Climate pledges versus commitment: Are policy actions of Middle-East and North African countries consistent with their emissions targets?

Carbon emission is inevitable,and changes with energy consumption and economic development,presents policy options toward sustainable development ***,there is little assurance from policymakers in committing to climate change pledges:taking the Middle-East and North African(MENA)region as a specific case with using 2019 as a cut-off *** conducted an interim assessment of the Paris Agreement to ascertain whether climate actions are in tandem with emissions reduction *** use of difference-in-difference technique as a quasiexperiment supported by fixed-effects and placebo treatment models,the results point to evidence of less than 1%effective CO_(2) emissions reduction as of 2019 compared to the 2015 *** current carbon emissions reduction commitment level is far-reaching contrary to the Nationally Determined Contributions(NDCs)pledged(16.43%on average by 2030 compared to the 2015 level).The analysis suggests that achieving NDCs commitments are currently major burden on policymakers since the economic development is highly linked with nonrenewable energy ***,a more comprehensive framework when accounting for all available renewable and clean energy projects shows reduction levels in the range of 30%-40%from 2020 to *** results suggest that the Paris Agreement in MENA countries may be more effective from 2020,thus underscore the importance of capturing ongoing projects(involving renewable and clean energy technologies)into interim policy *** shared implication is that greater efforts are demanded from the region and at country levels to further decrease emissions through the use of negative emissions technologies particularly in the electricity generation sector.

This article presents a comprehensive review of China's policy system for the management of natural hazard-induced disasters from 1949 to 2016 through a quantitative bibliometric analysis of 5472 policy documents on such disasters. It identifies four phases of China's evolving disaster management system, which focused on agriculture, economic development, government and professional capacity building, and disaster governance,respectively. Characteristics of policies and contributing factors of policy change in each of the four phases are discussed in depth. This article provides a quantitative foundation for understanding the dynamic policy change of the disaster management system in China with a particular emphasis on the governance capacity and may serve as a basis for exploring the potential pathways of transformation according to the Sendai Framework for Disaster Risk Reduction 2015–2030 and the Sustainable Development Goals.

The key determinants of cloud computing provide a convincing argument for HEIs and its stakeholders to adopt the innovation. These benefits reflect the essential quality characteristics of the cloud, such as Broad network Access;Measured Service;On-demand Self-Service;Rapid Elasticity;and Resource Pooling. However, there are also risks associated with the cloud, leading to non-adoption, such as Confidence, Privacy, Security, Surety and Trust. Understanding the impact of these factors can support multiple stakeholders, such as students, lecturers, senior managers and admins in their adoptive decision of CC in their respected institutions. Using the Multiview 3 (MV3) methodology, a research model was proposed to explore the key qualities and risks that determine the adoption or non-adoption of CC by UK HEIs from multiple perspectives. An exploratory qualitative study was conducted on 32 University stakeholders across 2 UK Universities. The findings suggest that security, privacy and trust are the key determinants to non-adoption as participants felt that the cloud cannot fully guarantee the safeguarding of sensitive information. Determinants to cloud adoption include improving relationships between students and teachers via collaborative tools, in addition to proposing cloud apps for mobile devices for accessing virtual learning materials and email securely off-campus. In conclusion, University stakeholders are still at a cross-road when it comes to cloud adoption, but future advances of the cloud may help to steer their decision to adopt this innovative technology given its overwhelming potential.

With the implementation of the Belt and Road Initiative, China is deepening its cooperation in oil and gas resources with countries along the Initiative. In order to better mitigate risks and enhance the safety of investments, it is of significant importance to research the oil and gas investment environment in these countries for China's overseas investment macro-layout. This paper proposes an indicator system including 27 indicators from 6 dimensions. On this basis, game theory models combined with global entropy method and analytic hierarchy process are applied to determine the combined weights, and the TOPSIS-GRA model is utilized to assess the risks of oil and gas investment in 76 countries along the Initiative from 2014 to 2021. Finally, the GM(1,1) model is employed to predict risk values for 2022-2025. In conclusion, oil and gas resources and political factors have the greatest impact on investment environment risk, and 12 countries with greater investment potential are selected through cluster analysis in conjunction with the predicted results. The research findings may provide scientific decisionmaking recommendations for the Chinese government and oil enterprises to strengthen oil and gas investment cooperation with countries along the Belt and Road Initiative.

Impact of inter-fuel substitution on energy intensity in Ghana

Energy intensity and elasticity,together with inter-fuel substitution are key issues in the current development stage of *** production and ridge regression are applied for studying these issues with a data range of 2000–*** current energy dynamics reveal the expected inverse relationship:higher energy intensity and lower elasticity with economic *** are evidences of energy-economic challenges:high energy cost,inefficiency and backfire rebound *** implications are higher energy losses in the system,more consumption of lower-quality energy together with low energy technology *** is wasted and directly not productive with economic *** is observed further that the higher energy intensity invariably increases CO2 emission because approximately 95%of total energy is derived from hydrocarbons and *** inter-fuel substitution future scenario design was further conducted and the results were positive with growth,lower energy intensity,and improved energy ***,government and energy policymakers should improve energy efficiency,cost,and *** is,they should change energy compositions and augment energy technology innovation,thus,increasing renewable share to 15%by 2026,reducing wood and charcoal by about 69%,and increasing natural gas to about 776%.Energy policymakers should enhance the installation of smart energy,cloud energy solution,tokenization of energy system and storage.

Purpose： The purpose of this study is to modernize previous work on science overlay maps by updating the underlying citation matrix, generating new clusters of scientific disciplines, enhancing visualizations, and providing more accessible means for analysts to generate their own maps Design/methodology/approach： We use the combined set of 2015 Journal Citation Reports for the Science Citation Index （n of journals = 8,778） and the Social Sciences Citation Index （n = 3,212） for a total of 11,365 journals. The set of Web of Science Categories in the Science Citation Index and the Social Sciences Citation Index increased from 224 in 2010 to 227 in 2015. Using dedicated software, a matrix of 227 × 227 cells is generated on the basis of whole-number citation counting. We normalize this matrix using the cosine function. We first develop the citing-side, cosine-normalized map using 2015 data and VOSviewer visualization with default parameter values. A routine for making overlays on the basis of the map （＂wc ***＂） is available at http：//***/wc 15/***. Findings： Findings appear in the form of visuals throughout the manuscript. In Figures 1 9 we provide basemaps of science and science overlay maps for a number of companies, universities, and technologies. research limitations： As Web of Science Categories change and/or are updated so is the need to update the routine we provide. Also, to apply the routine we provide users need access to the Web of Science. Practical implications： Visualization of science overlay maps is now more accurate and true to the 2015 Journal Citation Reports than was the case with the previous version of the routine advanced in our ***/value： The routine we advance allows users to visualize science overlay maps in VOSviewer using data from more recent Journal Citation Reports.

The Conference of the Parties(COP26 and 27)placed significant emphasis on climate financing policies with the objective of achieving net zero emissions and carbon ***,studies on the implementation of this policy proposition are *** address this gap in the literature,this study employs machine learning techniques,specifically natural language processing(NLP),to examine 77 climate bond(CB)policies from 32 countries within the context of climate *** findings indicate that“sustainability”and“carbon emissions control”are the most outlined policy objectives in these CB ***,the study highlights that most CB funds are invested toward energy projects(i.e.,renewable,clean,and efficient initiatives).However,there has been a notable shift in the allocation of CB funds from climate-friendly energy projects to the construction sector between 2015 and *** shift raises concerns about the potential redirection of funds from climate-focused investments to the real estate industry,potentially leading to the greenwashing of climate ***,policy sentiment analysis revealed that a minority of policies hold skeptical views on climate change,which may negatively influence climate ***,the findings highlight that the effective implementation of CB policies depends on policy goals,objectives,and ***,this study contributes to the literature by employing NLP techniques to understand policy sentiments in climate financing.
