The COVID-19 pandemic has led to a current global health crisis with dreadful repercussions all over the world.A global economic recession is anticipated,with strong impacts in all economic and social sectors,including the cultural *** all sub sectors will be impacted(heritage sites,theatres,museums,operas,art galleries),the cultural built heritage is particularly at stake,as it relies on multiple stakeholders through a wide range of heritage-related activities(tourism,recreation,housing,real estate,construction,craftsmanship,etc.).Sites management and heritage conservation have not only been vulnerable to strong economic and social disruptions,like most of other cultural fields,but have been greatly challenged because heritage values and the paradigm of conservation(50 years after adoption of the UNESCO convention)are being themselves revisited in the perspective of the Sustainable Development *** paper aims also to consider cultural heritage as part of the Cultural and Creative Sectors(CCS)and how creativity and innovation contribute to post-COVID recoveries through Schumpeter-related creative destruction *** current crisis might be perceived in a perspective of long wave theory of innovations and economic *** economic history is filled with many examples of such transition period when inventions,innovations,and growth reactivate the economic development in an upward long-term *** such framework,crisis can trigger innovation and creativity and can be understood as opportunity to increase the CCS resilience and sustainability,as well as harness the universality and the power of ***,the paper aims to describe implications of such situation by providing to the CCS ways to learn and experience cultural entrepreneurship,resilient strategies,new sustainable and circular business models applied to the cultural heritage sector and its conservation.

In the context of the“dual carbon”goals,to address issues such as high energy consumption,high costs,and low power quality in the rapid development of electrified railways,this study focused on the China Railways High-Speed 5 Electric Multiple Unit and proposed a mathematical model and capacity optimization method for an onboard energy storage system using lithium batteries and supercapacitors as storage ***,considering the electrical characteristics,weight,and volume of the storage media,a mathematical model of the energy storage system was ***,to tackle problems related to energy consumption and power quality,an energy management strategy was proposed that comprehensively considers peak shaving and valley filling and power quality by controlling the charge/discharge thresholds of the storage *** optimization adopted a bilevel programming model,with the series/parallel number of storage modules as variables,considering constraints imposed by the Direct Current to Direct Current converter,train load,and *** improved Particle Swarm Optimization algorithm and linear programming solver were used to solve specific *** results show that the proposed onboard energy storage system can effectively achieve energy savings,reduce consumption,and improve power qualitywhile meeting the load and space limitations of the train.

Method for Estimating the State of Health of Lithium-ion Batteries Based on Differential Thermal Voltammetry and Sparrow Search Algorithm-Elman Neural Network

Precisely estimating the state of health(SOH)of lithium-ion batteries is essential for battery management systems(BMS),as it plays a key role in ensuring the safe and reliable operation of battery ***,current SOH estimation methods often overlook the valuable temperature information that can effectively characterize battery aging during capacity ***,the Elman neural network,which is commonly employed for SOH estimation,exhibits several drawbacks,including slow training speed,a tendency to become trapped in local minima,and the initialization of weights and thresholds using pseudo-random numbers,leading to unstable model *** address these issues,this study addresses the challenge of precise and effective SOH detection by proposing a method for estimating the SOH of lithium-ion batteries based on differential thermal voltammetry(DTV)and an SSA-Elman neural ***,two health features(HFs)considering temperature factors and battery voltage are extracted fromthe differential thermal voltammetry curves and incremental capacity ***,the Sparrow Search Algorithm(SSA)is employed to optimize the initial weights and thresholds of the Elman neural network,forming the SSA-Elman neural network *** validate the performance,various neural networks,including the proposed SSA-Elman network,are tested using the Oxford battery aging *** experimental results demonstrate that the method developed in this study achieves superior accuracy and robustness,with a mean absolute error(MAE)of less than 0.9%and a rootmean square error(RMSE)below 1.4%.

Alkaline leaching mechanism of MSWI bottom ash: the pivotal role of Si(Al) chemical bonding environments

Municipal solid waste incineration bottom ash(MSWIBA) is a complex assemblage of aluminosilicate materials encompassing diverse solid wastes. Thus, its complexity poses great challenges to their resource utilization. For the sake of the alkali activation use of MSWIBA, this work focused on the characterizations and alkaline leaching experiments of various classified MSWIBA after sorting. Among the different categories of MSWIBA, waste glass(BA-G) and other unidentified slags(BA-O) were identified as potential precursors for alkali activation use. The alkaline leaching experiments proved that alkaline concentration, reaction temperature, reaction time, and raw material classification influenced the leaching process and results. Among these, the Si/Al chemical bonding environments from the material type played a pivotal role. When the materials had Qn(n>2) as the primary bonding structure, steric hindrance by the chain frameworks affected the alkali dissolution process, resulting in gradual disintegration from the outer layers inward. For the materials dominated by Q1frameworks, OH-could penetrate the frameworks, leading to their rapid depolymerization and outward dissolution. Overall, the Si/Al bonding environment played a crucial role in alkaline dissolution, providing theoretical guidance for classifying the alkali-activation utilization of MSWIBA and other aluminosilicate solid wastes.

Neuromodulation for diabetic peripheral neuropathy represents a significant area of interest in the management of chronic pain associated with this *** peripheral neuropathy,a common complication of diabetes,is characterized by nerve damage due to high blood sugar levels that lead to symptoms,such as pain,tingling,and numbness,primarily in the hands and *** aim of this systematic review was to evaluate the efficacy of neuromodulatory techniques as potential therapeutic interventions for patients with diabetic peripheral neuropathy,while also examining recent developments in this *** investigation encompassed an array of neuromodulation methods,including frequency rhythmic electrical modulated systems,dorsal root ganglion stimulation,and spinal cord *** systematic review suggests that neuromodulatory techniques may be useful in the treatment of diabetic peripheral *** the advantages of these treatments will enable physicians and other healthcare providers to offer additional options for patients with symptoms refractory to standard pharmacologic *** these efforts,we may improve quality of life and increase functional capacity in patients suffering from complications related to diabetic neuropathy.

OUTSOURCING DECISION AND ORDER POLICY WITH FORECAST UPDATING UNDER CAPACITY RESERVATION CONTRACT

This paper investigates an optimal decision problem in a single-period, two-stage supply chain with capacity reservation contract. At the beginning of the planning horizon, the retailer, who faces stochastic demand, reserves future capacity according to his forecasting of the demand. The supplier then constructs capacity. At the beginning of the selling season, the retailer updates the demand forecasting and places an order. When the retailer＇s demand is greater than the supplier＇s capacity, the supplier can meet the retailer＇s demand by outsourcing. We analyze the optimal decision of each player in both centralized and decentralized systems. Furthermore, under the case in which demand follows a uniform distribution, we obtain the closed-form optimal strategies of each player for both centralized and decentralized systems and conduct numerical studies to reveal additional conclusions. The numerical studies show that the optimal reservation capacity for the retailer and the optimal constructing capacity for the supplier in the decentralized system are both less than the optimal constructing capacity in the centralized system. Furthermore, we also find that the profit loss due to decentralization always exists and increases in indeterminacy.

New method for hybrid multiple attribute decision-making problems with decision maker's aspiration level

How can we account for decision maker's aspiration level in multiple attribute decision-making problems? This is a question that has recently gained much scholarly attention. This study draws on the prospect theory and the Dempster-Shafer theory to propose a method that can resolve this issue. First, the precise and interval numbers and linguistic labels are compared, and then, the decision matrix is transformed into a prospect decision matrix on the basis of decision maker's aspiration level. Second, the Dempster-Shafer theory is applied to aggregate the prospect values of all alternatives on each attribute using their prospect belief intervals. Third, the orders of alternatives are obtained for all decision methods by comparing prospect belief intervals. Final, the effectiveness and feasibility of the proposed method are demonstrated by using an illustrative example. © 1990-2011 Beijing Institute of Aerospace Information.

A Novel Hybrid FA-Based LSSVR Learning Paradigm for Hydropower Consumption Forecasting

Due to the nonlinearity and nonstationary of hydropower market data, a novel hybrid learning paradigm is proposed to predict hydropower consumption, by incorporating firefly algorithm(FA) into least square support vector regression(LSSVR), i.e., FA-based LSSVR model. In the novel model, the powerful and effective artificial intelligence(AI) technique, i.e., LSSVR, is employed to forecast hydropower consumption. Furthermore, a promising AI optimization tool, i.e., FA, is especially introduced to address the crucial but difficult task of parameters determination in LSSVR(e.g.,hyper and kernel function parameters). With the Chinese hydropower consumption as sample data,the empirical study has statistically confirmed the superiority of the novel FA-based LSSVR model to other benchmark models(including existing popular traditional econometric models, AI models and similar hybrid LSSVRs with other popular parameter searching tools), in terms of level and directional accuracy. The empirical results also imply that the hybrid FA-based LSSVR learning paradigm with powerful forecasting tool and parameters optimization method can be employed as an effective forecasting tool for not only hydropower consumption but also other complex data.

Integration of α-fairness with DEA based resource allocation model

How to allocate a resource efficiently and fairly attracts the attention of both researchers and practitioners. Data envelopment analysis（DEA） has been brought to bear on its solution. The existing literature applies Gini coefficient to measure the fairness in the resource allocation process. However, the Gini coefficient is inapplicable in many applications. This paper proposes a novel centralized resource allocation model based on DEA that considers both the efficiency and the fairness. This paper adopts a notion of fairness, namely α-fairness that is well studied in welfare economics and is of practical significance. The new model integratesα-fairness with DEA to support resource allocation decisions. It aids decision makers in making a trade-off between the efficiency and the fairness. An illustrative application is used to validate the proposed approach.
