Integrating Sustainable Development into Global Institutions:Reforming the United Nations

This article will briefly outline the origins,structure and functions of United Nations environment program and the Commission on Sustainable Development in the context of the goals of ecologically sustainable development(ESD).Economic development,social development and environmental protection form the three interconnected parts of *** achievements of the key UN environmental institutions and programs in opening up the global system to civil society,the private sector and a diversity of actors and interests,promoting the role of poverty alleviation as part of ESD through the Millennium Development Goals,and facilitating important Multilateral environmental Agreements should be ***,with these notable exceptions,organizations such as United Nations environment program and the Commission on Sustainable Development have become weak in scientific and technical leadership,global policy,co-ordination(inside and outside the UN) and has few achievements in the international and national implementation of obligations and standards in Global environmental Governance-including enforcement,compliance and *** article will outline the key reasons for this *** will also be focused on the way forward through of a new United Nations environment *** will require a clarification of purpose and function(within the UN system and as part of global governance structures) as well as consideration of whether it depends on system-wide UN *** is recommended that medium and long term strategies for reform are necessary.

A retrieval and validation method for shelterbelt vegetation fraction

Shelterbelts are important in defending against natural disaster and maintaining ecological balances in farmland. Understanding of the shelterbelt vegetation fraction is fundamental to regional research of shelterbelts using remote sensing. We used SPOT5 imagery with 10×10m spatial resolution in combination with knowledge of the characteristics of shelterbelts to develop a method for retrieval of the vegetation fraction of shelterbelts by the pixel un-mixing model. We then used the method to retrieve values for shelterbelts in study area. By combining the parameters of photographic images with characteristics of shelterbelts, we developed a method for measuring the vegetation fraction of shelterbelts based on an advanced photographic method. We then measured the actual values to validate the retrieval result. The multiple correlation coefficients between the retrieved and measured values were 0.715. Our retrieval and measuring methods presented in this paper accurately reflect field conditions. We suggest that this method is useful to describe shelterbelt structure using remote sensing.

A two-parameter multiple shooting method and its application to the natural vibrations of non-prismatic multi-segment beams

This paper presents an enhanced version of the standard shooting method that enables problems with two unknown parameters to be solved.A novel approach is applied to the analysis of the natural vibrations of Euler-Bernoulli *** proposed algorithm,named as two-parameter multiple shooting method,is a new powerful numerical tool for calculating the natural frequencies and modes of multi-segment prismatic and non-prismatic beams with different boundary *** impact of the axial force and additional point masses is also taken into *** to the fact that the method is based directly on the fourth-order ordinary differential equation,the structures do not have to be divided into many small elements to obtain an accurate enough solution,even though the geometry is very *** verify the proposed method,three different examples are considered,i.e.,a three-segment non-prismatic beam,a prismatic column subject to non-uniformly distributed compressive loads,and a two-segment beam with an additional point *** analyses are carried out with the software *** results are compared with the solutions computed by the commercial finite element program *** agreement is achieved,which confirms the correctness and high effectiveness of the formulated algorithm.

A GOOD EXAMPLE OF PARENT ADVOCACY FOR RIGHTS IN INCLUSIVE EDUCATION IN CHINA

While children with disabilities experience exclusion and segregation in education, parents＇ involvement has been very limited due to the lack of parent support in China. Negative attitudes toward disability in an environment deeply influenced by the individual model of disability thinking makes it crucial for parents to advocate for their children＇s rights in inclusive education through collaborative and organized efforts. This article examines barriers obstructing disabled children＇s rights in pursuing inclusive education, barriers parents face to advocate for their children, and the development of parent support. The author argues that equal and inclusive education for all has a broader social impact beyond disability rights to eliminate barriers and pursue dignity for all. In doing so, the author reveals existing structural inequalities facing inclusive education, encourages the momentum for future changes, and utilizes a good example of parent advocacy for a deeper and meaningful policy advancement to overcome discrimination on the basis of disability that causes segregation and exclusion in education. Recommendations include strategies for the construction of a support network for parents to play their important roles in advancing the rights of their disabled children in inclusive education.

The spatio-temporal variations of frost-free period in China from 1951 to 2012

The frost-free period（FFP）first frost date（FFD） and last frost date（LFD） have been regard as the important climate variables for agricultural production. Understanding the spatio-temporal variations of the FFPFFD and LFD is beneficial to reduce the harmful impacts of climate change on agricultural production and enhance the agricultural adaptation. This study examined daily minimum temperatures for 823 national-level meteorological stationscalculated the values of FFDLFD and FFP for station-specific and region-specific from 1951 to 2012estimated the gradients of linear regression for station-specific moving averages of FFDLFD and FFPand assessed station-specific time series of FFP and detected the abrupt change. The results as follows： at both the station level and the regional levelthe FFP across China decreases with the increase of latitude from south to northand with the increase of altitude from east to west generally. At the station levelthe inter-annual fluctuations of FFDLFD and FFP in south and west agricultural regions are greater than those in north and east. At the regional levelexcluding the QT regiontemporal changes of FFP are relatively small in both the low-latitude and the high-latitude regionsbut for the mid-latitude regions. According to the linear trend gradients of the moving average values of station-specific FFDLFD and FFPFFD was delayedLFD advancedand FFP extended gradually over the 80% of China. Furthermorethe change magnitudes for FFDLFD and FFP in the north and east agricultural regions are higher than that in the southern and western. Among the 659 station-specific time series of FFP examined by the Mann-Kendall test341 stationslocated mainly in the north regionhave one identifiable and significant abrupt change. And at the 341 stations with identified abrupt changesmost（57%） abrupt changes occurred during 1991–2012followed by the periods of 1981–1990（28%）1971–1980（12%）and 1951–1970（3%）. Spatiotemporal Evolution and Influencing Factors of Urban-rural Construction Land in Rural Industrialized Areas in China:Case Studies in Changyuan City and Xinxiang County of Henan Province

Since China’s reform and opening up in 1978,the acceleration of industrialization and urbanization in China had led to dramatic changes in the pattern of urban-rural land *** this paper,we focused on the rural industrialized areas in central China(Xinxiang County and Changyuan City of Henan Province).We used the average nearest neighbor index,spatial statistical analysis,and a structural equation model to analyze the spatiotemporal evolution and influencing factors of urban-rural construction land based on multisource spatial data and survey *** results showed that:1)from 1975 to 2019,the spatial distribution of urban-rural construction land in rural industrialized areas had evolved from homogeneous distribution to local *** terms of comparative analysis of cases,the spatial distribution of urban-rural construction land in Changyuan City had shown a trend from diffusion to agglomeration,and Xinxiang County had overall shown a spatial change from homogenization to agglomeration and then to regional integration development.2)The hot spots with increased urban-rural construction land significantly expanded,and they had a high degree of spatial overlap with industrial *** them,Xinxiang County was concentrated in central and marginal areas,and Changyuan was mainly concentrated in central urban areas.3)From the evolution of spatial proximity of urban-rural construction land,rural industrialized areas generally decline,showing the characteristics of internal differentiation in the rate of change.4)Industrial development,social economy,the policy environment,and urban development played a positive role in promoting the expansion of urban-rural construction land in rural industrialized *** promote the optimal use of regional land and the integrated development of urban-rural areas,we should combine the advantages of regional endowment,formulate development strategies according to local conditions,and adjust the way that land is used in

Study on the nutrient evolution and its controlling factors of Longgan Lake for the last 200 years

Based on the total phosphorous (TP) concentration in sediment core, the TP concentration in lake water quantitatively reconstructed from fossil diatoms and diatom-TP transfer function in the Longgan Lake during the last 200 years, the temperature and precipitation data from meteorological observation for the last 50 years, the temperatures and precipitation sequences of climate simulation for the last 200 years, as well as the amount of the agricultural phosphate fertilizer in Longgan area for nearly 50 years, the characteristic and the law of the nutrient status evolution were analyzed, and the influence of the climatic factor, the anthropologic factor and the aquatic biology factor on the nutrient status evolution and its mechanism were discussed for the Longgan Lake during the last 200 years. The results showed that, in the nearly 200 years, the TP concentration in the sediment core of the Longgan Lake gradually increased, its range of variation was situated between 330-580 mg/kg, the mean value was 388 mg/kg, a nearly 30-year vibration adjustment period existed at 1950 around. The TP concentration in lake water changed in a different way. Before 1950, it had a slow increasing tendency in fluctuated background, to 1950 around it reached up to the mean value (52.18 μg/L), and vibrated and adjusted around the mean value, then it fast declined, its change range was situated between 37.75-62.33 μg/L. The analyses indicated that, in the centennial time scale, the climate change was the main controlling factor, while in the decadal time scale in the recent 50 years, human activities were the leading factors for the nutrient status evolution of the Longgan Lake. 60% of the variability of the TP concentration in the sediments and 57% of that in lake water were due to human activities.
