At present,the interpretation of regional economic development(RED)has changed from a simple evaluation of economic growth to a focus on economic growth and the optimization of economic structure,the improvement of economic relations,and the change of institutional innovation.This article uses the RED trend as the research object and constructs the RED index to conduct the theoretical analysis.Then this paper uses the attention mechanism based on digital twins and the time series network model to verify the actual data.Finally,the regional economy is predicted according to the theoretical model.The specific research work mainly includes the following aspects:1)This paper introduced the development status of research on time series networks and economic forecasting at home and abroad.2)This paper introduces the basic principles and structures of long and short-term memory(LSTM)and convolutional neural network(CNN),constructs an improved CNN-LSTM model combined with the attention mechanism,and then constructs a regional economic prediction index system.3)The best parameters of the model are selected through experiments,and the trained model is used for simulation experiment prediction.The results show that the CNN-LSTM model based on the attentionmechanism proposed in this paper has high accuracy in predicting regional economies.

This paper proposes a solution to implementing acoordinated optimal day-ahead dispatch in a hybrid thermalwind-photovoltaic power system incorporating an energy storagesystem (ESS). Our aim is to minimize total generation costand restrain the frequent change of ESS charging/dischargingstatus while meeting a series of system operating constraints,including a proposed coordinated dispatch strategy for thepurpose of reducing thermal power fluctuations. A novel twostage convexification technique (TSCT) is designed and leveragedto convert the original non-convex optimal day-ahead dispatchmodel, without taking into account the constraints of the proposed coordinated dispatch strategy into two convex quadraticprogramming problems. When introducing the constraint ofthe coordinated dispatch strategy, the corresponding inequalityconstraints are transformed into a series of linear equalityconstraints, after which the original optimal day-ahead dispatchmodel can be solved by the TSCT mentioned above. Finally,numerical simulations and comparative analysis are performedon the IEEE standard test systems to verify the validity andeffectiveness of the proposed model and method.

The cooperation between China and the Association of Southeast Asian Nations(ASEAN)began with the establishment of dialogue relations between the two sides after the ending of the Cold War.In 1994,when the ASEAN Regional Forum was established,China was one of the founding members,marking the beginning of formal security cooperation between China and ASEAN.The decision to shift to cooperation/enhance willingness to cooperate was made by the two parties after taking stock of the international and regional situation and their respective interests in the wake of the collapse of the bipolar system.Security cooperation was driven by a consensus on seizing,creating and maintaining strategic opportunities;or more specifically,by taking advantage of development opportunities and striving to maintain regional stability in difficult situations,thus creating a peaceful and amicable strategic regional context for sustainable development.The core concept of China-ASEAN security cooperation is developmental peace,with the norms of cooperation being the ASEAN way,cooperative security,the new security concept and the Asian security concept.In practice,China-ASEAN security cooperation covers three dimensions-strategic stability,management and control of high tension issues,and practical cooperation.New opportunities and challenges are emerging in the new era for China-ASEAN security cooperation.Fundamentally speaking,the two sides need to strive for the goal of building an ASEAN community and a China-ASEAN community with a shared future and to properly coordinate the strategic positioning of the long-term core interests of both parties.

National Concentration of High-tech Products:The Second Great Diverqence?

Based on the product-country level trade data from 2004 to 2017,as well as the High-Tech Products Catalog from the US Census Bureau,this paper examines empirically the current phenomenon of"national concentration"in high-tech exports.The results show that the phenomenon of"national concentration"not only exists but also tends to be self-reinforcing.Compared with other products,the exports of high-tech products tend to be concentrated in certain countries,and this concentration trends were further strengthened after the global financial crisis of2008-2009.The national concentration of R&D activities may be one of the important causes of the national concentration of high-tech products.This pattern remains robust when we further use the value-added export data and different definitions of high-tech products.We argue that the phenomenon of"national concentration"of high-tech exports may herald the arrival of the"Second Great Divergence"-the divergence between innovative and manufacturing activities-in the global economy.

This paper investigates whether changing the seating arrangement in a classroom can facilitate positive spillovers from top-performing students to others,using a field experiment conducted in a Chinese high school.Among study groups with balanced abilities,the treatment altered the spatial distribution by assigning the two top students to seats in the spatial center of each group.In the reference groups where students were allowed to choose their own seating arrangements,the lowest performing were significantly less likely to sit next to a top student than they would be under a random assignment.The results suggest that,in the treated groups,there could be enhanced academic spillovers from the top students.The treatment especially benefited the two lowest performing students in science subjects.In contrast,the treatment exerted negative effects on the test scores of the two middle-performing students,due to a disruption mechanism.The results suggest that the spatial layout of a peer network can have a significant impact on learning outcomes.

Due to their excellent advantages such as low toxicity,superior optoelectronic properties,low-temperature fabrication,and costeffectiveness,Sn-based perovskites have become the most promising alternatives for high performance lead-free perovskite solar cells.However,the character of Sn ^(2+)is easily oxidized toSn ^(4+),causing unnecessary p-type self-doping and high leakage current.More seriously,trap-induced non-radiative recombination from rapid crystallization causes into large energy loss with a low open circuit voltage.Therefore,the Sn-based solar cells have efficiency far behind the Pb-based solar cells.Herein,the polymer poly(ethylene glycol)diacrylate(PEGDA)is used to control crystal growth and passivate the defects in FA_(0.85)PEA_(0.15)SnI_(3) thin film.This Sn-perovskite layer shows compact crystal with large grain size and reduced defects.Optimized perovskite thin film is further processed to fabricate the inverted solar cell with device structure of ITO(indium tin oxide)/PEDOT:PSS(Poly(3,4-ethylenedioxythiophene)/poly(styrenesulfonate))/FA_(0.85)PEA_(0.15)SnI_(3)/ICBA(indene-C60 bisadduct)/BCP(bathocuproine)/Ag,which shows the power conversion efficiency(PCE)of 11.45%with voltage of 0.82 V.Moreover,corresponding perovskite solar cells exhibit an enhanced stability due to PEGDA induced compressive strain in perovskite.This work could shed light on one of successful attempts to improve Sn-based solar cell efficiency for sustainable energy conversion.

Central Asian Economies(CAEs)have diverse exchange rate policies.They have recorded higher volatility in the foreign exchange market since inception.High volatility of the transition era has drifted these economies towards partial dollarization.Monetary authorities in CAEs,(already have a challenge of maintaining monetary policy autonomy)have a gigantic task of price stability and stopping the spread of dollarization.This study is directed towards assessing the drivers and the determinants of foreign exchange market pressure in CAEs.The results,based on panel data analysis and the System GMM model,have provided useful insights about the exchange market pressure determinants particularly USD,Euro,Ruble,and Renminbi.The results show that China and Russia exchange market pressure has a negative effect on the exchange market pressure of CAEs.While the dollar index shows a positive impact on the exchange market pressure of CAEs.Overall,the findings imply that China and Russia currency appreciation results in a trade deficit across CAEs.The policy implication suggests that the floating exchange rate regime(inflation targeting regime)is not in favor of CAEs,and they must use managed-float to reduce their trade deficits.

Highlights•This study explores features of professional learning community(PLC)models in the educational contexts in Bahrain and Oman.•Findings based on the case studies of PLCs in two private schools in Bahrain and Oman,and theoretical input from international PLC literature has implications for policy and practice.•Study recommends promoting PLC approaches in the Bahraini and Omani educational systems in pre-and in-service teacher training programs,adapting best international PLC practices to the specific educational contexts of Bahrain and Oman,preparing school principals to lead PLC in their schools,providing human and financial support to these communities,and making school cultures more collaborative.•This study highlights the importance of the PLC approach,expands the existing conceptual/analytical framework,demonstrates how this approach is being used in two schools,and encourages other practitioners and researchers to embrace PLC.
