An Accurate and Impartial Expert Assignment Method for Scientific Project Review

Purpose： This paper proposes an expert assignment method for scientific project review that considers both accuracy and impartiality. As impartial and accurate peer review is extremely important to ensure the quality and feasibility of scientific projects, enhanced methods for managing the process are needed. Design/methodology/approach： To ensure both accuracy and impartiality, we design four criteria, the reviewers＇fitness degree, research intensity, academic association, and potential conflict of interest, to express the characteristics of an appropriate peer review expert. We first formalize the expert assignment problem as an optimization problem based on the designed criteria, and then propose a randomized algorithm to solve the expert assignment problem of identifying reviewer adequacy. Findings： Simulation results show that the proposed method is quite accurate and impartial during expert assignment. Research limitations： Although the criteria used in this paper can properly show the characteristics of a good and appropriate peer review expert, more criteria/conditions can be included in the proposed scheme to further enhance accuracy and impartiality of the expert assignment. Practical implications： The proposed method can help project funding agencies （e.g. the National Natural science Foundation of China） find better experts for project peer review. OriginaUty/value： To the authors＇ knowledge, this is the first publication that proposes an algorithm that applies an impartial approach to the project review expert assignment process. The simulation results show the effectiveness of the proposed method.

Role of Researcher/Academia in Making UK Low Carbon Policy

This study focuses on the role of researcher/academia in making low carbon policy in the UK. UK researchers and universities enjoy relatively high degree of independence of their research from the government due to its statute that guarantees its independence （＂The Haldene Principle＂）. In addition, there was a recent movement for evidence-based policy in the UK, which requires more economic and scientific robustness, therefore role of engineers and social scientists are increasingly important. In particular, social science will have a greater role in changing people＇s behavior with high level of uncertainty. UK businesses have played a leading role to move forward the climate policy such as UKETS （United Kingdom Emissions Trading Scheme） as well as low carbon policy. The regular communication and consultation is a crucial basis for making integrated policy, which involves wide range of stakeholders. The legally binding targets set out by Climate Change Act 2008 required structural change of the government to implement the necessary policies and measures especially by integrating climate and energy policy.

Empirical research of advantage disciplines of C9 League

Purpose:Based on the case of the top nine elite universities in China(i.e.C9 League),we evaluate the university discipline advantages in terms of outputs and influence of scientific *** with the discipline collaboration analysis,we provide suggestions on discipline development and future collaboration for C9 League ***/methodology/approach:First,we carry out a correlation ***,we obtain the new combination evaluation indicators through factor analysis on seven primary indicators from InCite ***,we assign the weighted values to different indicators in order to get the evaluation scores and the ranking for each C9 League ***,we obtain the bibliographic data of the C9 League members for extracting the category classifications from the Web and transforming them into degree-Granting and Personal Trainning courses Catalogue(DPTCC).According to the original collaboration frequencies among C9 League members,we carry out the analysis on two-mode collaboration ***,we propose some suggestions on the future collaboration and ***:There is correlation relationship between the outputs of scientific papers and influence indicators,so it is necessary to use the various indicators to acquire the more scientific ***,league members are different in the discipline development level,and have inadequate collaboration with each other,which indicates that there exists the great potential for further *** limitations:Despite the relative high quality SCI papers,preference for different disciplines of SCI and different discipline features for C9 members probably exert negative influence on evaluation *** implications:We provide a research thought and an operational approach to the disciplines evaluation,which would promote more methods for scientific discipline evaluation and reasonable management for ***/value:There are more and more

Measuring author influence in scientific collaboration networks

Development of Optical Coherence Tomography Using KTN Optical Probe

We have developed optical coherence tomography system with KTN optical probe for a diagnosis in the orthopedic surgery fields. The present system demonstrates that biological image was measured by using KTN optical scanner for having degree of freedom in sample arm as optical coherence tomography. In addition, the developed optical coherence tomography (OCT) system has shown feasibility for imaging biological tissue in orthopedics. The system was shown to have a resolution 14.2 μm for biological tissue in few mm depths. The sensitivity to be measured is 92.3 dB.

Thoughts on the study of library history in China

As one of the basic research fields, an depth study of the library history can advance the course of library science, which can be regarded as a significant reference to Chinese librarianship at present and in the future. The perspective of general history should be adopted to explore the overall outline and developing rules of librarianship in all ages. Undeniably, the history of ancient book collection possesses an indispensable component in the Chinese library. The development of the librarianship since 1949, especially the latest development since 1978, should be incorporated into the general library history of China. Accordingly, Chinese library history can be divided into three phases: the ancient books collection(from the pre-Qin period to the middle age of the Qing Dynasty), the modern library(from the late-Qing Dynasty to 1949), and the contemporary library(after the founding of the People’s Republic of China in 1949). In order to study Chinese library history, we should understand librarianship in the context of social politics, economy, technology, culture and education in different times. The Chinese librarianship not only has been influenced by foreign countries, but also has affected others with unique spirits and techniques.

Angle Control of a Pneumatically Driven Musculoskeletal Model Based on Coordination of Agonist-Antagonist Muscle

In recent years, researchers have been actively pursuing research into developing robots that can be useful in many fields of industry （e.g., service, medical, and aging care）. Such robots must be safe and flexible so that they can coexist with people. Pneumatic actuators are useful for achieving this goal because they are lightweight units with natural compliance. Our research focuses on joint angle control for a pneumatically driven musculoskeletal model. In such a model, we use a one-degree-of-freedom joint model and a five-fingered robot hand as test beds. These models are driven by low pressure-driven pneumatic actuators, and mimic the mechanism of the human hand and musculoskeletal structure, which has an antagonistic muscle pair for each joint. We demonstrated a biologically inspired control method using the parameters antagonistic muscle ratio and antagonistic muscle activity. The concept of the method is based on coordination of an antagonistic muscle pair using these parameters. We have investigated the validity of the proposed method both theoretically and experimentally, developed a feedback control system, and conducted joint angle control by implementing the test beds.

Based on C source code copied to detect problems as the background, this paper combines text comparison with grammatical analysis, and analyzes the syntax tree of storage ways to improve the method of Comparative efficiency. First of all, according to the C language grammar rules to source text to a degree of pretreatment, secondly after pretreatment source for the further lexical analysis and grammatical analysis form syntax tree, once more, according to certain comparison algorithm compared to syntax tree. The one hand, the data comparison results of each algorithm to compare the logic, the other hand, and the entire source code file called relationship between the function to compare. Ultimately achieve the depth of the purpose of identifying its homology. Then begin the main text.

Functions of Uni- and Multi-citations： Implications for Weighted Citation Analysis

Purpose：（1） To test basic assumptions underlying frequency-weighted citation analysis：（a） Uni-citations correspond to citations that are nonessential to the citing papers; （b） The influence of a cited paper on the citing paper increases with the frequency with which it is cited in the citing paper. （2） To explore the degree to which citation location may be used to help identify nonessential citations. Design/methodology/approach： Each of the in-text citations in all research articles published in Issue 1 of the Journal of the Association for Information science and Technology （JASIST） 2016 was manually classified into one of these five categories： Applied, Contrastive, Supportive, Reviewed, and Perfunctory. The distributions of citations at different in-text frequencies and in different locations in the text by these functions were analyzed. Findings： Filtering out nonessential citations before assigning weight is important for frequency-weighted citation analysis. For this purpose, removing citations by location is more effective than re-citation analysis that simply removes uni-citations. Removing all citation occurrences in the Background and Literature Review sections and uni-citations in the Introduction section appears to provide a good balance between filtration and error rates. Research limitations： This case study suffers from the limitation of scalability and generalizability. We took careful measures to reduce the impact of other limitations of the data collection approach used. Relying on the researcher＇s judgment to attribute citation functions, this approach is unobtrusive but speculative, and can suffer from a low degree of confidence, thus creating reliability concerns. Practical implications： Weighted citation analysis promises to improve citation analysis for research evaluation, knowledge network analysis, knowledge representation, and information retrieval.
