Although China’s local governments are facing greater financial pressure,they often sell industrial land at low prices to attract *** government land transfer strategies refl ect driving mechanisms of officials’*** on the micro data of about 340000 industrial land sales in 289 prefecture-level cities in China from 2006 to 2015,this paper divides industrial land transfer into two categories,namely land transfer with the aim of attracting investment and normal transfer,according to whether the transfer price is lower than the minimum price stipulated by central *** paper explores the strategies of industrial land transfer under financial pressure and the motivation differences of officials with the help of changes in local land transfers after the introduction of economic stimulus *** is found that financial pressure will signifi cantly reduce local industrial land transfer with the aim of investment ***,after the introduction of economic stimulus policies,although financial pressure has increased,the infl uence of financial pressure on local governments’investment-induced land transfer behavior significantly weakened due to the increase of out-of-system financing channels,thus industrial land transfer with the aim of attracting investment has increased signifi *** the perspective of promotion incentives of officials,officials with longer term were more inclined to sell industrial land to attract ***,it is necessary to rationally arrange the financial resources and powers of central and local governments,to adapt reasonable macro control method and strategy,and to build an offi cial evaluation system that meets the needs of high-quality development.

A Markov-switching dynamic regression analysis of the asymmetries related to the determinants of US crude oil production between 1982 and 2019

The structural changes brought about by shale oil revolution have inspired this paper of which the aim is to analyze the potential asymmetries related to the determinants of crude oil production in the ***,using a Markov-switching dynamic regression model in which parameters change when oil production moves from one regime to the other,it is found that for both oil production and oil relative importance,the regime that was dominant during the 1980s and the early 1990s when oil production in the USA was substantially high is the same regime that has once again become dominant in the decade corresponding to the shale oil ***,the study reveals the existence of asymmetries in the relationship between US crude oil production and both manufacturing production and the consumer price *** are also found in the relationship between the relative importance US crude oil and manufacturing ***,it is found that the intercept and the variance parameter also vary from one regime to the other,thus justifying the use of regime-dependent models.

In this paper,we construct an“as-if”DID model on the basis of the 2002“Income Tax Sharing System”reform and evaluate the changes in local fiscal pressure based on an exogenous shock that redefines the tax sharing rules between the central government and local *** using the DMSP/OLS satellite data at the city-level,we empirically examine the impact of fiscal pressure on the economic *** find that fiscal pressure significantly increase the satellite ***,we obtain the findings as ***,the incentive effects of fiscal pressure effects are less profound in cities that receive considerable intergovernmental transfers from high levels of ***,the local governments are more likely to help the growth of real estate industry,which can reciprocally bring them considerable sales ***,this homogenized growth pattern might be detrimental for economic diversification and finally enhance the risk of economical ***,the fiscal pressure created by the reform restricts the extent to which jurisdictions compete with each ***,the tax competition still exists because local governments are able to lower the tax rate once they gain enough revenues from *** paper provides a new explanation for China’s high-speed growth in addition to expenditure decentralization or administration *** also offers extra evidence for exploring the growth incentives of local government within the framework of China’s decentralization.

Empirical study using a time-varying parameter model indicates that since the reform and opening up of China,its industrial structure upgrade has had an increasingly significant stabilizing effect on the amplitude of economic fluctuations.A further analysis using a TGARCH model reveals that the three major industrial sectors have asymmetrical effects on the size of macroeconomic fluctuation:the primary industry(extraction)has little effect;the secondary industry(manufacturing)has a leverage effect mainly caused by heavy industry;the tertiary industry(services)has a clear stabilizing effect,with the effect of transportation,logistics,the postal industry,housing-catering services,and other service industries being most significant,and the effect of wholesale,retail,the finance industry and real estate being less significant due to their own large *** policy implications of the findings are that to maintain stable growth in the economy,China should optimize the relations of the three major industrial sectors,and further push for the upgrading of the industrial structure,especially the development of the tertiary industry.

We examine auditor responses to the voluntary resignation of independent *** show that auditors respond by increasing audit fees or rescinding engagement with their clients,but not by increasing their audit *** tests reveal that independent directors’voluntary resignation leads to increased regulatory sanctions and negative media coverage,these relationships are more pronounced after the New Securities *** response strategies follow an order of priority:at an acceptable level of perceived risk,auditors increase audit fees;when perceived risk exceeds this level,auditors will discontinue the client *** associate greater risk with firms that have(*** not)experienced consecutive voluntary resignations by independent *** resignation has no such effect.

This article intends to shed light on key legal issues that emerged from the recently released WTO Appellate Body＇s adjudication over China -- Rare Earths dispute, exploring possible policy options for China to reach its environmental goals on natural resources in a WTO-consistent manner. The article first spotlights positive variations in the Appellate Body＇s interpretative approach regarding the applicability of GATT general exceptions to defend the violation of WTO-Plus commitments under China＇s Accession Protocol; second, given the fact that the Appellate Body, pursuant to the elements inscribed in GATT Article XX（g）, confirmed the Panel＇s objective assessment based on the design and structure of the challenged measures of GATT, this paper provides reflections and recommendations on China＇s domestic environmental legislation. The third part probes into the interface between the principle of permanent sovereignty over natural resources and the WTO legal regime, with an attempt to offer thought-provoking ideas on how to reconcile potential conflicts between the two.

This article reviews the evolution of Chinese law on food safety and the concerned system defined by the Food Safety law （2009） and other related laws. Although being improved by this law, in comparison with the Food Hygiene law （1995）, food safety still remains severe today. In analysing the food safety problems in China, it is found that the issues, such as tension between security and safety, problems in agricultural products, difficulties in administration and supervision etc., cannot be solved by this law in the near future.

Corporate mergers and acquisitions(M&As)are subject to skewed logic due to excessive government *** is progressively adopting the Market Access Negative List(MANL)pilot to transfer the power of resource allocation from the government to the *** the DID method,we examine the impact of relaxing market access regulation on firms’M&A behavior against China’s institutional background and the M&A events of listed companies from 2012 to *** MANL significantly increases firms’M&A tendency and amount and strengthens the competitive adequacy and fairness of market-oriented M&A ***-M&A financial performance does not increase,but human capital productivity,innovation effectiveness and total factor productivity do,demonstrating the dynamic balance of profit and efficiency in M&As.
