Participatory Risk Governance for Seoul, South Korea's Flood Risk Management

Risk governance is a widely used framework in natural and societal risk management research. Risks from natural hazards in urban areas call for the establishment of rigorous and participatory urban risk governance. In this study, we examined participatory risk governance(PRG) of flood risk management(FRM) in Seoul, South Korea. We conducted key informant interviews and implemented a survey with citizens, to explore perceptions of flood risks and risk management, and to examine prospects for improving PRG in Seoul. We found a gap between the perceptions of key informants and *** informants believed that citizens' low awareness of flood risks hinders PRG. Yet our research found that citizens' risk awareness was not low, and risk awareness may not be the main barrier to participation in PRG. Instead, we found that citizens lacked knowledge of FRM actions, and they assigned government bodies a high level of responsibility for FRM,compared to the level of responsibility that citizens assigned to themselves. Moreover, the actors involved in FRM tended not to trust each other, which implies a lack of mutual understanding. To increase the eff ectiveness of PRG, we suggest a polycentric governance structure anchored by a leading actor group, and active promotion of the participation of actors at multiple levels of governance. Communication between government and citizen participants, designed to foster improved understanding and recognition of one another's roles and contributions to FRM, will enhance trust and improve the implementation of PRG in Seoul.

Single-atomic activation on ZnIn_(2)S_(4)basal planes boosts photocatalytic hydrogen evolution

The use of single-atom cocatalysts plays a crucial role in enhancing artificial photocatalysis,where the precise construction of stable and efficient single-atom configuration is essential but remains ***,we report a simple one-step hydrothermal method for preparing single-atomic Mo modified ZnIn_(2)S_(4)(Mo-ZIS)nanosheets as a highly active photocatalytic hydrogen evolution(PHE)*** Mo substituting for portion of In atoms in ZIS nanosheets induces the spatial charge redistribution,which not only promotes the separation of photogenerated charge carriers but also optimizes the Gibbs free energy of adsorbing H*on S atoms at basal *** a result,Mo-ZIS exhibits an impressive PHE rate as high as 6.71 mmol·g^(−1)·h^(−1),over 10 times that of the pristine ZIS,with an apparent quantum efficiency(AQE)up to 38.8%at 420 *** study gains insights into the coordination configuration and electronic modulation resulting from single-atomic decoration,providing mechanistic cognitions for the development of advanced photocatalysts via non-precious metal atomic modification.

Effects of spot size on the operation mode of Ga As photoconductive semiconductor switch employing extrinsic photoconductivity

To guide the illuminating design to improve the on-state performances of gallium arsenide(GaAs)photoconductive semiconductor switch(PCSS),the effect of spot size on the operation mode of GaAsPCSS based on a semi-insulating wafer with a thickness of 1 mm,triggered by a 1064-nm extrinsic laser beam with the rectangular spot,has been investigated *** is found that the variation of the spot size in length and width can act on the different parts of the output waveform integrating the characteristics of the linear and nonlinear modes,and then significantly boosts the PCSS toward different operation *** this basis,a two-channel model containing the active and passive parts is introduced to interpret the relevant influencing *** indicate that the increased spot length can peak the amplitude of static domains in the active part to enhance the development of the nonlinear switching,while the extended spot width can change the distribution of photogenerated carriers on both parts to facilitate the linear switching and weaken the nonlinear switching,which have been proved by comparing the domain evolutions under different spot sizes.

Analysis of spatial distribution characteristics and driving factors of ethnicminority villages in China using geospatial technology and statistical models

This study aims to reveal the spatial structural characteristics of 1,652 Ethnic-Minority Villages(EMV)in China and to analyze the mechanisms driving their spatial *** are a special type of settlement space that preserve a large number of historical traces of the ethnic culture of ancient *** are important carriers of China’s excellent traditional culture and are key to the implementation of rural revitalization *** this study,1652 EMV in China were selected as the research *** Nearest Neighbor Index,kernel density,and spatial autocorrelation index were employed to reveal the spatial structural characteristics of minority *** network models,spatial lag models,and geographical detectors were used to analyze the formation mechanism of spatial heterogeneity in *** results indicate that:(1)EMV exhibit significant spatial differentiation characterized by“single-core with multiple surrounding sub-centers,”“polarization between east and west,”“decreasing quantity from southwest to east coast to northeast to northwest,”and“large dispersion with small agglomeration.”(2)EMV are mainly distributed in areas rich in intangible cultural heritage,with high vegetation coverage and low altitude,far from central cities,and having limited arable land and an underdeveloped economy and transportation,particularly in shaded or riverbank areas.(3)Distance from the nearest river(X3),distance from central cities(X8),national intangible cultural heritage(X9),and NDVI(X10)were the main driving factors affecting the spatial distribution of EMV,whereas elevation(X1)and GDP(X5)had the weakest *** EMV are a relatively unique territorial spatial unit,the identification of their spatial heterogeneity characteristics not only deepens the research content of settlement geography,but also involves the assessment,protection,and development of Minority Villages,which is of great significance for the inheritance and utilization of excellent

Close-packed layer spacing as a practical guideline for structure symmetry manipulation of IV-VI/I-V-VI_(2) thermoelectrics

The crystal-structure symmetry in real space can be inherited in the reciprocal space,making high-symmetry materials the top candidates for thermoelectrics due to their potential for significant electronic band degeneracy.A practical indicator that can quantitatively describe structural changes would help facilitate the advanced thermoelectric material *** face-centered cubic structures,the spatial environment of the same crystallographic plane family is isotropic,such that the distances between the close-packed layers can be derived from the atomic distances within the *** by this,the relationship between inter-and intra-layer geometric information can be used to compare crystal structures with their desired cubic *** close-packed layer spacing was found to be a practical guideline of crystal structure symmetry in IV-VI chalcogenides and I-V-VI_(2) ternary semiconductors,both of which are historically important *** continuous structural evolution toward high symmetry can be described by the layer spacing when temperature or/and composition change,which is demonstrated by a series of pristine and alloyed thermoelectric materials in this *** layerspacing-based guideline provides a quantitative pathway for manipulating crystal structures to improve the electrical and thermal properties of thermoelectric materials.

High-performance wood-based thermoelectric sponges for thermal energy harvesting and smart buildings

The development of renewable woods for power generation can help improve the energy efficiency of buildings,and promote the concept design and implementation of“smart buildings”.Here,with specific chemical treatment and hydrothermal synthesis,we demonstrated the practical value of natural wood for thermoelectric power generation in smart *** prepared wood-based thermoelectric sponges show high Seebeck coefficients of 320.5 and 436.6μV/K in the vertical and parallel directions of the longitudinal channel of *** 500 cycles of the compressive strain at 20%,the corresponding Seebeck coefficients increase up to 413.4 and 502.1μV/K,respectively,which is attributed to the improved contact and connection between tellurium thermoelectric *** Seebeck coefficients are much larger than those of most reported inorganic thermoelectric ***,the thermoelectric sponges maintain excellent thermoelectric and mechanical *** further modeled the application value of wood-based thermoelectric sponges in smart buildings for power *** high thermoelectric electricity can be obtained,such as in Beijing with over 1.5 million kWh every year,demonstrating the great potential in thermal energy harvest and energy supply.

How Can Practitioners Support Citizen Volunteers in Disaster Risk Reduction? Insight from “Good and Ready” in Aotearoa New Zealand

Global and national policy frameworks emphasize the importance of people's participation and volunteers' role in disaster risk reduction. While research has extensively focused on volunteers in disaster response and recovery, less attention has been paid on how organizations involved in disaster risk management can support volunteers in leading and coordinating communitybased disaster risk reduction. In 2019, the New Zealand Red Cross piloted the Good and Ready initiative in Auckland,Aotearoa New Zealand, with the objective to empower local people in resilience building with a focus on volunteers and community participation. This research examined the positive and negative outcomes of Good and Ready and investigated volunteers' experiences in the disaster resilience initiative. It involved the codesign of a questionnaire-based survey using participatory methods with Good and Ready volunteers, the dissemination of the survey to gather volunteers' viewpoints, and a focus group discussion with participatory activities with Red Cross volunteers. The findings highlight that a key challenge lies in finding a balance between a program that provides flexibility to address contextual issues and fosters communities' ownership, versus a prescriptive and standardized approach that leaves little room for creativity and self-initiative. It pinpoints that supporting volunteers with technical training is critical but that soft skills training such as coordinating, communicating,or facilitating activities at the local level are needed. It concludes that the sustainability of Good and Ready requires understanding and meeting volunteers' motivations and expectations and that enhancing partnerships with local emergency management agencies would strengthen the program.

High-lattice-adapted surface modifying Na_(4)MnV(PO_(4))_(3) for better sodium storage

Sodium-ion batteries(SIBs)are required to possess long cycle life when used for large-scale energy *** polyanionic Na_(4)MnV(PO_(4))_(3)(NMVP)reveals good cyclic stability due to its unique three-dimensional(3D)frame structure,but it still faces the challenge of interfacial degradation in practical *** this work,NASICON-type Na_(1.3)Al_(0.7)Ti_(1.3)(PO_(4))_(3)(NATP)was deposited on the surface of NMVP to promote interface stability by surface modification and gradient *** a result,the optimized NMVP@2%NATP released a capacity retention of 44.8%after 1000 cycles at 5 C,much higher than that of the initial NMVP(28.9%).The enhanced electrochemical performance was mainly attributed to NATP coating acting as a fast ion transport carrier and physical barrier,significantly facilitating the Na^(+)diffusion and isolating side reaction at the electrode/electrolyte *** the other hand,Ti_(4)^(+)and Al^(3+)cations from the NATP were partially doped inside the NMVP surface to boost the transport of Na^(+),and the perfect lattice matching of NVMP and NATP improved the interface and structural stability accompanying long *** work demonstrated the effectiveness of surface modification with high lattice match material and provided new perspectives for high energy density solid-state SIBs.

Plants are continuously exposed to numerous biotic stresses throughout their *** arms race-driven coevolution with pathogens,plants have developed sophisticated immune systems,including pathogen-associated molecular pattern(PAMP)-triggered immunity(PTI)and effector-triggered immunity(ETI).PTI is initiated by the binding of danger signals to extracellular membrane-localized receptors calledpattern recognition receptors(PRRs).PTI triggers responses,including reactive oxygen species(ROS)bursts and the expression of defenseassociated ***,pathogens adapted to PTl secrete virulence proteins,effectors,to aid colonization,and ETl is then triggered by the recognition of these effectors by resistance proteins with a nucleotide-binding domain leucinerich repeat receptor(NLR).To circumvent this immune response,pathogens secrete various effectors into the host intracellular region and induce effector-triggered susceptibility(Zhou and Zhang.,2020).Currently,research on plant immunity has been primarily focused on plasma membrane and cytoplasmlocalized proteins,including oligomeric NLRs,resistosomes,and the secretion mechanisms of cytoplasmic effectors.

Replacing fossil fuels with fuel cells is a feasible way to reduce global energy shortages and environmental ***,the oxygen reduction reaction(ORR)at the cathode has sluggish kinetics,which limits the development of fuel *** is significant to develop catalysts with high catalytic activity of *** single-atom catalysts(SACs)of Pt supported on heteroatom-doped graphene are potential candidates for *** we studied the SACs of Pt with different heteroatoms doping and screened out Pt-C_(4) and Pt-C_(3)O_(1) structures with only 0.13 V overpotential for ***,it is found that B atoms doping could weaken the adsorption capacity of Pt,while N or O atoms doping could enhance *** regularity was verified on Fe *** the electronic interaction analysis between Pt and adsorbate,we explained the mechanism of this regularity and further proposed a new descriptor named corrected d-band center(ε_(d-corr))to describe *** descriptor is an appropriate reflection of the number of free electrons of the SACs,which could evaluate its adsorption *** work provides a purposeful regulatory strategy for the design of ORR catalysts.
