Background： The New Rural Cooperative Medical Scheme （NCMS） has been further adjusted and optimized to reduce the financial burden of rural residents and to achieve universal coverage for them. In this study, we aimed to explore the impact of NCMS on medical service utilization and medical expense of inpatients in recent years. Methods： The research data of Hainan Province were extracted from the Chinese NCMS platform from 2012 to 2014. Detailed information included total expenditure, average inpatients costs, average out-of-pocket payments, actual reimbursement rate, and average annual growth rate of the above indicators. Descriptive analysis was used to gauge the effects of NCMS. Results： In the utilization of medical services, NCMS inpatients in tertiary hospital decreased from 25.49% in 2012 to 20.39% in 2014, inpatients in county hospitals increased from 39.49% to 55.92%, simultaneously. The total expenditure in county hospitals rose steadily from 28.46% to 46.66%, meanwhile, the total expenditure in tertiary hospitals fell from 60.44% to 44.51%.The average out-of-pocket costs of rural inpatients remained stable over the years. Furthermore, the compensation fund ofNCMS inpatients grew significantly. The actual inpatient reimbursement rate at township health centers increased from 76.93% to 84.04%. Meanwhile, the rate at county hospitals and tertiary hospitals increased slightly from 59.37% and 46.10% to 61.25% and 47.71%, respectively. Conclusions： With the improvement of the reimbursement ability, especially after the new health care reform in 2009, the NCMS have been playing a prominent role in alleviating the economic burden of farmers＇ medical treatment. Meanwhile, more patients go to primary hospitals than tertiary hospitals, and the capability of primary hospitals has been greatly improved.

Carbon emissions associated with buildings are a major source of urban emissions. To put forward the methods and strategies to curb carbon emissions from urban building stock, it is not only necessary to establish a carbon emission calculation method for fine statistical analysis, but also to evaluate carbon emissions of urban planning schemes with applicable indexes. Currently,researches mainly focus on carbon emissions of individual buildings. When expanded to urban building stock, the calculation faces the lack of basic data, inadequate spatial analysis and unspecific carbon reduction indexes. Therefore, this study proposes a bottom-up calculation method for urban building stock, conducts spatial analysis based on carbon balance of urban grids, reveals the coupling mechanism between urban carbon reduction indexes and grid carbon emissions, and systematically establishes a carbon-reduction-oriented urban planning method that comprises calculation, analysis and evaluation, which is applied to Xi'an,China. This study provides a theoretical reference for cities to formulate carbon reduction targets and implement planning strategies by evaluating and predicting carbon emissions from urban building stock.

Decoupling economic growth from CO_2 emissions: A decomposition analysis of China's household energy consumption

This paper analyzes Chinese household CO_2 emissions in 1994-2012 based on the Logarithmic Mean Divisia Index(LMDI) structure decomposition model, and discusses the relationship between household CO_2 emissions and economic growth based on a decoupling *** results show that in 1994-2012, household CO_2 emissions grew in general and displayed an accelerated growth trend during the early 21 st century. Economic growth leading to an increase in energy consumption is the main driving factor of CO_2 emission growth(an increase of 1.078 Gt CO_2) with cumulative contribution rate of 55.92%, while the decline in energy intensity is the main cause of CO_2 emission growth inhibition(0.723 Gt CO_2 emission reduction) with cumulative contribution rate of 38.27%. Meanwhile, household CO_2 emissions are in a weak state of decoupling in general. The change in CO_2 emissions caused by population and economic growth shows a weak decoupling and expansive decoupling state, respectively. The CO_2 emission change caused by energy intensity is in a state of strong decoupling, and the change caused by energy consumption structure ?uctuates between a weak and a strong decoupling state.

Assessing the potential of crop residue recycling in China and technology options based on a bottom-up model

Crop residues are an important biomass, and are significant in the sustainable development of China. This paper uses the Grey-Markov modeling approach, the cost-benefit analysis method, and the constraint optimiza- tion method to establish the potential of crop residue recycling in China （CRRC） using a bottom-up analysis. Taking 2010 as the baseline year, the CRRC model is used to determine the quantity trends of crop residue resources, simulating the recycling potential and selecting key crop residue recycling technologies for operation between 2010 and 2030. The results illustrate that the total residue output from different crops will gradually increase to 1062 million tons in 2030. The proportion of crop residue for field burning is expected to decrease as a result of guidance and support from the government. Market mechanisms are also improving the development of the crop residue recycling industry. The economic benefit of crop residue recycling is expected to be worth 132 billion CNY in 2030 according to technology structure options. Key crop residue recycling technologies preferred such as liquefaction, amination, silo, co-firing straw power and composting will account for more than 85% of the total benefits.
