Multi-sensor system is becoming increasingly important in a variety of military and civilian applications. In general, single sensor system can only provide partial information about environment while multi-sensor system provides a synergistic effect, which improves the quality and availability of information. Data fusion techniques can effectively combine this environmental information from similar and/or dissimilar sensors. Sensor management, aiming at improving data fusion performance by controlling sensor behavior, plays an important role in a data fusion process. This paper presents a method using fisher information gain based sensor effectiveness metric for sensor assignment in multi-sensor and multi-target tracking applications. The fisher information gain is computed for every sensor-target pairing on each scan. The advantage for this metric over other ones is that the fisher information gain for the target obtained by multi-sensors is equal to the sum of ones obtained by the individual sensor, so standard transportation problem formulation can be used to solve this problem without importing the concept of pseudo sensor. The simulation results show the effectiveness of the method.

Stable local feature detection is a fundamental component of many stereo vision problems such as 3-D reconstruction, object localization, and object tracking. A robust method for extracting scale-invariant feature points is presented. First, the Harris corners in three-level pyramid are extracted. Then, the points detected at the highest level of the pyramid are correctly propagated to the lower level by pyramid based scale invariant （PBSI） method. The corners detected repeatedly in different levels are chosen as final feature points. Finally, the characteristic scale is obtained based on maximum entropy method. The experimental results show that the algorithm has low computation cost, strong antinoise capability, and excellent performance in the presence of significant scale changes.

The uncertain multi-attribute decision-making problems because of the information about attribute weights being known partly, and the decision maker＇s preference information on alternatives taking the form of interval numbers complementary to the judgment matrix, are investigated. First, the decision-making information, based on the subjective uncertain complementary preference matrix on alternatives is made uniform by using a translation function, and then an objective programming model is established. The attribute weights are obtained by solving the model, thus the overall values of the alternatives are gained by using the additive weighting method. Second, the alternatives are ranked, by using the continuous ordered weighted averaging （C-OWA） operator. A new approach to the uncertain multi-attribute decision-making problems, with uncertain preference information on alternatives is proposed. It is characterized by simple operations and can be easily implemented on a computer. Finally, a practical example is illustrated to show the feasibility and availability of the developed method.

This paper compares two types of access methods in 3G telecommunication systems, registration based access method and alternative access method. Through analyzing their common ground, we establish a public-key based uniform access framework, which combines different access methods into one unified model and provides more scalability and flexibility. Then an improved wireless authentication protocol is introduced into the framework, which gives an example of how unification is obtained by using public key technology. Since original protocol has flaws, an improved one is proposed based on security investigation. Improved authentication protocol overcomes the weakness of the original one, and maintains all the security features owned by old protocol. Finally, the feasibility of this framework is analyzed with consideration of current development in mobile telecommunication fields and the future trend of 3G systems. The result shows that public key technology has a promising future in 3G and Beyond 3G systems. It points out a new way for key management in future telecommunication systems.

The fluorine doping along with heavy metal oxides was remarkably raised the lifetime and the quantum efficiency of 3H4 in silicate glasses. The fluorine doping changed the local structure around Tm3+ ions, then low energy vibrations related to fluorine are considered to largely reduce the multi-phonon relaxation rates in the oxyfluoride silicate glasses.
