As a new bridgehead for global economic development,digital economy is quietly changing the international economic structure,and China is leading the *** to the Complete List of Unicorn Companies released by CB Insights,by the end of March 2022,a total of 1,066 companies worldwide were valued at over US$1 *** covers fintech (20.8 percent),Internet software and services (18.9 percent),e-commerce(10.4 percent),and AI (7.8 percent).Among these unicorns,chinese companies,which are mostly digital economy enterprises,ranked second,accounting for 16.3 percent of the total number.

IN the 21st century, the interaction of global economic entities has significantly strengthened. Extensive participation in international trade and investment activities has further enhanced interdependence among countries. The spillover effect of major economies has become evident, both positively and negatively. The global economic maelstrom in 2008, which was triggered by the subprime mortgage crisis in the U.S., rapidly engulfed the whole world, presenting a significant manifestation of this close link.

A distortion is a departure from the allocation of economic resources from the state in which each agent maximizes his/her own welfare. Distortions can be divided into endogenous distortion(i.e. market imperfections) and policy-imposed distortion. The relationship between distortion and development is complex, thus favorable distortion would only be possible under certain conditions, where, as argued in this paper, four crucial mechanisms may play roles — advantage of backwardness, second-best principle, coordination failure and political economy perspective. Empirically, both international experience and evidence from China suggest that distortions have a positive effect on total factor productivity(TFP) in the early stages of development, but with increasing income levels this role gradually diminishes. Especially in the phases of middle and high income, the negative effects of distortions are significant and become an important factor leading to the middle-income trap. Therefore, reducing and correcting distortions is the key to achieving sustainable growth. Regarding China, it is necessary to eliminate the distortions in a clear way and let the market play the decisive role in resource allocation. Otherwise, in the name of "growth catch-up," the policy-imposed distortion will occur frequently, and the direction of market-oriented reform will become blurred and swing. Mitigating unfavorable distortions is largely a process of exploring the favorable borderline of government and market, which constitutes a major challenge for all economies.

Plants play important roles in international trade and cultural exchange. Mention of the Silk Road instantly conjures images of plants and plant products, from the tea of China (Lagarde, 2017), to pepper, flax, spices, grapes, and pomegranates of South and Central Asia (Xi, 2017). In 2015, when China officially launched the Belt and Road Initiative (BRI), biodiversity conservation was repeatedly emphasized in joint communiques of the Leaders' Roundtable of the Belt and Road Forum for international cooperation. However, our knowledge of both plant diversity and conservation in the Belt and Road Countries is limited, which hampers our planning and implementation on the eco-friendly infrastructural projects as promoted by the BRI. To promote regional cooperation and knowledge sharing on plant diversity and conservation, in September 2018, the Kunming institute of Botany (KIB), under the sponsorship of chinese academy of Sciences (CAS), organized an international workshop entitled “international Workshop on Plant Diversity and Conservation of the One Belt and One Road Countries.” This special issue of Plant Diversity presents some of the outcomes of the workshop.

Carbon tariff is a trade issue that is of great concern among the international *** South and the North have big disputes on this issue because of the trade interests attached to *** countries oppose to almost any policies and measures concerning carbon ***,some countries seek alternative approaches to achieve similar effects of carbon tariff through more covert technical approaches,such as setting up production standards,carbon labeling,*** paper summarizes these covert approaches as " disguised carbon tariff",and defines them as policies and measures that can achieve similar effects as carbon *** disguised carbon tariffs,although not levied at borders,impose the same restrictions on export products and services from developing *** carbon tariff has diverse forms,existing in different regions,and has evolved into different new *** governance of disguised carbon tariff requires reinforcing the leading position of the UNFCCC on the issue of carbon emission *** international discussions on carbon emission issues should give high priority and respect to the principles in the UNFCCC,especially the "common but differentiated responsibilities" *** and obligations between the developed and developing countries on tackling climate change should be treated *** an international cooperation model that is based on mutual trust between the South and the North should be established to achieve good environmental and climate governance.
