Disaster damage assessment is an important basis for the objective assessment of the social impacts of disasters and for the planning of recovery and reconstruction. It is also an important research field with regard to disaster mitigation and risk management. Quantitative assessment of physical damage refers to the determination of the physical damage state of the exposed elements in a disaster area, reflecting the aggregate quantities of damages. It plays a key role in the comprehensive damage assessment of major natural hazard-induced disasters. The National Disaster Reduction center of China has established a technical work flow for the quantitative assessment of disaster physical damage using remote sensing *** article presents a quantitative assessment index system and method that can be integrated with high-resolution remote sensing data, basic geographical data, and field survey data. Following the 2014 Ludian Earthquake in Yunnan Province, China, this work flow was used to assess the damage to buildings, roads, and agricultural and forest resources, and the assessment results were incorporated into the Disaster Damage Comprehensive Assessment Report of the 2014 Ludian Earthquake for the State Council of China. This article also outlines some possible improvements that can be addressed in future work.

Introduction:The Belt and Road Initiative(BRI)is an important cooperative framework that increasingly affects the global economy,trade,and emission ***,most existing studies pay insufficient attention to consumption-based emissions,embodied emissions,and non-CO_(2) greenhouse gases(GHGs).This study constructs a GHG emissions database to study the trends and variations in production-based,consumption-based,and embodied emissions associated with BRI ***:We find that the per capita GHG emissions of BRI countries are lower than the global average but show significant variation within this *** also find that trade-embodied emissions between BRI countries and China are *** a group,BRI countries are anet exporter of GHGs,with a global share of net export emissions of about 20%.In 2011,nearly 80%of GHG export emissions from BRI countries flowed to non-BRI countries,and nearly 15%flowed to China;about 57%of GHG import emissions were from non-BRI countries,and about 38%were from ***:Therefore,this study concludes that the BRI should be used to coordinate climate governance to accelerate and strengthen the dissemination and deployment of low-emissions technologies,strategies,and policies within the BRI so as to avoid a carbon-intensive lock-in effect.

Trends in outpatient breast cancer surgery among Medicare fee-for-service patients in the United States from 1993 to 2002

The practice of outpatient breast cancer surgery has been controversial in the United States. This study aimed to update time trends and geographic variation in outpatient breast cancer surgery among elderly Medicare fee-for-service women in the United States. Using the 1993-2002 linked Surveillance, Epidemiology and End Results (SEER)-Medicare claims data and the Area Resource Files, we identified 2 study samples, including the women whose breast cancers were the first-ever-diagnosed cancer at age 65 years or older from 9 regions continuously covered by the SEER registries since 1993. The first sample included the women receiving unilateral mastectomy for stage 0-IV cancer; the second included the women receiving the breast-conserving surgery with lymph node dissection (BCS/LND) for stage 0-II cancer. The proportions of patients receiving outpatient surgery increased from 3.2% to 19.4% for mastectomy and from 48.9% to 77.8% for BCS/LND from 1993 to 2002. We observed substantial geographic variation in the average proportion of the patients receiving outpatient surgery in the studied areas across the 10-year period, ranging from 3.9% in Connecticut to 27.2% in Utah for mastectomy and from 54.7% in Hawaii to 78.1% in Seattle, Washington, for BCS/LND. As the popularity of outpatient breast cancer surgery continues to grow, more evidence-based analyses related to quality and outcomes of outpatient breast cancer surgery among various populations are needed in order to facilitate the public debates about state and federal mandated health benefit legislations.

BACKGROUND The optimal way to home-monitor patients with inflammatory bowel disease(IBD)for disease progression or relapse remains to be *** To determine whether an electronic health(eHealth)screening procedure for disease activity in IBD should be implemented in clinical practice,scheduled every third month(3M)or according to patient own decision,on demand(OD).METHODS Adult IBD patients were consecutively randomized to 1-year open-label eHealth interventions(3M vs OD).Both intervention arms were screening for disease activity,quality of life and fatigue and were measuring medical compliance with the constant care web-application according to the screening interventions OD or *** activity was assessed using home measured fecal calprotectin(FC)and a disease activity *** In total,102 patients were randomized(n=52/503M/OD)at baseline,and 88 patients completed the 1-year study(n=433M;n=45 OD).No difference in the two screening procedures could be found regarding medical compliance(P=0.58),fatigue(P=0.86),quality of life(P=0.17),mean time spent in remission(P>0.32),overall FC relapse rates(P=0.49),FC disease courses(P=0.61),FC time to a severe relapse(P=0.69)and remission(P=0.88)during 1 ***(interquartile range)numbers of FC home-monitoring test-kits used per patient were significantly different,3M:6.0(5.0-8.0)and OD:4.0(2.0-9.0),P=*** The two eHealth screening procedures are equally good in capturing a relapse and bringing about ***,the OD group used fewer FC home testkits per *** screening procedures can be recommended for adult IBD patients in clinical web-practice.

In 2014,The GEOSS Water Strategy–From Observations to Decisions was published and steps were taken to implement the Strategy’s *** Strategy highlighted priority areas where the application of Earth observations to water research and water management decisions would have significant scientific and societal *** article reviews the implementation of the Strategy’s recommendations over the past eight *** a review of the Strategy’s assessment of the needs for water observations and their applications,it then reviews actions taken in response to the Strategy’s recommendations in its four major themes:improved data acquisition for Essential Water Variables,research and product development,interoperability,and capacity *** highlights significant achievements in the implementation of the Strategy including some motivated by factors beyond this Strategy,reviews actions taken by participating agencies and programs for each of the main themes and summarizes the remaining challenges in achieving the Strategy’s full *** article not only is an update for the Water Community regarding the GEOSS Water Strategy,but it is also an example of how other communities could develop and promulgate a set of strategic recommendations,monitor progress,and carry out assessments of their effectiveness.

Lithium-ion battery(LIB)is the key technology for climate change *** sustainability of LIB supply chain has caused widespread concern since the material utilization efficiency of LIB supply chain has not been well *** study aims to fill this research gap by conducting a dynamic material flow analysis of lithium in China from 2015 to *** indicate that within the temporal boundary,lithium flow and in-use stock grew significantly in China due to the rapid development of the EV market,with lithium flow in domestic production of basic chemicals increasing by 614%to 100 kt,end-use consumption increasing by 160%to 35 kt,and in-use stock increasing by 62%to 195 *** has been a net importer of lithium,of which cumulative imports and exports were 343 kt and 169 kt,*** addition,103 kt of lithium was converted to inventories or was lost during the processing from 2015 to *** optimizing inventory and processing,developing substitutes for lithium for non-battery applications,and improving lithium recycling,China's net import dependency of lithium could be reduced from 27%-86%to 0%-16%.Our study demonstrates that it is urgent to improve material utilization efficiency so that the lithium resource supply can be secured.
