The present world pattern has undergone major changes,the trend of world multi-polarization is constantly emerging,and peace and development remain the main themes of today’s *** formal signing and implementation of the Regional Comprehensive Economic Partnership(RCEP)is important for meeting the needs of peace and development of many countries and *** is in a new era of reform and opening-up,and the RCEP content is in line with China’s concept of pursuing a path of *** on the locations of important borders,Yunnan Province has become one of the key places for China’s opening-up and development regarding Southeast Asia and South Asia,and the high-quality development of its tourism service trade is of great *** study first used the grounded theory analysis method to organize,analyze and process the records of international conferences and government press conferences held in Yunnan Province,as well as important related issues since the signing of ***,the social network analysis method was used to analyze the social recognition degree of RCEP in promoting the high-quality development of the tourism service trade in Yunnan Province from the perspectives of different levels and group *** results show that cooperation is the key macro driving force for RCEP in promoting the high-quality development of the tourism service trade in Yunnan *** the opportunities and environment of the transportation dividend,policy dividend and investment dividend,port construction,border township construction and exhibition-related construction are important cooperation contents,so they are conducive to the recovery of the tourism industry in a broader development *** can improve the driving force of RCEP in promoting the high-quality development of the tourism service trade in Yunnan Province at the micro level,and has more practical *** example,RCEP can better rely on its own geographic

The application of optimization methods to prediction issues is a continually exploring *** line with this,this paper investigates the connectedness between the infected cases of COVID-19 and US fear index from a forecasting *** complex characteristics of implied volatility risk index such as non-linearity structure,time-varying and nonstationarity motivate us to apply a nonlinear polynomial Hammerstein model with known structure and unknown *** use the Hybrid Particle Swarm Optimization(HPSO)tool to identify the model parameters of nonlinear polynomial Hammerstein *** indicate that,following a nonlinear polynomial behaviour cascaded to an autoregressive with exogenous input(ARX)behaviour,the fear index in US financial market is significantly affected by COVID-19-infected cases in the US,COVID-19-infected cases in the world and COVID-19-infected cases in China,*** performance indicators provided by the developed models show that COVID-19-infected cases in the US are particularly powerful in predicting the Cboe volatility index compared to COVID-19-infected cases in the world and China(MAPE(2.1013%);R2(91.78%)and RMSE(0.6363 percentage points)).The proposed approaches have also shown good convergence characteristics and accurate fits of the data.

This article outlines a framework for mainstreaming climate change into African blue economy Strategies. We underscore that the proliferation of the blue economy in climate change has gained momentum, however, there remains no standardized approach, mechanism or framework for mainstreaming and integrating climate change into blue economy. The economic pillars of economic development, social equity, and environmental management, conservation and sustainability are at the center of the blue economy frontier. The surrounding blue economy components have led to discrepancies in how the blue economy is mainstreamed, integrated, implemented and what is prioritized on agile basis. This article takes a continental overview of current approaches to regional and national levels of blue economy realignment. In doing so this article provides the continental, regional and national assessments of blue economy implementation approaches, through the development of a stepwise innovative process. Using the available literature, data and information from blue economy strategies and other publicly available online information, we analyzed each region and national blue economy strategies to assess the levels of blue economy components mainstreamed into climate change. Throughout this article we outline the methodological approach we took in order to develop a stepwise process innovation for mainstreaming climate change into blue economy at national and regional levels This approach will allow for ongoing and continued mainstreaming and integrating of climate change into blue economy realignment, operationalization and implementation as the concept of blue economy continues to evolve. The approach entails a collective action process for an informed decision making to direct, guide and inform actions for climate change that will effectively and efficiently enhance adaptation, mitigation and resiliency anchored to sustainable development. Intuitionistic fuzzy preference relations are powerful techniques used to express uncertain preference information. However, simultaneously providing the exact priority and non-priority intensities could be difficult in real applications. A credible interval intuitionistic fuzzy number (CIIFN) is introduced and a credible interval intuitionistic fuzzy reciprocal preference relation (CIIFRPR) is developed to solve this issue. Unlike intuitionistic fuzzy preference relations, the new preference relations use the CIIFNs to express the preference information such that the decision makers simply provide the priority intensity with interval-valued numbers and calculate the non-preference intensity with the transformed method, which avoids a complex evaluation of non-priority information. Furthermore, some basic operations and comparison laws are investigated, based on which three credible interval intuitionistic fuzzy aggregation operators are proposed. Two models are presented to manage the group decision-making. Finally, a practical case is used to demonstrate the feasibility and reasonability of the proposed preference relations and aggregation operators. © 2017 Beijing Institute of Aerospace Information.
