This study investigates the economic growth and catch-up of Korea over the past half century. Korea＇s growth experience confirms the prediction of a ＂conditional convergence＂ theory. Cross-country regression further suggests that Korea＇s strong catch-up to the USA is also attributable to its favorable growth factors such as strong investment, lower fertility, greater trade openness, and improvements in human resources and rule of law. However, as Korea catches up to the USA and its steady-state level in per worker output, it will be subject to a growth slowdown unless improvements are made in those growth factors. While manufacturing-oriented and export-oriented development has served Korea＇s success well, poor productivity performance in the services sector has hampered overall productivity growth, Korea＇s experience implies that China＇s potential growth rates are likely to slow in the coming decades due to the convergence effect and with the rebalancing toward a domestic consumption and services-based economy. China needs to upgrade its rule of law, reform state-owned enterprises and improve productivity, particularly in its services sector, to sustain strong growth.

The n notion of"rule of law in foreign-related affairs"signifies a critical innovation and evolution in the theory and practice of socialist rule of law with Chinese *** underscores the pivotal role of rule of law in foreign-related affairs in the law-based governance and presents new topics for the theoretical study for rule of law.A precise comprehension of"rule of law in foreign-related affairs"necessitates tracing its origins and elucidating its correlations with both"rule of law in domestic affairs"as well as with"international rule of law."Acknowledging both domestic and international plerugatives,while holistically advancing law-based governance,constitutes the foundational rationale behind"rule of law in foreign-related affairs."In addition,the cognitive transition from a"socialist legal system"to the"socialist rule of law"in foreign-related affairs."In addition,the cognitive transition from a"socialist legal system"to the"socialist rule of law"forms a theoretical foundation for the rule of law in foreign-related *** national governance and global governance,as well as the rule of law in domestic and foreign-related affairs fall under distinct governance categories and legal systems,they are interconnected,mutually influential,and *** a component of national rule of law,the rule of law in foreign related affairs acts as a bridge between the two independent legal systems of the rule of law in national affairs and international rule of *** is imperative to promote a harmonized advancement of the rule of law in domestic and foreign-related affairs,thereby expediting the strategic deployment of the rule of law in foreign *** strategy more effectively safeguards national sovereignty,security,and developmental interests while contributing to build a human community with|a shared future.

Following China＇s accession to the World Trade Organization （WTO）, it has been impossible to overlook the influence of its economy on the multilateral trading system. Many published studies have examined why China joined the WTO and the comprehensive impacts of WTO membership on China, but few studies have focused on China＇s impact on the WTO. This article attempts to fill this gap by examining China＇s changing role in the multilateral trading system from political and legal perspectives, seeking to shed light on how Chinese characteristics have reshaped the power structure and rule-based system of the WTO. While its accession has made the WTO more relevant in regards to global trade governance, China has been accused of upsetting the WTO＇s rules-based system because of its unique political and economic regime. The WTO and its members should take the Chinese characteristics into consideration and regulate China＇s practices through using the dispute settlement mechanism, promoting China＇s accession to plurilateral agreements and adopting a ＂＇soft law ＂＂ approach.

The "2018·China-Europe Seminar on Human Rights" was successfully held at the College of Europe in Bruges, Belgium, on June 28. The seminar was hosted by the China Society for Human Rights Studies and the International Institute of Human Rights, and was organized by the Human Rights Institute at the Southwest University of Political Science and law and the French ADELIE Language and Cultural Exchange Association. The University of Strasbourg, Vrije Universiteit Brussel and European Institute for Political and Strategic Communication were served as co-organizers. Over 60 experts and scholars in the field of human rights from China and Europe attended the seminar in search of the diversity of civilization and human rights protection, focusing on themes such as "the philosophy of human rights in a Chinese context", "the philosophy of human rights in the Universal Declaration of Human Rights and its reflection", "human rights theory and practice in a pluralistic world", "human rights exchanges and dialogues under the diversity of civilization", and "in search of human rights consensus in diverse civilizations." In the context of respecting diversity, the seminar sought a consensus to promote trans-cultural communication in the form of dialogues and to strengthen understanding between the academic circles of China and Europe.

The United Nations General Assembly adopted the Universal Declaration of Human Rights(UDHR) in 1948. It is one of the most important international documents adopted after the Second World War. It went beyond the abstract theory of'natural right'and the regional theory of'fundamental rights', and established a new human rights theory based upon'global moral consensus'. Peng Chun Chang(hereinafter referred to as P. C. Chang), the delegate of China and Vice-Chairman of the United Nations Commission on Human Rights, made outstanding contributions to the formulation of the UDHR and the new human rights theory of the world. From the organizational point of view, he helped the Commission to avoid a split through his excellent diplomatic wisdom, and ensured the smooth passage of the Declaration. Theoretically, based on the Chinese tradition, especially Confucianism, he made many propositions: object the imperialism of the West and promote the pluralism; abandon the disputes of philosophy and religion to seek moral consensus; adopt the concept of conscience to constraint the rationality, etc. For the contribution of Chinese civilization, a real universal theory of human right emerged for the first time in the history of human beings. He proposed to take the moral endowment of'benevolence'as the foundation of human rights, which helped to find a new source of legitimacy for the traditional human rights discourse which faced the dilemma of criticism of religion, criticism of rationality, and criticism of power.

Of the various ideas about the basis of the new constitutional order of Hong Kong, the doctrine of separation of powers and the doctrine of delegation of powers are most representative. On the basis of the theory of local autonomy and the Sino-British Joint Declaration, the doctrine of separation of powers interprets the relationship between the Central government and the Special Administrative Region as confrontational and mutual restriction. Breaking away from the presumptions of the Basic law in basis of norms and theory prototype, the doctrine of separation of powers originates mostly from the subjective imagination of its upholders and involves misunderstanding of the Basic law and the system of Special Administrative Region. On the basis of ＂One Country, Two Systems ＂and the Basic law, the doctrine of delegation of powers interprets the relationship between the Central government and the Special Administrative Region as delegation relation or principal-agent relation. The doctrine of delegation of powers is raised to illustrate the source and fundamental attribute of the system of the Special Administrative Region rather than to suppress the high degree of autonomy of the Special Administrative Region. The doctrine of delegation of powers conforms to the Constitution of China and the consistent logic of the national governance of China in terms of its understanding of the Basic law and the system of the Special Administrative Region. Hong Kong is an administrative unit at local level in China and its constitutional order is a component of the constitutional order of China. Therefore, the basis of the new constitutional order of Hong Kong after its return to China can only be the Constitution and laws of China.

Richard Heck and John Burgess have shown that Frege＇s Basic law V is consistent with predicative comprehension and that the resulting theory interprets Robinson Arithmetic. There are also many other ways to keep Frege from being contradictory. This paper shows that Basic law V is also consistent with positive comprehension and that the resulting theory also interprets Robinson Arithmetic. In addition, the theory of positive Frege provides a new understanding of Dummett＇s ＂indefinitely extensible concepts.＂
