Participatory Forest Management and Gender Inclusiveness within the Community Forest Management Groups of Bhutan

Community forest management groups (CFMGs) in Bhutan exhibit participatory forest management practices that recognize the importance of community’s collective participation in the management of natural forest resources. This approach involves the community in the stewardship of designated forest areas and resources to ensure sustainable livelihoods and realization of forest conservation objectives. The increase of CFMGs in the country has been successful. However, research on the extent of gender-inclusive participation in CFMGs is either insufficient or missing vis-à-vis the allocation of decision-making power. Therefore, this study analyzes the factors influencing gender participation in CFMGs and their integration into decision-making processes. Primary data were collected from 12 study sites spanning 4 regions, complemented by secondary data from the Forest department. Regression models were used to identify factors significantly influencing CFMG member participation in decision-making. The empirical results of this study reveal that gender is a significant factor influencing participation in CFMG decision-making. The study concludes that there is insufficient participation of women members in decision-making processes. Therefore, consideration of gender should be included in the development phase of the CFMG policy in addition to promoting awareness of inequity between gender and the promotion of leadership roles for women in CFMGs.

General anesthesia and Obstetric Anesthesia is the gold standard for a cesarean section but there are some cases where general anesthesia is unavoidable. The use of general anesthesia for cesarean delivery has decreased in recent years due to the widespread use of neuraxial techniques. The choice of anesthesia techniques for cesarean delivery depends on several factors, including the patient’s psychology and the attending physician’s experience. It is chosen because of its safety profile and its benefits to the mother and fetus. It may be indicated due to emergency, maternal refusal of regional techniques, or regional contraindications. Major complications include failed intubation, gastric content aspiration, and increased bleeding risk. This study aims to evaluate the impact of a newly launched team on obstetric anesthesia practice.

A Review of State-of-the-art Flexible Power Point Tracking Algorithms in Photovoltaic Systems for Grid Support:Classification and Application

To maximize conversion efficiency,photovoltaic(PV)systems generally operate in the maximum power point tracking(MPPT)mode.However,due to the increasing penetra tion level of PV systems,there is a need for more developed control functions in terms of frequency support services and voltage control to maintain the reliability and stability of the power grid.Therefore,flexible active power control is a manda tory task for grid-connected PV systems to meet part of the grid requirements.Hence,a significant number of flexible pow er point tracking(FPPT)algorithms have been introduced in the existing literature.The purpose of such algorithms is to real ize a cost-effective method to provide grid support functional ities while minimizing the reliance on energy storage systems.This paper provides a comprehensive overview of grid support functionalities that can be obtained with the FPPT control of PV systems such as frequency support and volt-var control.Each of these grid support functionalities necessitates PV sys tems to operate under one of the three control strategies,which can be provided with FPPT algorithms.The three control strate gies are classified as:①constant power generation control(CP GC),②power reserve control(PRC),and③power ramp rate control(PRRC).A detailed discussion on available FPPT algo rithms for each control strategy is also provided.This paper can serve as a comprehensive review of the state-of-the-art FPPT algorithms that can equip PV systems with various grid support functionalities.

Mathematical modeling of anaerobic digestion is a powerful tool to predict gas yields and optimize the process.The Anaerobic Digestion Model No.1(ADM1)is a widely implemented model for this purpose.However,modeling full-scale biogas plants is challenging due to the extensive substrate and parameter characterization required.This study describes the modification of the ADM1 through a simplification of individual process phases,characteristic components and required parameters.Consequently,the ability of the simplified model to simulate the co-digestion of grass silage and cattle slurry was evaluated using data from a full-scale biogas plant.The impacts of substrate composition(crude carbohydrate,protein and lipid concentration)and variability of carbohydrate degradability on simulation results were assessed to identify the most influential parameters.Results indicated that the simplified version was able to depict biogas and biomethane production with average model efficiencies,according to the Nash-Sutcliffe efficiency(NSE)coefficient,of 0.70 and 0.67,respectively,and was comparable to the original ADM1(average model efficiencies of 0.71 and 0.63,respectively).The variability of crude carbohydrate,protein and lipid concentration did not significantly impact biogas and biomethane output for the data sets explored.In contrast,carbohydrate degradability seemed to explain much more of the variability in the biogas and methane production.Thus,the application of simplified models provides a reliable basis for the process simulation and optimization of full-scale agricultural biogas plants.

SHA: QoS-Aware Software and Hardware Auto-Tuning for Database Systems

While databases are widely-used in commercial user-facing services that have stringent quality-of-service(QoS)requirement,it is crucial to ensure their good performance and minimize the hardware usage at the same time.Our investigation shows that the optimal DBMS(database management system)software configuration varies for different user request patterns(i.e.,workloads)and hardware configurations.It is challenging to identify the optimal software and hardware configurations for a database workload,because DBMSs have hundreds of tunable knobs,the effect of tuning a knob depends on other knobs,and the dependency relationship changes under different hardware configurations.In this paper,we propose SHA,a software and hardware auto-tuning system for DBMSs.SHA is comprised of a scaling-based performance predictor,a reinforcement learning(RL)based software tuner,and a QoS-aware resource reallocator.The performance predictor predicts its optimal performance with different hardware configurations and identifies the minimum amount of resources for satisfying its performance requirement.The software tuner fine-tunes the DBMS software knobs to optimize the performance of the workload.The resource reallocator assigns the saved resources to other applications to improve resource utilization without incurring QoS violation of the database workload.Experimental results show that SHA improves the performance of database workloads by 9.9%on average compared with a state-of-the-art solution when the hardware configuration is fixed,and improves 43.2%of resource utilization while ensuring the QoS.

Oral cancer (OC) is the most common form of head and neck cancer. Despite the high incidence and unfavourable patient outcomes, currently, there are no biomarkers for the early detection of OC. This study aims to discover, develop, and validate a novel saliva-based microRNA signature for early diagnosis and prediction of OC risk in oral potentially malignant disorders (OPMD).The Cancer Genome Atlas (TCGA) miRNA sequencing data and small RNA sequencing data of saliva samples were used to discover differentially expressed miRNAs. Identified miRNAs were validated in saliva samples of OC (n=50), OPMD (n=52), and controls(n=60) using quantitative real-time PCR. Eight differentially expressed miRNAs (miR-7-5p, miR-10b-5p, miR-182-5p, miR-215-5p,miR-431-5p, miR-486-3p, miR-3614-5p, and miR-4707-3p) were identified in the discovery phase and were validated. The efficiency of our eight-miRNA signature to discriminate OC and controls was:area under curve (AUC):0.954, sensitivity:86%, specificity:90%,positive predictive value (PPV):87.8%and negative predictive value (NPV):88.5%whereas between OC and OPMD was:AUC:0.911,sensitivity:90%, specificity:82.7%, PPV:74.2%and NPV:89.6%. We have developed a risk probability score to predict the presence or risk of OC in OPMD patients. We established a salivary miRNA signature that can aid in diagnosing and predicting OC,revolutionising the management of patients with OPMD. Together, our results shed new light on the management of OC by salivary miRNAs to the clinical utility of using miRNAs derived from saliva samples.

The studypresents theHalfMax InsertionHeuristic (HMIH) as a novel approach to solving theTravelling SalesmanProblem (TSP). The goal is to outperform existing techniques such as the Farthest Insertion Heuristic (FIH) andNearest Neighbour Heuristic (NNH). The paper discusses the limitations of current construction tour heuristics,focusing particularly on the significant margin of error in FIH. It then proposes HMIH as an alternative thatminimizes the increase in tour distance and includes more nodes. HMIH improves tour quality by starting withan initial tour consisting of a ‘minimum’ polygon and iteratively adding nodes using our novel Half Max routine.The paper thoroughly examines and compares HMIH with FIH and NNH via rigorous testing on standard TSPbenchmarks. The results indicate that HMIH consistently delivers superior performance, particularly with respectto tour cost and computational efficiency. HMIH’s tours were sometimes 16% shorter than those generated by FIHand NNH, showcasing its potential and value as a novel benchmark for TSP solutions. The study used statisticalmethods, including Friedman’s Non-parametric Test, to validate the performance of HMIH over FIH and NNH.This guarantees that the identified advantages are statistically significant and consistent in various situations. Thiscomprehensive analysis emphasizes the reliability and efficiency of the heuristic, making a compelling case for itsuse in solving TSP issues. The research shows that, in general, HMIH fared better than FIH in all cases studied,except for a few instances (pr439, eil51, and eil101) where FIH either performed equally or slightly better thanHMIH. HMIH’s efficiency is shown by its improvements in error percentage (δ) and goodness values (g) comparedto FIH and NNH. In the att48 instance, HMIH had an error rate of 6.3%, whereas FIH had 14.6% and NNH had20.9%, indicating that HMIH was closer to the optimal solution. HMIH consistently showed superior performanceacross many benchmarks, with lower percentage error and higher goodness

Encouraging citizens to invest in small-scale renewable resources is crucial for transitioning towards a sustainable and clean energy system.Local energy communities(LECs)are expected to play a vital role in this context.However,energy scheduling in LECs presents various challenges,including the preservation of customer privacy,adherence to distribution network constraints,and the management of computational burdens.This paper introduces a novel approach for energy scheduling in renewable-based LECs using a decentralized optimization method.The proposed approach uses the Limitedmemory Broyden–Fletcher–Goldfarb–Shanno(L-BFGS)method,significantly reducing the computational effort required for solving the mixed integer programming(MIP)problem.It incorporates network constraints,evaluates energy losses,and enables community participants to provide ancillary services like a regulation reserve to the grid utility.To assess its robustness and efficiency,the proposed approach is tested on an 84-bus radial distribution network.Results indicate that the proposed distributed approach not only matches the accuracy of the corresponding centralized model but also exhibits scalability and preserves participant privacy.

Amid the landscape of Cloud Computing(CC),the Cloud Datacenter(DC)stands as a conglomerate of physical servers,whose performance can be hindered by bottlenecks within the realm of proliferating CC services.A linchpin in CC’s performance,the Cloud Service Broker(CSB),orchestrates DC selection.Failure to adroitly route user requests with suitable DCs transforms the CSB into a bottleneck,endangering service quality.To tackle this,deploying an efficient CSB policy becomes imperative,optimizing DC selection to meet stringent Qualityof-Service(QoS)demands.Amidst numerous CSB policies,their implementation grapples with challenges like costs and availability.This article undertakes a holistic review of diverse CSB policies,concurrently surveying the predicaments confronted by current policies.The foremost objective is to pinpoint research gaps and remedies to invigorate future policy development.Additionally,it extensively clarifies various DC selection methodologies employed in CC,enriching practitioners and researchers alike.Employing synthetic analysis,the article systematically assesses and compares myriad DC selection techniques.These analytical insights equip decision-makers with a pragmatic framework to discern the apt technique for their needs.In summation,this discourse resoundingly underscores the paramount importance of adept CSB policies in DC selection,highlighting the imperative role of efficient CSB policies in optimizing CC performance.By emphasizing the significance of these policies and their modeling implications,the article contributes to both the general modeling discourse and its practical applications in the CC domain.

The performance of Polish healthcare is still far from satisfactory,which is connected with growing indebtedness that adversely affects not only the development of healthcare but also the quality of medical services provided.In turn,the financial situation of hospitals depends on various indicators and the relationship between them.This paper investigates the determinants of healthcare sector functioning in the context of hospitals’financial situation(dependent variable measured by total debt ratio).321 individual public units were examined between years 2007–2017.More specifically,the fixed effects panel data model in question measures and evaluates the impact of economic,regional,institutional,and social factors in determining the dependent variable.This study confirmed dependencies between financial and non-financial ratios along with their impact on the financial condition of studied entities.The management implications of our study lay the groundwork for the improvement of efficient resource management for public hospitals.
