China is one of the parties to the United Nations Framework Convention on Climate Change(UNFCCC) and has been actively promoting the multilateral global climate governance *** has advanced its eco-civilization construction and the agenda for combating climate change in a coordinated manner, and delivered positive results. By studying and interpreting the guiding principles of President Xi Jinping’s important speeches at the Leaders Summit on Climate and the video summit between China, France and Germany, this paper goes over the basic thinking of China’s participation in international climate governance and the Chinese approach to tackling global climate change, and sums up China’s achievements in the fields such as transition to green and low-carbon development, energy structure adjustment, greenhouse gases control, the construction of national carbon market, as well as its contribution to tackling global climate change.

Intuitively speaking,there is an inverse proportional relationship between exports and overcapacity,which means in export’s busy season enterprises would expand output and improve capacity utilisation rate but control yields to avoid dull sale in slack season,causing exacerbated excess ***,this is just the reflections of“sales effect”on overcapacity by export *** some enterprises,there is indeed“competition effect”which may alleviate overcapacity because enterprises face even more fierce domestic competition for the sake of weak exports and may increase the utilisation load of existing capacity in order to cut costs.A test is conducted in this paper to verify the relationship between export fluctuation and excess capacity based on data of China's manufacturing industry from 2001 to *** overall results indicate that export fluctuation is not the significant cause for excess *** the small and medium-sized enterprises or in industries with higher proportion of non-state capital,the negative relationship between exports and excess capacity is more obvious,with“sales effect”taking a dominant *** the other hand,under the influence of“competition effect”,the relationship between the two may be ***,external demand shocks exert different influence on the alleviation of excess capacity of different industries,and extensively driven exports may not have anticipated effect on the dissolution of the excess *** regulate overcapacity with the aid of external market,a fair and orderly competition environment should be provided to the export subjects of different size and ownerships.

Estimating the effect of minimum wage on firm profitability in China

Using the firm-level panel datasets and hand-collected data on county level minimum wage,this paper estimates the effect of minimum wage on firm *** firms may take time to adjust in response to changes in minimum wage,this paper estimates a dynamic panel model with lagged minimum *** capture the heterogeneous effect of minimum wage on profitability,this paper further estimates quantile regression dynamic panel *** estimation results suggest that the effect on firm profitability of minimum wage in the current year is negative across the whole conditional distribution of profitability and it exhibits an inverted-U shape across conditional *** effect on profitability of lagged minimum wage is positive at the 5th,10th,15th quantiles,negative at the 90th and 95th quantiles,and not significant at other *** to the overall effect on profitability of minimum wage,we find that minimum wage exerts significantly negative effect on profitability at the 5th quantile and quantiles higher than 40th and the absolute value of the effect of minimum wage increases with these *** other quantiles,the overall effect of minimum wage on profitability is negligible.

This study tracks rural waste management systems in China since *** findings are threefold:(i)Rural waste management in China is underpinned by an institutional framework of environmentally-minded laws and regulations;(ii)substantial progress has been made in livestock pollution treatment,“toilet revolution”and domestic waste management as a result of extensive public communication and state-led enforcement;(iii)environmental responsibilities are shared among the government,polluters and *** particular,government spending has focused on areas of market failure such as waste reduction,antitoxic treatment and ***,our research uncovers that current waste management systems are unsustainable and must be remedied by:(i)setting aside sufficient funds for infrastructure maintenance;and(ii)increasing villagers’participation in project design and ***,existing public utilities such as sewage treatment facilities should be remodeled to increase coverage for rural households who live at scattered settlements.

Real Exchange Rate in China:A Long-run Perspective

This paper investigates the RMB exchange rate from a long-run viewpoint. Whether China＇s rapid economic growth brought about real exchange rate appreciation between 1975 and 2002 is empirically examined, based on a supply-side model, the Balassa-Semuelson Hypothesis （BSH）. The same test is conducted on Japan, Hong Kong, Korea, Malaysia, Singapore, Thailand, the Philippines, Indonesia and India. Our result indicates that the BSH only exists where the industrial structure has been upgraded and the economy has been successfully transformed from an agricultural economy to a manufacturing economy. Interestingly, China, among those where the BSH does not present, appears to be upgrading its industrial and trade structure. We then try to answer the question of why past rapid growth has no significant relationship with the RMB real exchange rate and what factors are underlying the trend of the RMB real exchange rate. We expect an appreciating trend of RMB real exchange rate in the foreseeable future, presuming that China＇s industrial upgrading process continues and the factors pertaining to the BSH＇s prediction, such as rise of wage rates in both tradables and nontradables, become more significant.

Due to the lack of public order in the international financial arena, asset bubbles and resource misallocations persisted over a long period of time and resulted in global financial crisis in 2008. Global financial rules, which can take on a role like that of WTO in the international trade, are urgently needed for global economic recovery. They will balance the pressure of economic restructuring between large and small countries, and push forward some countries' domestic reforms which may hardly be implemented due to domestic politics.

Ecological development is essentially the process of building a resource-efficient, environmentfriendly and ecologically-safe society, and of achieving modernization that features harmonious coexistence between man and nature. Xi Jinping Thought on Ecological Civilization offers answers to such theoretical and practical questions as why to build an ecological civilization, what the goal is and how to achieve it. Its practice model focuses on explaining the norms, content,paths and methods of building an ecological civilization. It is a structural and operable approach for implementing Xi Jinping Thought on Ecological Civilization and guiding the construction of ecological civilization. As an intermediate link between Xi Jinping Thought on Ecological Civilization and eco-civilization construction, the practice model is not only an indispensable part of the former, but also the key to combine the theory and practice concerning the two.

How Much is the Consumption Potential of Citizenized Migrants?——Based on the Estimation of Migrants' Income Elasticity of Demand in the New Era of China

The economic development and urbanization in China have stepped into a new stage, and the style of migrants’ consumption has changed. We use nationally representative data from China Migrants Dynamic Survey(2010–2017) for the evaluation of migrants’ income elasticity of demand and data from Urban Household Survey for that of local citizens in the new era of *** results show the following:(1) Migrants’ income elasticity of demand has reached 0.67 since the new era, presenting a sharply rising trend. In 2017, this number rose to 0.72, indicating that the overall consumption behavior of migrants tended to be localized.(2) Compared with the average consumption elasticity of local citizens(around 0.8), migrants’ income elasticity of demand was low, and still had room for improvement.(3) Citizenized migrants play a significant role in stimulating consumption. As estimated with consumption function, if citizenized migrants’ income elasticity of demand converges with that of local citizens, the total consumption will reach15.8 trillion in 2030, equivalent to 9.3% of GDP of the year. The consumption growth directly driven by citizenized migrants is about 8 trillion yuan, equivalent to 4.7 percentage points of the GDP. Migrants are not only labor forces but also important consumers for urban areas. Therefore,to expand domestic demands and shift economic development paradigm, it is crucial to citizenize migrants as soon as possible by accelerating the construction of new-type urbanization and the reform of household registration system.

Countries all over the world are highly concerned about poverty. Both the Millennium Development Goals(MDGs) and Sustainable Development Goals(SDGs) of the United Nations set ending poverty and hunger as their top priority. Whether in its own modernization drive or in the implementation of the United Nations’ MDGs and SDGs, the Chinese Government has always attached great importance to poverty issues, and actively explored measures to reduce *** paper is designed to use relevant statistics to sum up China’s achievements and experience in implementing the MDGs so as to provide a policy basis for poverty reduction in China and beyond. This paper discovers that China’s achievements in poverty reduction involve four aspects:Eliminating hunger ahead of schedule, improving people’s nutritional status, enhancing food security and laying a solid foundation for sustainable agricultural development; China’s experience in poverty reduction includes the following: the government had paid high attention; economic development had served as the key to solve all problems; the development had been guided by planning and guaranteed by policies and regulations; the market mechanism had played its due role; emphasis had been placed on the pilot projects and step-by-step promotion strategy, as well as on development cooperation and experience exchanges. The Chinese Government had formulated specific plans to achieve the poverty reduction targets set in the 2030 Agenda for Sustainable Development. Besides, the Rural Revitalization Strategy proposed by the Chinese Government in 2017 has become the essential strategy to solve the poverty-related issues in China’s development.
