This study investigated the crucial role of formulating and applying standard operating procedures(SOPs) in the context of emergency planning and response. The effective application of SOPs during operations is essential in order to address challenges that surpass individual organizational capacities. A specific focus on fostering efficient information sharing and executing specified actions maximizes the prospect of success. To explore the collective functionality of SOPs across organizations, we conducted a comprehensive tabletop exercise involving 10 organizations spanning tactical, operational,and strategic levels. Our analysis identified six key challenges, primarily related to the structures for information sharing,communication pathways, and the complex integration and application of common SOPs within these diverse organizational contexts. This research contributes insights into the use of SOPs in large-scale, cross-organizational scenarios.

In order to improve the emergency management capability of urban rail transit system and reduce accidents during metro operation,an emergency management capability evaluation method combining analytic hierarchy process(AHP)and technique for order preference by similarity to ideal solution(TOPSIS)is *** on the Prevention Preparation Response Recovery(PPRR)model,factors influencing the emergency management capability of the urban rail transit system are summarized from the perspective of‘human,machine,environment and management’.Then,an emergency management capability evaluation index system containing of 20 secondary indicators is constructed in four stages:emergency prevention,emergency preparation,emergency response and emergency *** weights of indicators are calculated using the AHP method,and the closeness of each indicator to the optimal solution is analysed with the TOPSIS ***,take the Beijing Metro Line 13 as an example to investigate the level of emergency management capability of urban rail *** results show that the emergency management capability of Beijing’s urban rail transit system is‘well’,among which hazard prevention measures(0.31)and emergency response team(0.34)have a greater weight on the emergency management capability of rail *** model can more accurately assess the emergency management capability of urban rail transit and provide a basis for emergency management.

BACKGROUND Craniocerebral injuries encompass brain injuries,skull fractures,cranial soft tissue injuries,and similar ***,the incidence of craniocerebral injuries has increased dramatically due to the increased numbers of traffic accidents and aerial work injuries,threatening the physical and mental health of *** To investigate the impact of failure modes and effects analysis(FMEA)-based emergency management on craniocerebral injury treatment *** Eighty-four patients with craniocerebral injuries,treated at our hospital from November 2019 to March 2021,were selected and assigned,using the random number table method,to study(n=42)and control(n=42)*** in the control group received conventional management while those in the study group received FMEA theory-based emergency management,based on the control ***-and post-interventions,details regarding the emergency situation;levels of inflammatory stress indicators[Interleukin-6(IL-6),C-reactive protein(CRP),and procalcitonin(PCT)];incidence of complications;prognoses;and satisfaction regarding patient care were evaluated for both *** For the study group,the assessed parameters[pre-hospital emergency response time(9.13±2.37 min),time to receive a consultation(2.39±0.44 min),time needed to report imaging findings(1.15±4.44 min),and test reporting time(32.19±6.23 min)]were shorter than those for the control group(12.78±4.06 min,3.58±0.71 min,33.49±5.51 min,50.41±11.45 min,respectively;P0.05);post-intervention serum indicator levels were lower in both groups than pre-intervention ***,serum levels of IL-6(17.35±5.33 pg/mL),CRP(2.27±0.56 mg/L),and PCT(0.22±0.07 ng/mL)were low

Information fusion is very effective and necessary to respond to a public epidemic outbreak such as *** data intelligent,as a product of information fusion,plays an important role in the prevention and control of *** continuous mechanism of big data intelligent innovation(BDII)is fundamental to effectively prevent and control a public epidemic *** this study,the continuous mechanism of BDII was fused into a complex network,and a three-dimensional collaborative epidemic prevention model was ***,adiabatic elimination principle was applied to explore the order parameter of the continuous ***,empirical analysis was conducted based on three-stage epidemic prevention strategies to reveal the effect of continuous epidemic prevention under different big data intelligent emergency management policy *** results of this study are as *** the mutual influence and coupling of the subsystems,the continuous mechanism of BDII can be realized to manage a public epidemic outbreak *** big data intelligent subsystem is integrated into the subsystems of public epidemic outbreak management and science and technology *** big data intelligent emergency management policies play a positive role in the overall BDII for the continuous epidemic prevention of a public epidemic *** convention of BDII transformation is the continuous mechanism of BDII as the order parameter of a public epidemic *** the early stage of epidemic prevention,the convention is excessively pursued,while the neglect of BDII configuration is not conducive to the long-term collaborative governance of a public epidemic *** study provides practical guidelines for the formulation of fusion innovation policies,application of big data intelligent,and theoretical basis for the emergency management of a public epidemic outbreak in the medical field.

Clear evidence indicates that the earth is experiencing a gradual increase in global average temperature,which is deemed to contribute considerably to the frequent occurrence of extreme natural events,including droughts,flooding,hurricanes,storm surges,wildfires,desertification,sandstorms,landslides,debris flows,plague,and crop biological ***,human-related or technological disasters,such as industrial and transportation accidents,further facilitate the risk of human exposure to extreme urban hazards,and cause high casualties,fatalities and financial *** worldwide natural disasters and tremendous production safety accidents have had a huge negative impact on human life and posed devastating threats to social *** last few decades have witnessed a dramatic increase in disastrous *** the past decade,more than 7,300 disastrous events were reported worldwide,an increase of 73%compared to those reported between 1980 and 1999[1].In order to improve the response capability and minimize property damage when encountering various types of disasters,emergency management(EM)systems have been established rapidly in most countries and *** development of timely and effective EM systems has become increasingly attractive,primarily aiming to help and enable emergency managers to prepare for unanticipated disasters and respond to urgent *** definition of EM is given as an integrated decision support system composed of a variety of tasks that covers the lifecycle of an emergency event[2].Effective prevention of emergency events serves as a key role in EM systems aimed at minimizing or eliminating losses and impacts in advance.

Pelvic fractures are serious injuries. Death within 24 hours is most often a result of acute blood loss. The emergency management of these patients is challenging and controversial. The key issues in its management are identifying the site（s） of hemorrhage and then controlling the bleeding. management of hemodynamically unstable patients with pelvic fracture requires a multidisciplinary team. The issues addressed in this management algorithm are diagnostic evaluation, damage controlresuscitation, indications for noninvasive pelvic stabilization, preperitoneal pelvic packing and the critical decisions concerning surgical options and angiography. This review article focuses on the recent body of knowledge on those determinations.

Emergencies, which are very difficult to be forecasted, would always bring about huge harm to people. Therefore, to find ways to reduce such devastating effects, researches on emergency management have turned to be paramount. Nowadays, the rapid development of computer technology has supplied a new and effective idea for the researches of emergency management, namely that the researches can be done in computers by performing simulation experiments according to the artificial societies, computational experiments, parallel execution （ACP） approach. Guided by this approach, this paper has proposed one agent-based prototype simulation system to research emergency management. Firstly, structure of the simulation system oriented to emergency management was analyzed and designed. Then a simulation system oriented to public health emergency management was constructed to study the transmission of infectious diseases. Finally, several experiments were carried out based on the system, with several significant conclusions having also been obtained.
