This article is based on research conducted for the European Commissioneducation & Training 2020 working group on digital and online learning(ET2020 WG-DOL) specifically regarding policy challenges, such as thefollowing: 1) Targeted policy guidance on innovative and open learningenvironments under outcome;2) Proposal for a quality assurance modelfor open and innovative learning environments, its impact on specificassessment frameworks and its implication for EU recognition and transparencyinstruments. The article aims to define quality in open, flexible,and online learning, particularly in open education, open educationalresources (OER), and massive open online courses (MOOC). Hence,quality domains, characteristics, and criteria are outlined and discussed,as well as how they contribute to quality and personal learning so thatlearners can orchestrate and take responsibility for their own learningpathways. An additional goal is to identify the major stakeholders directlyinvolved in open online education and to describe their visions, communalities,and conflicts regarding quality in open, flexible, and online *** article also focuses on quality in periods of crisis, such as duringthe pandemic in 2020. Finally, the article discusses the rationale and needfor a model of quality in open, flexible, and online learning based on threemajor criteria for quality: excellence, impact, and implementation fromthe learner’s perspective.

Developing a Recognition System for Classifying COVID-19 Using a Convolutional Neural Network Algorithm

The COVID-19 pandemic poses an additional serious public health threat due to little or no pre-existing human immunity,and developing a system to identify COVID-19 in its early stages will save millions of *** study applied support vector machine(SVM),k-nearest neighbor(K-NN)and deep learning convolutional neural network(CNN)algorithms to classify and detect COVID-19 using chest X-ray *** test the proposed system,chest X-ray radiographs and CT images were collected from different standard databases,which contained 95 normal images,140 COVID-19 images and 10 SARS *** scenarios were considered to develop a system for predicting *** the first scenario,the Gaussian filter was applied to remove noise from the chest X-ray radiograph images,and then the adaptive region growing technique was used to segment the region of interest from the chest X-ray *** segmentation,a hybrid feature extraction composed of 2D-DWT and gray level co-occurrence matrix was utilized to extract the features significant for detecting *** features were processed using SVM and *** the second scenario,a CNN transfer model(ResNet 50)was used to detect *** system was examined and evaluated through multiclass statistical analysis,and the empirical results of the analysis found significant values of 97.14%,99.34%,99.26%,99.26%and 99.40%for accuracy,specificity,sensitivity,recall and AUC,***,the CNN model showed significant success;it achieved optimal accuracy,effectiveness and robustness for detecting COVID-19.

Makerere University, having been in existence since 1926, is one of the most reputable institutions in Africa located in East Africa. Makerere provides educational environment to many students and therefore some courses are delivered through distance education mode. This mode calls for intensive use of technologies for instruction and learning. Technological advancements in this same university have gone through a number of progressive stages: use of traditional chalkboard technologies to blending technologies including the use of ICT (information and communication technology). In order to provide a distance education learning environment that enables the development of higher order cognitive skills, innovations like technology mediated learning need to be clearly understood. This paper provides the theoretical view of distance education and technology mediated learning through the activity theory. The paper concludes with some recommendations of how technology mediated learning can lead to the development of higher order cognitive skills in distance learning.

Prior to the advent of the COVID-19 pandemic, distance education, a mode of education that allows teaching and learning to occur beyond the walls of traditional classrooms using electronic media and online delivery practices, was not widely embraced as a credible alternative mode of delivering education, especially in Africa. In education, the pandemic, and the measures to contain it, created a need for virtual learning/teaching and showcased the potential of distance education. This article explores the potential of distance education with an emphasis on the role played by COVID-19, the technologies employed, and the benefits, as well as how data stewardship can enhance distance education. It also describes how distance education can make learning opportunities available to the less privileged, geographically displaced, dropouts, housewives, and even workers, enabling them to partake in education while being engaged in other productive aspects of life. A case study is provided on the Dutch Organisation for Internationalisation in education(NUFFIC) Digital Innovation Skills Hub(DISH) project, which is implemented via distance education and targeted towards marginalised individuals such as refugees and displaced persons in Ethiopia,Somalia, and other conflict zones, aiming to provide them with critical and soft skills for remote work for financial remuneration. This case study shows that distance education is the way forward in education today, as it has the capability to reach millions of learners simultaneously, educating, lifting people out of poverty, and increasing productivity and yields, while ensuring that the world is a better place for future generations.

In this study, the biosorption of copper and zinc ions by Chlorella sp. and Chlamydomonas sp. isolated from local environments in Malaysia was investigated in a batch system and by microscopic analyses. Under optimal biosorption conditions, the biosorption capacity of Chlorella sp. for copper and zinc ions was 33.4 and 28.5 mg/g, respectively, after 6 hr of biosorption in an immobilised system. Batch experiments showed that the biosorption capacity of algal biomass immobilised in the form of sodium alginate beads was higher than that of the free biomass. Scanning electron microscopy and energy-dispersive X-ray spectroscopy analyses revealed that copper and zinc were mainly sorbed at the cell surface during biosorption. Exposure to 5 mg/L of copper and zinc affected both the chlorophyll content and cell count of the algal cells after the first 12 hr of contact time.

With the flood of information on the Web, it has become increasingly necessary for users to utilize automated tools in order to find, extract, filter, and evaluate the desired information and knowledge discovery. In this research, we will present a preliminary discussion about using the dominant meaning technique to improve Google Image Web search engine. Google search engine analyzes the text on the page adjacent to the image, the image caption and dozens of other factors to determine the image content. To improve the results, we looked for building a dominant meaning classification model. This paper investigated the influence of using this model to retrieve more efficient images, through sequential procedures to formulate a suitable query. In order to build this model, the specific dataset related to an application domain was collected;K-means algorithm was used to cluster the dataset into K-clusters, and the dominant meaning technique is used to construct a hierarchy model of these clusters. This hierarchy model is used to reformulate a new query. We perform some experiments on Google and validate the effectiveness of the proposed approach. The proposed approach is improved for in precision, recall and F1-measure by 57%, 70%, and 61% respectively.

Touch gesture recognition is an important aspect in human-robot interaction,as it makes such interaction effective and *** novelty of this study is the development of a system that recognizes human-animal affective robot touch(HAART)using a deep learning *** proposed system was used for touch gesture recognition based on a dataset provided by the Recognition of the Touch Gestures Challenge *** dataset was tested with numerous subjects performing different HAART gestures;each touch was performed on a robotic animal covered by a pressure sensor skin.A convolutional neural network algorithm is proposed to implement the touch recognition system from row inputs of the sensor *** leave-one-subject-out cross-validation method was used to validate and evaluate the proposed system.A comparative analysis between the results of the proposed system and the state-of-the-art performance is *** show that the proposed system could recognize the gestures in almost real time(after acquiring the minimum number of frames).According to the results of the leave-one-subject-out cross-validation method,the proposed algorithm could achieve a classification accuracy of 83.2%.It was also superior compared with existing systems in terms of classification ratio,touch recognition time,and data preprocessing on the same ***,the proposed system can be used in a wide range of real applications,such as image recognition,natural language recognition,and video clip classification.

对中国远程教育领域来说,历史上有两个重要的时间点:1960年和1979年。1960年是上海电大成立,1979中国电大系统成立。我对于电大系统不断演进的研究都收录在了《远距离教育基础》、《远距离教育理论原理》《远距离教育》和《远程教育基础》等出版物中。这篇报告将首先简要回顾远程教育的缘起,再分1870-1970、1970-1990、1990-2010三个阶段回顾远程教育的发展简史。当今的远程教育作为教育培训服务中丰富而复杂的领域,可以分为五个部分:开放大学及其他大学的多媒体远程教育,电子远程教育(通常称作e-learning),同步电子学习系统,运用校园万维网和移动学习并将对五大部分作详细分析。
