Interoperability constraints in health information systems pose significant challenges to the seamless exchange and utilization of health data, hindering effective healthcare delivery. This paper aims to evaluate and address these constraints to enhance healthcare delivery. The study examines the current state of interoperability in health information systems, identifies the key constraints, and explores their impact on healthcare outcomes. Various approaches and strategies for addressing interoperability constraints are discussed, including the adoption of standardized data formats, implementation of interoperability frameworks, and establishment of robust data governance mechanisms. Furthermore, the study highlights the importance of stakeholder collaboration, policy development, and technical advancements in achieving enhanced interoperability. The findings emphasize the need for a comprehensive evaluation of interoperability constraints and the implementation of targeted interventions to promote seamless data exchange, improve care coordination, and enhance patient outcomes in healthcare settings.

This paper describes the implementation of an information systems (IS) capstone project management course that is a requirement for graduating seniors in an undergraduate Computer information systems (CIS) program at a regional university. The description provides a model which includes the culmination of students" academic training in an IS curriculum which is part of a Bachelor of Business Administration (BBA) program in an accredited college of business. The course requires an application of technical and business skills, as well as systems development and project management skills-while students are working on an actual IS project for an external sponsoring organization. Rationale for implementing this type of course includes the benefits it provides to the students, the project sponsors, and the IS department providing the course. Feedback from the course is used as integral part of the CIS curriculum assessment process used for accreditation purposes.

Baseline Environmental Impact Assessment (EIA) of mining projects in Sierra Leone creates a challenging environment for data collection and impact prediction. Application of geographic information systems provides suitable spatial analysis data collection methods to reduce the challenges created by mining environments. This research develops a baseline spatial geodatabase template for evaluating potential and predicted environmental impacts assessment of mining projects in Sierra Leone. It is observed that spatial analysis of impacts of mining projects on the environmental attributes, especially air, noise, water, land, and socio-economy in mining areas is largely unexplored in Sierra Leone. The literature review revealed that no complete GIS spatial data geodatabase collection template appears to have been developed to date to provide an integrated sustainable spatial analysis and modelling tool for EIA and environmental management of mining in Sierra Leone. Therefore developing a Geographic information systems baseline geodatabase template for the evaluation of potential and predicted environmental impact for sustainable environmental impact assessment of mining in Sierra Leone will: 1) provide support to the data acquisition process of environmental impact assessment, 2) offer a concept for developing analysis methods for environmental management of mining, 3) minimize the undesired environmental impacts of mining, and 4) give an optimal proposal for data collection and analysis of mining industry in attaining sustainable development in Sierra Leone. Due to the limited available data, a conceptual GIS database template has been developed rather than a database case study of a mining site. No site investigation and data collection were undertaken. Geographic information systems (GIS) have become a fact of our life as they are being used by more people and organizations for more complex decision problems than ever before. The use of GIS can achieve valuable benefits for individuals, organizations and society;however, the achievement of these benefits depends on the success of GIS. While information systems (IS) success models have received much attention among researchers, there is a general scarcity of research conducted to measure the GIS success. This paper proposes a success model for measuring GIS success by extending and modifying previous IS success models. The developed success model consists of two main levels: GIS project diffusion success, and GIS post-implementation success. The first level identifies the critical success factors (CSFs) that influence the success of GIS adoption at each stage of the diffusion process. The second level of the proposed model identifies and organizes the success dimensions (outcome measures) of GIS in temporal and causal relationships. In order to assess the relationships among the success dimensions, 11 hypotheses were tested. Data were collected through a questionnaire that was distributed to 252 GIS users/managers in Egypt and abroad. The empirical results support 6 hypotheses and reject 5 hypotheses.

information granulation and entropy theory are two main approaches to research uncertainty of an information system, which have been widely applied in many practical issues. In this paper, the characterizations and representations of information granules under various binary relations are investigated in information systems, an axiom definition of information granulation is presented, and some existing definitions of information granulation become its special forms. Entropy theory in information systems is further developed and the granulation monotonicity of each of them is proved. Moreover, the complement relationship between information granulation and entropy is established. This investigation unifies the results of measures for uncertainties in complete information systems and incomplete information systems.

Traditional information systems are passive, i.e., data or knowledge is created, retrieved, modified, updated, and deleted only in response to operations issued by users or application programs, and the systems only can execute queries or transactions explicitly submitted by users or application programs but have no ability to do something actively by themselves. Unlike a traditional information system serving just as a storehouse of data or knowledge and working passively according to queries or transactions explicitly issued by users and application programs, an autonomous evolutionary information system serves as an autonomous and evolutionary partner of its users that discovers new knowledge from its database or knowledge base autonomously, cooperates with its users in solving problems actively by providing the users with advices, and has a certain mechanism to improve its own state of “knowing” and ability of “working”. This paper seminally defines what is an autonomous evolutionary information system, explain why autonomous evolutionary information systems are needed, and presents some new issues, fundamental considerations, and research directions in design and development of autonomous evolutionary information systems.
