In July 2023,United Nations(UN)Secretary-General Antonio Guterres called for the establishment of an entity agency responsible for artificial intelligence(AI)security governance,and organized an“AI High-level Advisory Committee”to explore pertinent issues,opening the prelude to global AI *** October 2023,Chinese President Xi Jinping put forward the global AI governance Initiative in his keynote address at the opening ceremony of the Third Belt and Road Forum for international Cooperation,elaborating China’s policy positions on AI governance to the international community.

This paper focuses on the relationship between the principle of “Common but Differentiated Responsibilities”(CBDR) and the implementation of post-2015 *** on analysis of the United Nations Secretary General Ban Ki-moon’s report “The Road to Dignity by 2030” and the post-2015 Sustainable Development Goals(SDGs), and the studies of the evolution of the principle of “CBDR” and its impact on the implementation of the coming SDGs, the paper sums up that following the principle of “CBDR” will lead developed and developing countries, *** and South, to more successfully implementing post-2015 sustainable goals and targets, both at home and in international development cooperation in the future.

The Arctic is a region of major significance in the Earth system,particularly important for global climate and international maritime *** human activity,relying on manufactured equipment,steadily increases in the Arctic,technological innovations for marine equipment must support the gradually more stringent requirements for future Arctic *** this review,four categories of innovations are analyzed,namely:innovations driven by traditional thinking,innovations for environmental protection,innovations for practical application,and innovations for observing information *** examples of international regulations,the Polar Code(adopted in 2014)and the international Standard for Arctic offshore structures of the international Organization for Standardization(ISO 19906,first published in 2010),are selected to illustrate successful international cooperation efforts for Arctic marine *** work provides a basis for discussion on technology development,governance efficiency,and international cooperation in the Arctic.

This article mainly focuses on China’s role in Arctic governance through analysis of China’s stance in Arctic affairs with the explanation why China holds such *** on this it has a case study of China’s reaction during United States Arctic Council chairmanship from 2015 to 2017 to further exam the China’s role. According to the argument of the article there are three parts in China’s stance in Arctic governance that is part of global governance China has already participated in,which include recognizing and respecting the rights of the countries in the region,contending China to have the responsibility to provide public goods in Arctic governance,and considering the scientific research in the Arctic being a priority of China’s participation in Arctic governance. With such stance it is quite easy to understand that addressing climate change is the main area that China will co- operate with United States in Arctic governance in United States Arctic Council Chairmanship from 2015 to2017. Besides the climate change area China will also cooperate with United States in improving economic and living conditions in Arctic communities and in Arctic Ocean safety,security and stewardship fairly actively because all of these are part of Arctic governance.

This article explains the challenges and evolution of climate change governance by linking governance and diplomacy. The challenges of climate change involve not only international competition for new energy but also related adjustments of global governance in this area. To be specific, the carbon emission reductions are still problematic, and negotiations surrounding financing mechanisms between developed and developing countries hang in doubt. Furthermore, the attitude of the two sides toward CBDRs(common but differentiated responsibilities and respective capacities) and INDCs(intended nationally determined contributions) is disparate. Finally, this article outlines some diplomatic policies for China's future developmental trend.

This study tests the relationship between the hierarchical position of cities in the global economy and a typology of cultural,economic,political,and social external relations,namely city *** conduct this test on a sample of 46 Chinese cities,seeking to bridge otherwise separate existing theories on the structure of the world city hierarchy and varied dimensions of city *** to expectations,we find that the aggregate of the typology of city diplomacy,rather than only the economic dimension,is most closely associated with position in the world city *** tentatively suggests that the collective effect of internationally-oriented cultural,economic,political and social activities in Chinese cities reflect the global structure of the highest levels of globalized urban wealth.

After the global financial crisis broke out in 2008, major industrial economies became concerned about delndustrlahzation . The important roles that the industrial sector plays in creating jobs and ensuring intemational competitiveness began to be recognized again. The U.S. launched its policy of ＂re-industrialization＂ and Brazil published a plan to develop its industrial sector between 2011 and 2014. China＇s industrial sector has rapidly developed. ＂Deindustrialization＂ sparked widespread concern because it is connected with the global distribution of technological capability and the future global economic order. It is noteworthy that the U.S., Brazil and some other major economies partly blamed China for the problems that ＂deindustrialization＂ has caused and this has had an increasing effect on China＇ s relations with these countries. It reflects China＇ s problem as a new manufacturing power. In this article, the author analyzes those political and economic factors associated with ＂deindustrialization＂ and makes some suggestions for the Sino-Brazilian strategic partnership. In this way, the author explores some ideas on establishing a new type of big power relations.
