Although the TRIPS Agreement has provided common rules for the protection of intellectual property rights, countries at different levels of development have their own autonomous discourse rights in relation to the understanding and interpretation of intellectual property rights （IPR）. In a sense, this is also the ＂discourse power＂ of a country or people within the institutional arrangements of the IPR system. In China, IPR legal research has progressed in tandem with a deeper understanding of the nature of IPR and a growing recognition of autonomous discourse rights. Construction of an interpretative IPR theory that is supported by indigenous culture and tradition has become the common endeavor of IPR scholars. Chinese scholars have abandoned the blind faith that IPR are natural rights or the assertion that they are simply a policy tool. However, due to a lack of a shared discourse and consensus, irrational or even fiercely opposed views still exist among IPR scholars today. At times, such ＂dialogue failure＂ arises more from different value orientations, limited perspectives and logical differences than from differing academic viewpoints. This has somewhat hindered the overall starting up and smooth operation of the Chinese IPR system. In order to better implement the National Intellectual Property Strategy Program, to promote theoretical research on IPR under Chinese discourse, and to accelerate the establishment of an autonomous discourse system of IPR theory, we have organized this group of papers. Among them, professor Xu Xuan from the College of Intellectual Property and law School at Jinan University proceeds from the assumption that the existing IPR system is an institutional arrangement based on equilibrium considerations and suggests that the methods of legal philosophy and dialectical logic be adopted to understand IPR intuitional arrangements. Neo-Kantian Philosophy of Law of Novgorodtsev and Marxism

On the Generation of Davidson＇s theory of Meaning

The article gives an assessment of Marxist ideology in the philosophy of law of the Russian representative of the Baden school of Novgorodtsev's neo-Kantianism. The evolution of classical Marxism at the turn of the 19 th and 20 th centuries in the interpretation of Novgorodtsev is shown. On the example of Novgorodtsev's concept and the political theory of Marxism, the ratio of the neo-Kantian philosophy of law in Russia at the end of the 19 th and beginning of the 20 th century and the sociology of law and the state are presented. The author draws a conclusion about the conceptual divergence of the neo-Kantian philosophy of law with Marxist ideology.

Established on the framework of Frege＇s philosophy of language, with the help of Tarlski in the development on the innovation oftheory of truth （including methodology level）, Davidson explained the concept of meaning in the process of language Ibrmation with the interpretation and characterization of＂the formalization of axis＂ which was Developing from ＂t refers to x＂ to ＂s means m ＂, then to＂ s means that p＂, then to ＂（T） s is T if and only ifp＂. After a series of ideas conversion on the restructuring and improvement, Davidson finally created an innovative view of meaning on the holistic level. In order to realize the meaning of language itself as the axis, with Tarski＇s theory of truth as the transmission fulcrum, with natural language translation and interpretation as the actual operation range, he has run the theory of meaning as the understanding, interpretation and action picture of people dealing with events arranged in a crisscross pattern world.

Mr. Zhang Dainian （1909-2004） was one of the most important philosophers in 20^th century China. Being active in the field of philosophy for nearly 80 years, he made great contributions in research on philosophical theory, the history of Chinese philosophy and Chinese culture. This paper focuses on his innovative activities in the field of philosophy in his early days, rather than making a comprehensive examination of his contributions to Chinese philosophy and culture in the 20^th century, i.e., on the position of the philosophical system of Chinese modern new materialism created by him in the 1930s and 1940s in the 20^th century history of Chinese philosophy, its relations to the Marxist philosophy, traditional Chinese philosophy and Western philosophy, and its influence over the development of Chinese philosophy in the future.

Extended Moral Responsibility for Kantian Agents

When two Kantian agents engage in inter-dependent transactions with one another, each agent has the responsibility to assure the morality of the other＇s maxim of action and means to implement the maxim. This proposition is proven to be a logical consequence of Kant＇s moral system and stated formally as the K-Completeness theorem. Transactions that satisfy the theorem are called ＂K-Complete.＂ The theorem is generalized to cover transactions with many agents. The paper then models multi-agent K-Complete transactions using mathematical graph theory and shows that such transactions are distinguished from Kant＇s kingdom of ends. Finally, the paper shows that the extended morality provides Kant＇s moral system with the resources to define an ethical community in such as the one in Religion within the Boundaries of Mere Reason without the introduction of God and a church.

The contemporary Chinese human rights theory can be deciphered based on the "people-centered" concept.
