The recent move towards decoupling from China,prompted by the 2018 trade conflict,has implications for the innovativeness of Chinese firms.Using patent data from the Chinese State Intellectual Property Office,together with comprehensive firm-level data,and applying an inverse propensity score reweightingmethodology todealwith selection bias,we estimated changes in the patenting activity of firms following ownership transition to Chinese owners,linking these changes to the differential taxation incentives offered to foreign investors.Far from crippling innovation,divestment has sparked an increase in patent applications-including higher end invention patents-and other innovation measures.Together with robustness checks,our estimations suggest a real improvement in innovation rather than just a window-dressing exercise.We suggest that one possible explanation may be an effort by the new Chinese owners to reduce their tax burden.Our supplementary findings on tax payments and subsidy receipts following divestmentappearinlinewiththis interpretation.

To better reflect the psychological behavior characteristics of loss aversion,this paper builds a double reference point decision making method for dynamic multi-attribute decision-making(DMADM)problem,taking bottom-line and target as reference pints.First,the gain/loss function is given,and the state is divided according to the relationship between the gain/loss value and the reference point.Second,the attitude function is constructed based on the results of state division to establish the utility function.Third,the comprehensive utility value is calculated as the basis for alternatives classification and ranking.Finally,the new method is used to evaluate the development level of smart cities.The results show that the new method can judge the degree to which the alternatives meet the requirements of the decision-maker.While the new method can effectively screen out the unsatisfactory alternatives,the ranking results of other alternatives are consistent with those of traditional methods.

a the thesis provides a general thinking of offering engineering graphics course by analyzing the characteristics of Industrial Engineering subject￡°1) Graphics courses ought to be standard into i°engineering graphics ± or i°engineering drawing i±￡>>2) Standard teaching material should be made. State Ministry of Education or universities may organize experts to compile a standard teaching material considering IE characteristics, necessary class hours being flexible for various schools. CAD or CPD materials can also be compiled or adapted from available resources￡>>3) Shortness of Qualified Teachers￡>>4) Considering the present shortage of the teachers that have overall knowledge about mechanics, civil construction and electric graphics, relevant factories and companies may develop multimedia courseware that integrates the above-mentioned knowledge and supply them for teaching use￡>>5) School hours of the course can be increased reasonably. The school hours needed in CAD could be involved. Two teaching materials, of engineering graphics and CAD, may be adopted. It is the best for one teacher to carry out the course. In this paper, a model based on ELM is proposed to predict the air-conditioning load under drought conditions by analyzing the daily average air- conditioning load during the drought. The main meteorological factors that impact the air-conditioning load are considered in the model, and then the air-conditioning load under drought conditions can be predicted by training the samples by the single hidden layer feed forward neural network of ELM. Thus, the model is used to provide good theoretical basis for management on the demand side of power sector. Finally, an example is showed to prove that the curve of the air-conditioning load forecasting model and the curve of the actual cooling load of the power are almost consistent, and the prediction is accurate, reliable, and can be applied to other load forecasting.

Many complex dynamical networks display synchronization phenomena. We introduce a general complex dynamical network model. The model is equivalent to a simple vector model of adopting the Kronecker product. Some synchronization criteria,including time-variant networks and time-varying networks,are deduced based on Lyapunov's stability theory,and they are proven on the condition of obtaining a certain synchronous solution of an isolated cell. In particular,the inner-coupling matrix directly determines the synchronization of the time-invariant network; while for a time-varying periodic dynamical network,the asymptotic stability of a synchronous solution is determined by a constant matrix which is related to the fundamental solution matrices of the linearization system. Finally,illustrative examples are given to validate the results.

Frequent occurrence of food quality and safety proves that it is not effective to solve the Problem only from mechanism and supervision mechanism. Instead,it may expand solution ideas from external environment inducing changes of social institutions. Edible agricultural products are raw materials of foods,so their quality and safety are decisive for food quality and safety. Combining with concept of quality and safety of edible agricultural products,from social economy,science,technology and culture,environment cognition,this paper made a further understanding of food quality and safety. It found that the quality and safety of domestic edible agricultural products are not completely resulted from human factor,and not completely quality and safety problem in practical sense. Design of problem solutions should consider such external factors as economic level and consumption concept,dual character of science and technology,cultural quality of the masses,and moral trait of the masses,and enhance matching of building of regulation tools with external environment.

We select the per capita gross domestic product and rural residents' per capita net income in Xinjiang as the indicator variables to measure economic growth and farmers' income increase in Xinjiang, respectively. We establish the cointegration equation, the vector error correction (VEC) model, and use the impulse response function to conduct empirical analysis of the evolutive law concerning relationship between economic growth and farmers' income increase in Xinjiang during the period 1978-2010. The results show that there is a cointegration relationship between economic growth in Xinjiang and farmers' income increase; the former plays an important role in promoting the latter, following the evolutive law "first intensify, then abate, intensify again, and finally become stable". We put the following policy recommendations: providing preferential policies for farmers, scientifically and rationally guiding the transfer of rural labor; improving the function of agriculture, increasing the proportion of non-farm income; gradually bridging the widening income gap between urban and rural areas, coordinating urban and rural development.
