PERSONS WITH DISABILITIES AND THEIR SEXUAL, REPRODUCTIVE, AND PARENTING RIGHTS： AN INTERNATIONAL AND COMPARATIVE ANALYSIS

Abstract Despite important gains in human rights, persons with disabilities -- and in particular women and girls with disabilities -- continue to experience significant inequalities in the areas of sexual, reproductive, and parenting rights. Persons with disabilities are sterilized at alarming rates; have decreased access to reproductive health care services and information; and experience denial of parenthood. Precipitating these inequities are substantial and instantiated stereotypes of persons with disabilities as either asexual or unable to engage in sexual or reproductive activities, and as incapable of performing parental duties. The article begins with an overview of sexual, reproductive, and parenting rights regarding persons with disabilities. Because most formal adjudications of these related rights have centered on the issue of sterilization, the article analyzes commonly presented rationales used to justify these procedures over time and across jurisdictions. Next, the article examines the Convention on the Rights of Persons with Disabilities and the attendant obligations of States Parties regarding rights to personal integrity, access to reproductive health care services and information, parenting, and the exercise of legal capacity. Finally, the article highlights fundamental and complex issues requiring future research and consideration.

This contribution concerns social protection innovation in China and Africa as regards aging populations and social security extension to informal workers. China has adopted and extended several contributory schemes and non-contributory arrangements. Yet, the country faces significant challenges in terms of a funding gap, high urban contribution rates, inadequate benefits and an existing benefit gap, inequality in the treatment of public versus private sector workers, and insufficient migrant worker coverage and portability arrangements. While population aging is less of a problem in most African countries, African retirement arrangements experience challenges in relation to funding limitations, and a host of shortcomings as regards contributory schemes and non-contributory arrangements. China has seen a decline in the numbers of those who work in the informal economy. Ensuring proper coverage of such workers have included strengthened labor market regulation： An integrated approach is called for. In Africa, access by these workers to social security is limited. Attempts to achieve coverage extension have included conceptual developments, institutional initiatives, tailor-made design modalities, and a range of supportive arrangements （such as access to finance and to markets）. All these developments reflect a new appreciation of the leading role of the state in the provisioning of social security.

Optimal Design of TMD Under Long-Term Nonstationary Wave Loading

Traditionally, the use of a tuned mass damper (TMD) is to improve the surviability of the primary structure under extraordinary loading environment while the design loading condition is described by either a harmonic function or a stationary random process that can be fully characterized by a power spectral density (PSD) function. Aiming at prolonging the fatigue life of an offshore platform, this study considers an optimal design of TMD for the platform under long-term nonstationary loading due to long-term random sea waves characterized by a probabilistic power spectral density (PPSD) function In principle, a PPSD could be derived based on numerous ordinary PSD functions; and each of them is treated as realization of the corresponding PPSD. This study provides a theoretical development for the optimal TMD design by minimizing the cost function to be the mean square value of the expected long term response. A numerical example is presented to illustrate the developed design procedure.

With the rapid increase of quality submission of manuscripts and published articles, Chinese Herbal Medicines （CHM） has been quickly developing into an enlightening journal for the readers and researchers in the field of traditional Chinese medicine （TCM） in recent years. In particular, some of the extraordinary important areas and topics dealing with the methodologies and criteria for quality, safety, and efficacy assessment of CHMs and their pharmaceutical preparations have been intensively addressed. For this issue, I am grateful and thankful to the Editorial Committee of CHM for inviting me to write an editorial on the topic of integrated network research of TCM. Also, I am delighted to read three review articles regarding the advancement of network research in CHMs. In fact, CHMs are characterized by ＂three multi-＇s＂ advantageous nature, i.e. the ＂multi-chemical components＂, ＂multi-pharmacological effects,＂ and ＂multi-action targets and pathways＂, that are intended to holistically and optimally modulate a person＇s physiological/pathological networks, especially in a circumstance of systematic disease or complicated pathological condition.

China has demonstrated extraordinary leadership under the Montreal Protocol on Substances that Deplete the Ozone Layer by implementing stringent regulations on industrial and agricultural ozone-depleting *** is significant that every country in the world is Party to the Montreal Protocol(the only United Nations Treaty with full participation).Also significant is that developing countries have binding obligations under the agreement,and that all countries are on schedule to phaseout these *** appreciated is that ozone-depleting substances (ODSs) are potent greenhouse *** implication is that China has already helped protect the climate and can again be a key driver for resolving climate protection and threats to bio-security. The listing of methyl bromide(MB) and other ODSs for phase out under the Montreal Protocol represented one of the biggest global challenges facing China and agriculture in the last century. ODSs were highly effective industrial chemicals used in medicine,refrigeration and air conditioning,electronics,fire protection and consumer *** is a very effective soil fumigant that substantially increased yields in horticultural crops worldwide and controlled pests on stored fruit,nuts,and *** willingness to support key regulatory and political changes has and will continue to play a key role in ODS reduction worldwide.
