Development and Application of An Operational Tide and Storm Surge Prediction Model for the Seas around Taiwan

Storm surges are abnormal rises in sea level along coastal areas and are mainly formed by strong wind and atmospheric depressions. When storm surges coincide with high tide, coastal flooding can occur. Creating storm surge prediction systems has been an important and operational task worldwide. This study developed a coupled tide and storm surge numerical model of the seas around Taiwan for operational purposes at the Central Weather Bureau. The model was calibrated and verified by using tidal records from seas around Taiwan. Model skill was assessed based on measured records, and the results are presented in details. At 3-minute resolution, tides were generally well predicted, with the root mean-square errors of less than 0.11 m and an overall correlation of more than 0.9. Storms （winds and depressions） were introduced into the model forcing by using the parameter typhoon model. Five typical typhoons that threatened Taiwan were simulated for assessment. The surges were well predicted compared with the records.

Floating platform system has been extensively used in ocean exploitation, particularly for a tension-leg platform （TLP） system in deep water. Most of the TLPs are multi-mooring systems, where multi-joints are connected to the tension-legs so that the platform is not allowed to twist freely and may subject to enormous force induced by large incident waves in the weak-direction of the structure. This study aims to exploit a single moored offshore platform system that may attract less force and can be operated with less effort. In our analysis, in addition to mechanical properties of the tether, two important properties are also taken into consideration for the single mooring tether with expanded cross sectional dimension and utilization of stronger material, namely, the sag-extensibility and the flexural rigidity. Finally, the dynamic structural behavior produced by the mechanical effects on the new system is investigated and compared with that of traditional design while the wave-structure interactions of large body are also accounted for. Our study finds that the neglect of sag-extensibility or the flexural rigidity of large, strong mooring cable may result in a conservative but not necessarily safe design.

Reducing CO2to carbon-neutral solar fuels can not only alleviate the energy demand but also mitigate the greenhouse *** present,developing an efficient non-noble metal photo/electrocatalytic system for converting CO2to a specific product beyond CO is still a big ***,we report a new cobalt complex bearing 2,2′-bi-1,10-phenanthroline ligand that can photocatalytically reduce CO2to formate （HCOO-）.Turnover number （TON） for HCOO-up to 677 with 99%selectivity can be achieved using organic dyes purpurin as photosensitizer and 1,3-dimethyl-2-phenyl-2,3-dihydro-1H-benzo[d]imidazole （BIH） as sacrificial reductant in a CO2-saturated NMP/TEA （v/v,3:1） solution under visible light *** potential electrolysis at-1.41 V （***/Ag Cl） in the presence of 12 m M Et3NHBF4also produced HCOO-with Faradaic efficiency of 39%.Spectroscopic and electrochemical studies suggest that a[CoI-H]species is the key intermediate for CO2reduction.

Thedistribution, enrichment, accumulation, and potential ecological risk of chromium （Cr） in the surface sediments of northern Kaohsiung Harbor, Taiwan, Chinawere investigated. Sediment samples from ten locations located between the river mouths and harbor entrance of northern Kaohsiung Harborwere collected quarterly in 2011 and characterized for Cr, aluminum,water content, organic matter, total nitrogen, total phosphorous, total grease, and grain size. Results showed that the Cr concentrations varied from 27.0 to361.9 mg/kgwith an average of （113.5 ± 87.0） mg/kg. High Cr concentrationwas observed near the Jen-Gen River mouth. The mean Cr concentrationwas high at 255.5 mg/kg,whichwas at least 2 to 7 times than that of other sites. This might imply significant Cr contribution from upstream receiving tannerieswastewater into the Jen-Gen River. The spatialdistribution of Cr reveals relatively high in the river mouth region, especially in Jen-Gen River, and graduallydiminishes toward the harbor entrance region. This indicates that the major sources of Cr pollution from upstream industrial and municipalwastewatersdischarged along the river bank; and Cr maydriftwith sea current and bedispersed into open sea. Moreover, Cr concentrations correlated closely to the physical-chemical properties of the sediments,which suggested the influence of industrial and municipalwastewatersdischarged from the neighboring industrial parks and river basins. Results from the enrichment factor andgeo-accumulation index analyses imply that the Jen-Gen River sediments can be characterized as moderate enrichment and none to medium accumulation of Cr, respectively. However, results of potential ecological risk index indicate that the sediment has low ecological potential risk. The results can provide valuable information todeveloping future strategies for the management of river mouth and harbor.

Based on the concept of the age, the water transport characteristics as the response to the runoff and the tide in Daliaohe Estuary in China are studied under different hydrodynamic conditions using a three-dimensional convection-diffusion model. The results show that the relationship between the average age at a specific position and the runoff could be expressed by a power function approximately. In the river channel, the runoff controls the water transport： it might take about 52 d, 27 d and 15 d for the water parcel to be transported from Sanchahe to the mouth during the dry, normal and rainy seasons, respectively. Outside the mouth, the tide is dominant even though the difference between the spring tide and the neap tide is less than 5 d, and the water parcel transports mainly along the northwest direction through the West Waterway and the southeast direction through the East Waterway. A significant age stratification emerges in the vicinity of the mouth, in which there exists a strong interaction between the tide and the runoff, and the age differences between the surface and the bottom could reach 7 d.

Yttrium is a main kind of rare earth elements （REEs） with wide applications in modem industry and farming. Lead has been considered to be one of the most important heavy metal pollutants due to its environmental persistence and tendency. In order to clarify the effects of REEs on cyanobacteria in case of suffering heavy metal pollutants, we investigated the effect of different concentrations of yttrium ion （y3＋） on the common blue-green microalgae Microcystis aeruginosa, grown under conditions of lead ion （Pb2＋） stress. Growth and physiological status were tested involving several important enzyme of antioxidant defense system （superoxide dismutase （SOD）, peroxidase （POD）, catalase （CAT）, malondiadehyde （MDA）, chlorophyll a （Chl-a）, soluble sugar and Microcystin-LR （MC-LR） in cultured experiments. Results indicated that growth ofM. aeruginosa was stimulated when treated less than 0.50 mg/L y3-and 0.20 mg/L is the optimum concentration. With the increasing content of Chl-a and activity of SOD, POD, CAT at the 12th day at relatively low concentration of y3＋ treatment （〈0.20 mg/L）, enhancement of photosynthesis and the improvement of eliminating active oxygen on M. aeruginosa were observed. On the contrast, soluble sugar content on algae reduced as the treatment of initial y3＋ concentration was in the range of 0.00-0.50 mg/L. Besides, there was a significant accumulation in both contents of MDA and MC-LR exposed from 1.00 to 5.00 mg/L y3＋, indicating that the ruin of antioxidant defense system and further aggravation to the existence of algal cell may be due to MC-LR releasing. M. aeruginosa might suffer a more positive physiological impact for exposure of relatively low y3＋ concentration against Pb2＋ stress harm, which provided a far-reaching significance on blue-green algae research.

In this paper,we applied the polyharmonic splines as the basis functions to derive particular solutions for the differential operator ∆^(2) ± λ^(2).Similar to the derivation of fundamental solutions,it is non-trivial to derive particular solutions for higher order differential *** this paper,we provide a simple algebraic factorization approach to derive particular solutions for these types of differential operators in 2D and *** main focus of this paper is its simplicity in the sense that minimal mathematical background is required for numerically solving higher order partial differential equations such as thin plate *** numerical examples in both 2D and 3D are given to validate particular solutions we derived.

Most published studies on inelastic earthquake response of non-symmetric buildings are based on simplified inelastic, highly idealized models, while general conclusions regarding the inelastic torsional response of multistory building are still lacking. This paper aims to provide a useful contribution in the study of the torsional response of real irregular buildings. To this aim, the manuscript reports the comprehensive study on the seismic vulnerability of an irregular RC building： the hospital building ofAvezzano （L＇Aquila Italy）. For this multi-story building, which is irregular in both plan and elevation, the application of nonlinear static evaluation procedures is by no means straightforward. The study proposes a nonlinear static procedure based on pushover analysis under the multimodal distribution of lateral loads and a capacity spectrum method. This pushover procedure accounts for mass distribution, higher modes contribution and mode-shapes correlation. Furthermore, due to its non-iterative feature, it avoids problems of non-convergence and multiple solutions of the conventional capacity spectrum method. Applied to a real case study, the procedure is used to investigate, in a 3D plan irregular building, the sensitivity of torsional inelastic response to lateral force distribution, higher modes contribution, accidental eccentricity and controlled point for monitoring the target displacement.
