The UN Convention on the Rights of Persons with Disabilities effective in 2008 explicitly stipulates that Member States shall guarantee that people with disabilities enjoy the right to education free from discrimination and without prejudice to equal *** Chinese government made amendments to the Law of the People s Republic of China on the Protection of Persons with disabilities and the Regulation on the education of the Persons with Disabilities and issued a series of rules on the education of the Persons with Disabilities so as to actively implement the Convention. In recent years,the number and proportion of children with disabilities who receive education in China and the number of students with disabilities receiving high school and higher education have been on the rise ***, there is still a gap in the level of education on all stages between persons with disabilities and persons without, presenting a huge challenge for the achievement of the right to education of persons with disabilities. We should continue to actively fulfill the obligations prescribed by the Convention to protect the right to education, explore the construction of integrated education, support the maintenance system,strive to improve the quality of special education,allocate resources for the education of persons with disabilities, and emphasize the appraisal of the education of persons with disabilities.

In this paper,we investigate the load balancing problem with the consideration of different qualityof-service(QoS) and channel state in 3GPP long term evolution(LTE) multi-cell *** imbalance among nearby cells often causes inefficient utilization of the system *** in overloaded cells,users cannot get satisfied services for short resources,while in idle cells,there is plenty of unoccupied ***,switching users only for load balancing with no consideration of channel state often results in aggressive handover of users,which may occupy too many resources in their target cells and deteriorate the network ***,how to efficiently perform load balancing with the consideration of channel state becomes an important ***,LTE network aims to serve users with different QoS requirements,which should be taken into account when performing load *** we propose a multi-objective optimization problem,whose objectives are load balancing index and network average load for users with QoS requirements and a unified utility function for users without QoS *** constraints are physical resource limits and users’ QoS *** we analyze its complexity and propose a practical algorithm,load balancing,with the consideration of different QoS requirements and channel state services(LBQC).Extensive simulations are *** results show that the proposed algorithm can approximate the optimal algorithm efficiently,and leads to significantly better performances than load balancing with no consideration of channel state,e.g.a lower new call blocking rate with a fewer system resources occupation for users with QoS requirements,a higher cell edge throughput and total throughput for users without QoS requirements.

Background, Motivation and Objective Planetary exploration has been always paid abundant attention in the world and is an important constituent part of space science missions. The development of planetary rovers, which are the carrier and actuator of scientific instruments for planetary exploration missions, is of great significance on exploring and developing unknown planets further. The piezoelectric actuated tracked mobile system, which includes a piezoelectric transducer and a metal track, is driven by friction force between the piezoelectric transducer and the metal track. Compared with traditional tracked rovers, the tracked system has many advantages such as simple structure, high mechanical integration, fast response, environmental adaptability and high efficiency. But the wide range of ambient temperature under space environment has great effects on characteristic of the tracked system. The property of material varied with ambient temperature, as a consequence the vibration amplitude and the resonant frequency of the piezoelectric transducer are changed. In addition, the conditions of the contact interface between the metal track and the transducer will be affected. In order to study the thermal adaptability of the tracked system and provide a basis for optimization of the tracked system operating in extreme temperature environment, it’s necessary to research ambient temperature effects on the tracked system. Statement of Contribution/Methods A temperature experimental system was established and a theoretical model was developed for investigating the effects of ambient temperature on characteristics of the tracked system. In the analysis, the temperature-dependent mechanical properties of materials, thermal stress and their combination was considered to investigate the effect of ambient temperature on the vibration amplitude and resonant frequency of the piezoelectric transducer by the finite element method. Decarbonizing the power sector is a necessary step towards a low-carbon future. Interconnecting power systems on different continents could be a method to contribute to such a future, by utilizing highly efficient renewable resources around the globe, while simultaneously providing additional benefits of power system integration. In this paper, we describe the process of constructing and simulating a global interconnected power system model with high technical and temporal resolution. Being the first of its kind on the global scale, this paper is designed to showcase the proof of concept as an intermediate step to a high resolution global model, by integrating an existing European power system model with the North-American continent. The work to date has been focused on testing the methodology and building up necessary knowledge to realistically simulate the functionality of a possible future global grid. Some initial results are analysed to support the viability of the model and the concept in general. Furthermore, key factors influencing the development and optimal performance of the global interconnected power system model are identified.

Land scarcity has become the prominent obstacle on the way to sustainable development for China. Under the constraints of land shortage, how to allocate the finite land resources to the multiple land users in China considering various political, environmental, ecological and economic conditions have become research topics with great significance. In this study, an interval fuzzy national-scale land-use model(IFNLM) was developed for optimizing land systems of China. IFNLM is based on an integration of existing interval linear programming(ILP), and fuzzy flexible programming(FFP) techniques. IFNLM allows uncertainties expressed as discrete interval values and fuzzy sets to be incorporated within a general optimization framework. It can also facilitate national-scale land-use planning under various environmental, ecological, social conditions within a multi-period and multi-option context. Then, IFNLM was applied to a real case study of land-use planning in China. The satisfaction degree of environmental constraints is between 0.69 and 0.97, the system benefit will between 198.25 × 1012 USD and 229.67 × 1012 USD. The results indicated that the hybrid model can help generate desired policies for land-use allocation with a maximized economic benefit and minimized environmental violation risk. Optimized land-use allocation patterns can be generated from the proposed IFNLM.

The pressure swing adsorption(PSA)system is widely applied to separate and purify hydrogen from gaseous *** extended Langmuir equation fitted from the extended Langmuir-Freundlich isotherm has been used to predict the adsorption isothermal of hydrogen and methane on the zeolite 5A adsorbent bed.A six-step two-bed PSA model for hydrogen purification is developed and validated by comparing its simulation results with other *** effects of the adsorption pressure,the P/F ratio,the adsorption step time and the pressure equalization time on the performance of the hydrogen purification system are studied.A four-step two-bed PSA model is taken into consideration,and the six-step PSA system shows higher about 13%hydrogen recovery than the four-step PSA *** performance of the vacuum pressure swing adsorption(VPSA)system is compared with that of the PSA system,the VPSA system shows higher hydrogen purity than the PSA *** on the validated PSA model,a dataset has been produced to train the artificial neural network(ANN)*** effects of the number of neurons in the hidden layer and the number of samples used for training ANN model on the predicted performance of ANN model are ***,the well-trained ANN model with 6 neurons in the hidden layer is applied to predict the performance of the PSA system for hydrogen ***-objective optimization of hydrogen purification system is performed based on the trained ANN *** artificial neural network can be considered as a very effective method for predicting and optimizing the performance of the PSA system for hydrogen purification.

Biopharmaceutical discipline is an interdisciplinary subject with strong comprehensiveness and wide coverage. Under the background of credit system,it is an important task for application-oriented undergraduate colleges and universities to optimize the cultivation program for innovative and entrepreneurial bio-pharmaceutical professionals. According to the characteristics of biopharmaceutical discipline,Binzhou University biopharmaceutical teaching and research office,based on the social demand for biopharmaceutical discipline talents,defined the principle of optimizing the cultivation of innovative and entrepreneurial biopharmaceutical discipline talents,and constructed the cultivation program of innovative and entrepreneurial biopharmaceutical discipline talents under the credit system. The development of this cultivation program is expected to build a new mode for cultivating high-level biopharmaceutical professionals with strong innovative spirit and entrepreneurial potential.
