China＇s rising demand for natural resources and its growing presence in many poor and resource-rich countries have been criticized for promoting neo-colonialism in the 21st century. Using panel data for 135 developing countries from 1995 to 2007, the present paper empirically evaluates the validity of such claims. Our findings do not support the resource curse thesis in the areas of industrialization and economic growth. Moreover, the effect of resources is conditional on the initial quality of political institutions in a country.

This paper describes an experimental study of heat transfers in the smooth-walled and rib-roughened helical pipes with reference to the design of enhanced cooling passages in the cylinder head and liner of a marine propulsive diesel engine. The manner in which the repeated ribs modify the forced heat convection in the helical pipe is considered for the case where the flow is turbulent upon entering the coil but laminar in further downstream. A selection of experimental results illustrates the individual and interactive effects of Dean vortices and rib-flows on heat transfer along the inner and outer helixes of coils. The experimental-based observations reveal that the centrifugal force modifies the heat transfer in a manner to generate circumferential heat transfer variation with better cooling performance on the outer edge relative to its inner counterpart even with the agitated flow field caused by the repeated ribs. Following the Chichi Earthquake （ML=7.3） in 1999, sediment-related disasters, such as landslides and debris flows, have become more frequent in Taiwan. Because engineering structures cannot be fully and rapidly emplaeed, the government has initiated non-structural hazard mitigation programs. Initially, community debris flow evacuation drills were promoted in 2000. Typhoon Toraji caused numerous debris flow events in July 2001, and some communities evacuated according to the drills, significantly reducing the numbers of possible casualties. Based on that result, the government expanded the program for evacuation drills. Secondly, the early warning system created after the Chichi Earthquake will prevent many potential future casualties. Rainfall threshold values for debris flow warnings in different areas are determined from information received from local weather stations and modified for local geomorphologic situations. Real- time information is gradually being integrated to create a debris flow disaster warning system, the goal of which is to provide warnings to zones in which debris flows are likely. The warning system was launched in 2005 and has two levels of alarms： yellow and red. The final, red alarm triggers enforced evacuation. Overall, the decrease in casualties from debris flows during the decade after the Chichi Earthquake is not the result of a decrease in number or severity of sediment related disasters, but is more directly related to the gradually improved early warning and evacuation system. However, the compound hazards resulting from Typhoon Morakotin 2009 remind us of the ongoing need for improving the existing mitigation system.

Many principles controlling the modern western civil law, such as consideration, prescription and capacity, have taken shape in history. This paper, from a historical perspective, explores the logic and rationale behind Chinese common law by focusing on the formation of contract in the Qing Dynasty. The first section shows that in the Qing Dynasty, the delivering of the subject matter was a basic requirement to form a loan contract between two parties. However, an agreement for transferring the item in advance worked as a consensual and bilateral contract, and the aggrieved party could ask for compensation or contractual fine or retain the deposit when the other party broke the contract. The second section argues that in the Qing Dynasty, the writing of a loan contract （Shuqi） is not a contract in and of itself, but is only one of the forms of contracts. The writing worked as the primary evidence of the existence of a contract. In the third section, the requirements of consideration and prescription are used to understand the practice of civil trials in the Qing Dynasty. Back then, when the loan contracts provided by two parties entailed some defects, the judges would adjudicate a loan dispute on the basis of consideration, with an assumption that people acted in their own interest and only in this sense were their acts rational. The judges could also identify the right（s） of parties due to the lapse of time. The fourth section argues against the view that equality was not used as a principle to form civil contracts in Chinese history. In Ancient China, there was indeed inequality between officials and laymen and within family or clan. However, in the Qing Dynasty, the different social status of the parties had little to do with the formation of contract. Using three-wave survey data for four villages of Jiangsu Province in China, the present paper examines whether and to what extent off-farm employment affects the technical efficiency of agricultural production. The level of technical efficiency is measured using a stochastic frontier production function approach. Based on estimation results from instrumental variable panel quantile regressions we find that there is a positive significant effect of off-farm employment on the level of farm technical efficiency. We also find that fragmentation of farmland is a barrier to the improvement of technical efficiency. In addition, we find a downward trend in the level of agricultural technical efficiency among our sample. Therefore, the Chinese Government should stimulate agricultural mechanization and the development of farming techniques to improve technical efficiency in the context of increasing off-farm employment.

Sepsis and septic shock have continued to produce significant morbidity and mortality, in recent times, in acutely injured patients as well as patients in the intensive care units despite advances in antibiotic therapy and in the cardi ovascular and pulmonary support for these patients. This emphasizes the need to gain a better understanding of the fundamental mechanisms of the pathogenesis of sepsis syndrome in the critically ill or injured patients. The present knowled ge of the mechanisms of septic pathogenesis clearly indicates involvement of mod ulations in the functions of the cells of body's immune defense system, namely, monocytes/macrophages, polymorphonuclear leukocytes, and lymphocytes. Most of su ch knowledge has been derived from laboratory experiments in animal models of se ptic injury, or from studies of immune-system cells, in vitro. Clinical stud ies have also supported the role of immune perturbations. Yet, to date, very few the rapeutic approaches are available to effectively counter the sepsis-related immu ne disturbances. Functional modulations in the immune system cells, in the injured/septic hos ts, can exert not only adaptive/beneficial effects but also profoundly adverse effects on the non-immune-system cells such as endothelial, epithelial, neurona l, endocrine, neuro-endocrine, smooth muscle, skeletal muscle, and cardiac muscl e cells. The primary functional modulation in the immune-system cells after inju ry or with critical illness is activation of such cells via molecules from pat hogens, for example, lipopolysaccharide from gram negative organisms, lipoteic hoic acid/peptidoglycan from gram positive organisms, or zymosan from fungi. suc h pathogenic molecules activate monocytes and tissue macrophages to result in th e expression and release of cytokine mediators (TNFα, IL-1, IL-6, IL-8, and IL- 10), as well as certain lipid mediators (PGE2, LTB4, PAF).
