In the US Federal government, an analysis of alternatives (AoA) is required for a significant investment of resources. The AoA yields the recommended alternative from a set of viable alternatives for the investment decision. This paper presents an integrated AoA and project management framework for analyzing new or emerging alternatives (e.g., Cloud computing), as may be driven by an information system strategy that incorporates a methodology for analyzing the costs, benefits, and risks of each viable alternative. The case study in this paper, about a business improvement project to provide public health and safety services to citizens in a US Federal agency, is a practical application of this integrated framework and reveals the benefits of this integrated approach for an investment decision. The decision making process in the framework—as an integrated, organized, and adaptable set of management and control practices—offers a defensible recommendation and provides accountability to stakeholders.

Rice production in China’s coastal areas is frequently affected by typhoons,since the associated severe storms,with heavy rain and the strong winds,lead directly to the rice plants becoming flooded or ***-term flooding and lodging can cause a substantial reduction in rice yield or even destroy the harvest *** is therefore urgent to obtain accurate information about paddy rice flooding and lodging as soon as possible after the passing of the *** paper proposes a workflow in Google Earth Engine(GEE)for mapping the flooding and lodging area of paddy rice in Wenzhou City,Zhejiang,following super typhoon Maria(Typhoon No.8 in 2018).First,paddy rice in the study area was detected by multi-temporal Sentinel-1 backscatter data combined with Sentinel-2-derived Normalized Difference Vegetation Index(NDVI)using the Random Forests(RFs)*** classification accuracies were achieved,whereby rice detection accuracy was calculated at 95%(VH+NDVI-based)and 87%(VV+NDVI-bastd).Secondly,Change Detection(CD)based Rice Normalized Difference Flooded Index(RNDFI)and Rice Normalized Difference Lodged Index(RNDLI)were proposed to detect flooding and lodged paddy *** RNDFI and RNDLI were tested based on four different remote sensing data sets,including the Sentinel-1-derived VV and VH backscattering coefficient,Sentinel-2-derived NDVI and Enhanced Vegetation Index(EVI).Overall agreement regarding detected area between the each two different data sets was obtained,with values of 79%to 93%in flood detection and 64%to 88%in lodging *** resulting flooded and lodged paddy rice maps have potential to reinforce disaster emergency assessment systems and provide an important resource for disaster reduction and emergency departments.

In Japan, focal cities experience a number of probtems retated to deterioration of residentiat environment, quality of public service, and vitalization of commercial rand. SpecificaLLy, the presence of Large vacant tots behind sizable stores, office buildings, hospitals, and factories devitatize urban activity and its Landscape. Many local cities are seeking to actuatize a sustainable compact city with an integrated poputation, commerce, traffic and other pubLic services in ways that promote a tow carbon and energy-conserving society. Against the backdrop of these issues, this study examines the occurrence of large vacant lots and their utilization by tocat governments in Japan based on a questionnaire and fietd survey. It highlights severat cases in which a Large vacant tot is used to forward the development of a compact city by a tocat government.

An assessment of the challenges and capacity gaps in smallholder access to digital extension and advisory services(EAS)was made by surveying 197 female and 239 male farmers in Kenya and ***-digital extension approaches remain dominant but at least 78%of farmers accessed EAS from electronic sources dominated by *** is attributed to the fact that ownership of radios was more widespread than of other digital *** that particularly limit the use of digital services included low digital literacy and prohibitive cost of internet and mobile *** and elderly farmers were more likely to report these challenges than their *** regression model results show that ownership of digital devices,participation in post-production activities,and access to extension were enablers of digital EAS *** mentioned gaps in obtaining information on crop pest/disease diagnosis and management,fertilizer application,pesticide safety and quality *** the diversity in smallholder technological capabilities and information needs,the recommendations made include integration of digital communication within multimode advisory services that use different but linked communication channels,continued farmer digital innovation capacity enhancement,and participatory design approaches that deliver relevant and actionable information for inclusive scaling of extension activities.

Integration of acquired immunity into microbial risk assessment for illness incidence is of no doubt essential for the study of susceptibility to *** this study,a probabilistic model was set up as dose response for infection and a mathematical derivation was carried out by integrating immunity to obtain probability of illness *** acquire immunity from epidemiology studies which includes six different Norovirus transmission scenarios such as symptomatic individuals infectious,pre-and post-symptomatic infectiousness(low and high),innate genetic resistance,genogroup 2 type 4 and those with no immune boosting by asymptomatic infection were *** results on illness inflation factor as a function of dose and exposure indicated that high frequency exposures had immense immunity build up even at high dose levels;hence minimized the probability of *** Norovirus transmission dynamics data,results showed,and immunity included models had a reduction of 2e6 logs of magnitude difference in disease burden for both population and individual probable illness ***,the magnitude order of illness for each dose response remained largely the same for all transmission scenarios;symptomatic infectiousness and no immune boosting after asymptomatic infectiousness also remained the same *** integration of epidemiological data on acquired immunity into the risk assessment,more realistic results were achieved signifying an overestimation of probable risk of illness when epidemiological immunity data are not *** finding supported the call for rigorous integration of temporary acquired immunity in dose-response in all microbial risk assessments.
