated text evaluation technique based on triplet is proposed to effectively evaluate the performance of LLMs for practical *** sets of experiment indicates, comparing to other five methods, the response of industrial LLM is more accurate and satisfactory in both task of ‘Evaluating Correctness' and ‘Text Generation'. The ‘Manual Evaluation' experiment shows that automated evaluation methods can achieve evaluation rankings that are consistent with manual evaluation, and maintain a strong correlation with manual evaluation. Moreover, those methods would serve as a potential guide for decision-making in the sodium aluminate solution evaporation process.

The National Digital Information Infrastructure and Preservation Program (NDIIPP) was initiated in December 2000 when the U.S. Congress authorized the Library of Congress to work with a broad range of institutions to develop a national strategy for the preservation of important at-risk born digital content. Guided by a strategy of broad collaborations and iterative learning, the Library of Congress began catalyzing a national network of partners dedicated to collecting and preserving important born-digital information. Over the last six years, the Library and its partners have been engaged in learning through action. Our investments in preservation partnerships, public policy deliberations related to intellectual property challenges, basic technical research, and network architecture models have increased our understanding of the sustaining roles and functions for a national network of diverse stakeholders. The emerging network of networks is complex and inclusive of a variety of stakeholders: content producers, content stewards and service providers from the public and private sectors.

Tight focusing with very small f-numbers is necessary to achieve the highest at-focus ***,tight focusing imposes strong demands on precise target positioning in-focus to achieve the highest on-target irradiance We describe several near-infrared,visible,ultraviolet and soft and hard X-ray diagnostics employed in a~10^(22)W/cm^(2)laser±plasma *** used nearly 10 J total energy femtosecond laser pulses focused into an approximately1.3-μm focal spot on 5±20μm thick stainless-steel *** discuss the applicability of these diagnostics to determine the best in-focus target position with approximately 5μm accuracy(i.e.,around half of the short Rayleigh length)and show that several diagnostics(in particular,3ωreflection and on-axis hard X-rays)can ensure this *** demonstrated target positioning within several micrometers from the focus,ensuring over 80%of the ideal peak laser intensity *** approach is relatively fast(it requires 10±20 laser shots)and does not rely on the coincidence of low-power and high-power focal planes.

The occurrence of social security events is uncertain, and the distribution characteristics are highly complex due to a variety of external factors, posing challenges to their rapid and effective handling. The scientific and reasonable requirement evaluation of the emergency force to deal with social security events is very urgent. Based on data analysis, this paper uses the neural network, operational research, modelling and simulation to predict and analyze social security events, studies the usage rule of emergency force and deployment algorithm, and conducts simulation experiments to evaluate and compare the different force deployment schemes for selection.

strategic innovation diffusion converts newly created knowledge into increasing a firm’s value primarily through innovative product *** this paper,we present a time-based adoption pattern with pricing and promotional expenditure as a three-dimensional innovation diffusion model(3D-IDM).In our proposed 3D-IDM,we assume that value of the product plays a crucial role of being the major driver of diffusion,and is classified into the following three main factors:(1)continuation time of the product in the market–representing goodwill of the product;(2)price of the product–indicating consumers’buying behaviour;and(3)marketing efforts of the firm.A special form of the Cobb–Douglas production function is used to design the three-dimensional *** empirical study is performed on number of consumer-durable sales data to validate and compare the proposed *** performance measures are treated uniquely using the Mahalanobis distance-based approach(DBA)to determine the relative strength of each model.

There are inequities in cancer screening among people living in one large province in Canada;these include breast, cervical and colorectal cancer screening. The use of peer support or lay health educator models is often used in promoting health behaviours to communities. This paper outlines some of the conceptual understandings of peer support and lay health educator models and describes an application of a lay health educator program called Screening Saves Lives. The program structure and activities are discussed as well as lessons learned over a period of six years. Three key theoretical perspectives support the design of the model— Health Belief Model, Stages of Change model and PRECEDE model. The program has reached over 35,000 community members within one region using laypersons who are trained in providing tailored messages on cancer screening, supporting and follow-up. Additionally, the program has been a catalyst in identifying barriers to cancer screening and enables positive changes in the health care system. Screening Saves Lives is currently being scaled to other communities in the province.

Hashin Failure Theory Based Damage Assessment Methodology of Composite Tidal Turbine Blades and Implications for the Blade Design

A damage assessment methodology based on the Hashin failure theory for glass fiber reinforced polymer(GFRP)composite blade is proposed. The typical failure mechanisms including the fiber tension/compression and matrix tension/compression are considered to describe the damage behaviors. To give the flapwise and edgewise loading along the blade span, the Blade Element Momentum Theory(BEMT) is adopted. In conjunction with the hydrodynamic analysis, the structural analysis of the composite blade is cooperatively performed with the Hashin damage model. The damage characteristics of the composite blade, under normal and extreme operational conditions,are comparatively analyzed. Numerical results demonstrate that the matrix tension damage is the most significant failure mode which occurs in the mid-span of the blade. The blade internal configurations including the box-beam, Ibeam, left-C beam and right-C beam are compared and analyzed. The GFRP and carbon fiber reinforced polymer(CFRP) are considered and combined. Numerical results show that the I-beam is the best structural type. The structural performance of composite tidal turbine blades could be improved by combining the GFRP and CFRP structure considering the damage and cost-effectiveness synthetically.

The security dynamics in the Arctic since the Cold War has transitioned from militarization, to de-militarization, and to re-militarization. Under the circumstances of ongoing globalization and climate change, the Arctic states have accorded priority to the enhancement of military capacities in the region, with a view to safeguarding sovereign rights, ensuring navigation security of Arctic waterways, responding to contingencies and guaranteeing civil security. Such military capacity-building measures are otherwise interpreted as initiatives to resume arms race in the Arctic, which would be contributive to the security dilemma. Subject to the structural competition of the U.S. - Russia rivalry, there has long been an absence of a security regime in the Arctic. Nevertheless, the build-up of security regimes in the Arctic constitutes a major concern for the Arctic states, as well as for some extra-regional stakeholders. In the Arctic regional context, the ever-intensifying institutional cooperation in the domains of non- traditional and civil security lays the cornerstone for establishing confidence-building measures, and gives rise to the consensus that maintaining cooperation in the Arctic will be mutually rewarding for all.
