Analysis of Historic Pavement and Bridge Conditions and Alternative Funding Levels for the Michigan department of Transportation

In 1997 the Michigan department of Transportation (MDOT) established an ambitious set of condition targets for its pavements and bridges, and the department received increased revenue from a 4-cent-per-gallon increase in the state motor fuels tax to help meet its targets. However, over time, actual revenue was less than both what was initially estimated as needed to meet the targets and what was projected from the tax increase. Consequently, actual conditions were projected to fall short of the target levels, so the department issued bonds to address the shortfall through 2012. To support deliberations on future funding, in 2013 MDOT performed an analysis of historic conditions to determine what additional fuel tax revenues would have been required beginning in 1997 to: replace bond revenues used to fund pavement and bridge projects from 1997 to 2012;and enable MDOT to meet its condition targets. The analysis was performed using data on actual pavement and bridge funding and conditions;as well as predicted funding and conditions for different hypothetical increases in fuel taxes. The analysis concluded that, in addition to the actual increase of 4 cents per gallon, a fuel tax increase of another 10 cents per gallon would have been required in 1997 to replace bond revenue used for pavement and bridges and allow MDOT to meet its condition targets. The analysis results were used to help inform the discussion of Michigan’s target asset conditions and funding, and demonstrate application of MDOT’s pavement and bridge management systems for performing historic analyses.

Disaster Awareness and Preparedness Among Older Adults in Canada Regarding Floods, Wildfires, and Earthquakes

Older adults are significantly impacted by natural hazards and disasters that are exacerbated by climate change. Understanding their awareness and preparedness is essential for enhancing disaster resilience. This study investigated the attitudes, actions, and recommendations of older adults regarding natural hazards that pose risks in their geographic area—specifically floods, wildfires, and/or earthquakes in Canada. Methods for this study included survey and focus groups with older adults(n = 161 and n = 10, respectively) and other high-risk groups from across Canada, that are vulnerable to these natural hazards. The main findings from this study are that current awareness and preparedness among older adults is low, though stronger perceptions of risks are associated with risks specific to geographic locations where respondents live. Several barriers, such as hazard vulnerability misperceptions, cost-related reasons, and lack of hazard awareness have resulted in low awareness and preparedness among these populations. The two main recommendations arising from this research are:(1) improve awareness and preparedness with tailor-made emergency preparedness materials for older adults;and(2) adopt community-based approaches to disaster preparedness through existing community groups to strengthen social connections with a focus on locally specific hazards. The findings from this research can be applied to other hazards, including heatwaves and pandemics.

Mitigation of floor heave in West Kentucky Coal Mine

A West Kentucky mine operation in No. 11 seam encountered floor heave, due to the localized increase in the thickness of the fireclay mine floor. Floor heave has overridden seals installed in two mined out panels. The third seal's location was planned for isolating that area from the Mains. A plan of support has been developed to prevent repetition of the floor heave and related problems outby the seals. The applied ground control measures were successful. An attempt of a 3D numerical modeling was made; thus, it would match the observed behavior of the mine floor and could be used as a design tool in similar conditions. The paper describes sequence of events, an applied mitigation ground control system, and the first stage of numerical modeling.

BACKGROUND Routine outpatient endoscopy is performed across a variety of outpatient settings.A known risk of performing endoscopy under moderate sedation is the potential for over-sedation,requiring the use of reversal *** needs to be reported on rates of reversal across different outpatient *** academic tertiary care center utilizes a triage tool that directs higher-risk patients to the in-hospital ambulatory procedure center(APC)for their ***,we report data on outpatient sedation reversal rates for endoscopy performed at an inhospital APC vs at a free-standing ambulatory endoscopy digestive health center(AEC-DHC)following risk stratification with a triage *** To observe the effect of risk stratification using a triage tool on patient outcomes,primarily sedation reversal *** We observed all outpatient endoscopy procedures performed at AEC-DHC and APC from April 2013 to September *** were stratified to their respective sites using a triage *** evaluated each procedure for which sedation reversal with flumazenil and naloxone was *** and characteristics recorded include patient age,gender,body mass index(BMI),American Society of Anesthesiologists(ASA)classification,procedure type,and reason for sedation *** There were 97366 endoscopic procedures performed at AEC-DHC and 22494 at the APC during the study *** these,17 patients at AEC-DHC and 9 at the APC underwent sedation reversals(0.017%vs 0.04%;P=0.06).Demographics recorded for those requiring reversal at AEC-DHC vs APC included mean age(53.5±21 vs 60.4±17.42 years;P=0.23),ASA class(1.66±0.48 vs 2.22±0.83;P=0.20),BMI(27.7±6.7 kg/m^(2) vs 23.7±4.03 kg/m^(2);P=0.06),and female gender(64.7%vs 22%;P=0.04).The mean doses of sedative agents and reversal drugs used at AEC-DHC vs APC were midazolam(5.9±1.7 mg vs 8.9±3.5 mg;P=0.01),fentanyl(147.1±49.9μg vs 188.9±74.1μg;P=0.10),flumazenil(0.3±0.18μg vs 0.17±0.17μg;P=0.13)and naloxo

Comparative efficacy of social media delivered health education on glycemic control: A meta-analysis

Control of seismic and operational vibrations of rotating machines using semi-active mounts

A dual isolation problem for rotating machines consists of isolation of housing structures from the machine vibrations and protection of machines during an earthquake to maintain their functionality. Desirable characteristics of machine mounts for the above two purposes can differ significantly due to difference in nature of the excitation and performance criteria in the two situations. In this paper, relevant response quantities are identified that may be used to quantify performance and simplified models of rotating machines are presented using which these relevant response quantities may be calculated. Using random vibration approach with a stationary excitation, it is shown that significant improvement in seismic performance is achievable by proper mount design. Results of shaking table experiments performed with a realistic setup using a centrifugal pump are presented. It is concluded that a solution to this dual isolation problem lies in a semi-active mount capable switching its properties from ‘operation-optimum’ to ‘seismic-optimum’ at the onset of a seismic event.

Orbital angular momentum(OAM) has gained interest due to its potential to increase capacity in optical communication systems as well as an additional domain for reconfigurable networks. This is due to the following:(i) coaxially propagated OAM beams with different charges are mutually orthogonal,(ii) OAM beams can be efficiently multiplexed and demultiplexed, and(iii) OAM charges can be efficiently manipulated. Therefore, multiple data-carrying OAM beams could have the potential capability for reconfigurable optical switching and routing. In this paper, we discuss work involving reconfigurable OAM-based optical add/drop multiplexing, space switching,polarization switching, channel hopping, and multicasting.
