Objective: The purpose is to formulate treatment strategies of batches of the wounded and partial first-aid procedures, and further improve the emergency rescue capability of hospitals. Methods: This study analyzed the emergency treatment case that we participated in. In this case, we used various means to start the emergency plan, run the emergency procedures, optimize diagnosis, treatment, and rescue procedures, mobilize medical rescue resources, provide a reference for emergency command decisions, formulate a set of coping strategies of tertiary general hospitals on public emergencies. Results: Through the scientific and effective management of our hospital, 20 wounded have been discharged from the hospital and achieved the ideal effect of zero deaths in the hospital. Conclusions: The new mode of first-aid and health emergency management on the scene of modern disaster needs to find ways to minimize the loss of life and property brought by public emergencies, integrate the various sections of modern disaster medicine, integrate a large number of international and domestic basic and clinical research achievements of disaster first-aid, and upgrade to information, digital system.

There has been a significant decline in cardiovascular morbidity and mortality amidst pervasive advances in care, including percutane- ous revascularization, mechanical circulatory support, and transcatheter valvular therapies. While advancing therapies may add significant longevity, they also bring about new end-of-life decision-making challenges for patients and their families who also must weigh the advan- tages of reduced mortality to the possibility of longer lives consisting of high morbidity, frailty, pain, and poor quality of living. Advance care entails options of withholding or withdrawing therapies, and has become a familiar part of cardiovascular care for older patients in Western countries. However, as advanced cardiovascular practices extend to developing countries, the interrelated concept of advance care is rarely straight forward as it is affected by local cultural traditions and mores, and can lead to very different inferences and use. This paper discusses the concepts of advance care planning, surrogate decision-making, orders for resuscitation and futility in patients with cardiac dis- ease with comparisons of West to East, focusing particularly on the United States versus India.

This paper is concerned with the dynamic event-triggered H control problem on nonlinear switched systems with mixed time-varying delays and external disturbance. Firstly, a novel dynamic event-triggered scheme is applied to effectively reduce the number of the signal transmission and relieve the transmission load. Secondly, by utilizing the Lyapunov functional approach and average dwell time method, some sufficient conditions for the H performance of the nonlinear delayed switched systems with exogenous disturbance are derived. Furtheremore, the dynamic state-feedback controller gains are obtained. Lastly,a simulation example is given to demonstrate the feasibility and effectiveness of the proposed method.

Chinds surrounding areas are at the forefront of its overall diplomatic layout. In October 2013, the Central Committee of the Communist Party held a special meeting to determine the strategic goals and basic principles of its neighborhood diplomacy. At the meeting, Party General Secretary Xi Jinping highlighted the new tasks and requirements of ＂neighborhood public diplomacy＂ - that is, to focus on strengthening publicity, public diplomacy, civil diplomacy and people-to-people exchanges aimed at Chinas neighboring countries, and to consolidate and expand the social and pubic opinion foundations for the long-term development of Chinas relations with its neighbors.

2006 witnessed an intense struggle between nuclear proliferation and nonproliferation. Iran's nuclear issue and North Korea's nuclear test have cast a deep shadow over the current international nonproliferation regime. The international contest for civil nuclear development became especially fierce as global energy prices went up. Such a situation, to some extent, accelerated the pace of nuclear proliferation. Furthermore, the existing international nonproliferation regime, based upon the Nuclear Nonproliferation Treaty (NPT), was affected by loopholes, and the U.S. failed in its ambition to unite other forces to mend fences. The international community needs to come up with a comprehensive and long-term strategy to meet the demand for an effective future nonproliferation regime in a healthy nuclear order.
