Leveraging the Public Health Emergency Operation Center (PHEOC)for pandemic response: opportunities and challenges

Public Health Emergency Operation Center (PHEOC) was conceptualized and established for coordinatinginformation and resources towards goal-oriented response in large scale public health emergency. Yet, theactivities undertaken by PHEOCs and their intended goals have not been fully optimized in current *** paper revisited the collective efforts invested in PHEOC conceptualization and development, identified theopportunities and challenges in compliance with standards and framework, demonstrated the accountabilityof PHEOC network, thereby promoted best practice guidance for global public health emergency preparednessand response. This review will help navigate emergency response complexities leveraging PHEOC partnershipsand advance the ability to detect and respond to public health emergencies in low resource settings. The reviewshows that the information on how to adapt best practice guidance to local circumstances could incentivizethe full implementation of prevention, early detection and response to outbreaks. Identifying and correctingdeficiencies in effectiveness evaluation will provide the basis for continuous PHEOC improvement. With thegradually reopening economies and public services in some countries, there is an urgent need to emphasize andvalidate the collective efforts undertaken by PHEOCs for tackling the COVID-19 pandemic.

Thirty-year trends of anxiety disorders among adolescents based on the 2019 Global Burden of Disease Study

Despite convolutional neural network(CNN) is mature in many domains, the understanding of the directions where the parameters of the CNNs are learned towards, falls behind, and researches on the functions that the convolutional networks(ConvNets) learns are difficult to be explored. A method is proposed to guide ConvNets to learn towards the expected direction. First, for the sake of facilitating network converging, a novel feature enhancement framework, namely enhancement network(EN), is devised to learn parameters according to certain rules. Second, two types of hand-crafted rules, namely feature-sharpening(FS) and feature-amplifying(FA) are proposed to enable effective ENs, meanwhile are embedded into the CNN for the end-to-end learning. Specifically, the former is a tool sharpening convolutional features and the latter is the one amplifying convolutional features linearly. Both tools aim at the same spot achieving a stronger inductive bias and more straightforward loss functions. Finally, the experiments are conducted on the mixed National Institute of Standards and Technology(MNIST) and cooperative institute for Alaska research 10(CIFAR10) dataset. Experimental results demonstrate that ENs make a faster convergence by formulating hand-crafted rules.

The problem of maximizing system reliability through component reliability choices and component redundancy is called tell-ability-redundancy allocation problem （RAP）, and it is a difficult but realistic nonlinear mixed-integer optimization prob- lem. For the RAP. we pay attention to an improved particle swarm optimization （IPSO）, and introduce four hybrid approaches for combining the IPSO with other conventional search techniques, such as harmony search （HS） and LXPM （a real coded GA）. The basic structure of the hybrid approaches includes two phases. After devising an initial solution by the HS or LXPM technique in the first phase, the IPSO performs an optimal search in the next phase. In addition, a new procedure by using golden search, named GS, is developed for further improving the solutions obtained by IPSO. Consequently, four ISPO-based hybrid approaches are proposed including HS-IPSO, LXPM-IPSO, HS-IPSO-GS, and LXPM-IPSO-GS. In order to validate the per-formance of proposed approaches, five nonlinear mixed-integer RAPs are investigated where both the number of re- dundancy components and the corresponding component reliability in each subsystem are to be decided simultaneously. As shown, the proposed approaches are all superior in terms of both optimal solutions and robustness to those by IPSO. Especially the pro-posed LXPM-IPSO-GS has shown more excellent performance than other typical approaches in the literature.

Graphene reinforced magnesium matrix composites have wide applications in automotive,electronics,aerospace and military fields due to the fascinating mechanical ***,it is difficult to realize the high strength and ductility *** this work,the in situ liquid-state method was utilized to prepare GNPs/Mg6Zn composites via CO_(2)/Mg chemical *** strength of the GNPs/Mg6Zn composites was improved with increasing content of the ***,the composites also exhibit a notable plastic deformation stage,and especially the ductility of 0.12 GNPs/Mg6Zn composites reaches 27.6%.Therefore,this novel preparation method has great potential application for fabricating Mg matrix composites with high strength and high ductility.

As one of the largest alliances of middle-income countries,the BRICS,known as an acronym for five countries including“Brazil,Russia,India,China,and South Africa”,represents half of the global *** health cooperation among BRICS countries will benefit their populations and other middle-and low-income *** study aims to summarize the current status of health cooperation in BRICS countries and identify opportunities to strengthen BRICS participation in global health governance.A literature review was conducted to analyze the status,progress,and challenges of BRICS’health *** analysis was used to review the 2011-2021 annual joint declarations of the BRICS Health Ministers *** priority health areas were identified through segmental frequency *** research suggested that communicable diseases,access to medicine,and universal health coverage appeared most frequently in the content of declarations,indicating the possible top health priorities among BRICS’health *** priority areas align with the primary health challenges of each country,including the threats of double burden of diseases,as well as the need for improving health systems and access to *** external cooperation,inter-BRICS health cooperation,and unified external cooperation are the main forms of health cooperation among BRICS ***,challenges such as the lack of a unified image and precise position,lack of practical impact,and weak discourse power have impeded the impact of BRICS on health *** study suggests that the BRICS countries should recognize their positioning,improve their unified image,and establish cooperative entities;at the same time,they should increase their practical strength,promote non-governmental cooperation,and expand the cooperation space through the“BRICS Plus”mechanism with countries with similar interests to join.
