Food safety has received a great deal of attention in both developed and developing countries in recent years. In China, the numerous food scandals and scares that have struck over the past decade have spurred significant food safety regulatory reform, which has been increasingly oriented towards the public-private partnership model adopted by the Europe Union＇s （EU） food safety regulatory system. This paper analyzes the development of both the EU＇s and China＇s food safety regu- latory systems, identifies the current challenges for China and additionally considers the role of public-private partnership. The success of co-regulation in the food regulatory system would bring significant benefits and opportunities for China. Finally, this paper recommends additional measures like training and grants to improve the private＇s sector effectiveness in co-regulating China＇s food safety issues.

Foreign direct investment （FDI） can benefit domestic firms in the host country. Using firm- level data for China, we find statistically positive vertical spillover effects of multinational enterprises on the performance of domestic firms through backward and forward supplier- customer relationships. The spillover effects are mainly from large multinational enterprises and are greater for state-owned firms and in poor regions. Our results are robust for both parametric regression and nonparametric matching techniques. Our findings have strong policy implications： while regulations relating to building business relationships with domestic firms when seeking foreign direct investment should be established, such policies should be aimed at private firms, big multinationals and less developed regions.

Since 2008,China has provided ITC(investment tax credit)and TID(taxable income deduction)for firms who engage in investment or business related to reducing pollution emissions and saving *** paper examines both incidence and effects of these tax *** a unique panel dataset mainly from the NTSD(the National Tax Statistics Dataset of China)over 2007-2011,we find that they are generally not *** are the main beneficiaries,while regional characteristics have no impact on taxpayers’attitude to ITC or *** mechanism behind may be that the incentives hurt interests of firms and local *** effects on taxpayers’activities including capital,employment,and production are not remarkable,while growth of coal consumption significantly speeds *** findings are robust to multiple specifications of using different empirical strategies,samples and ***,the results indicate that the tax incentives do serve the purpose of protecting environment by restraining coal consumption in some specific group of firms who are affiliated to the central *** finding confirms a simple model established in the paper that emphasizes the importance of the government’executive power on tax policies,and relates to the literature finding that local support can remarkably boost the efficiency of tax incentives for environmental protection.

Purpose-To improve the accuracy of stock price trend prediction in the field of quantitative financial trading,this paper takes the prediction accuracy as the goal and avoid the enormous number of network structures and hyperparameter adjustments of long-short-term memory(LSTM).Design/methodology/approach-In this paper,an adaptive genetic algorithm based on individual ordering is used to optimize the network structure and hyperparameters of the LSTM neural network ***-The simulation results show that the accuracy of the rise and fall of the stock outperform than the model with LSTM only as well as other machine learning ***,the efficiency of parameter adjustment is greatly higher than other hyperparameter optimization ***/value-(1)The AGA-LSTM algorithm is used to input various hyperparameter combinations into genetic algorithm to find the best hyperparameter *** with other models,it has higher accuracy in predicting the up and down trend of stock prices in the next day.(2)Adopting real coding,elitist preservation and self-adaptive adjustment of crossover and mutation probability based on individual ordering in the part of genetic algorithm,the algorithm is computationally efficient and the results are more likely to converge to the global optimum.

China has become the biggest exporter of electronic products in the world. Government policy intervention has contributed significantly to the rapid expansion of the electronics industry. The present paper examines the evolutionary development of industrial policies related to the electronics industry in China and the impacts of such policies on the shaping of the industry, ln particular, the relationship between foreign funded enterprises and domestic firms are examined in detail. The future trend of the industry is also discussed in the paper, and thepolicyfocus of the Chinese Government is predicted.

This study takes advantage of the Forbes Rich List as an external shock to examine its effect on internal control quality in China's *** the difference-in-differences(DiD)method for a large sample of 17,910 firm-year observations from 2000 to 2014,we find that firms controlled by entrepreneurs included in the Forbes Rich List tend to have higher internal control quality than firms not controlled by entrepreneurs in the *** listed entrepreneurs improve their firms’internal control quality by means of reducing the information asymmetry between the firms and *** tests show that the event effect is more pronounced when firms have higher misreporting costs and when listed entrepreneurs hold chairman positions than in other *** results remain robust after applying the propensity score matching method,stacked DiD estimation,and an alternative measure of internal control *** findings enrich the literature on the effect of the Rich List and the determinants of internal control quality in emerging markets.

China＇s Housing Market Imbalance from 2003 to 2016： An Analysis Based on the User Cost Approach

During 2003–2016, China experienced an unprecedented housing market imbalance. The present paper applies the user cost approach to conduct a systematic analysis of this important phenomenon, examines the policy factors behind the persistent housing market imbalance, and explores policy options to correct the housing market imbalance. We found that during most of 2003–2016, the user cost was significantly lower than 2 percent, caused by high income growth, rapid credit expansion and low interest rates, which led to the persistent housing market imbalance. Therefore, the government should control bank credit and introduce property taxes during the possession of houses.

The outcome of patents on environmental(POET)technologies on the EF in the USA has not been com-prehensively ***,to close this breach in the literature,the present study discovers how patents on ecological technologies affect ecological footprint(EF)in the USA while regulatory for GDP and EC using the Fourier-based *** conclusions of the present study reveal that POET are an important predictor of EF in the USA and cause a reduction in ecological deprivation in the long run;as expected,economic growth negatively affects environmental *** outcomes suggest that it is possible to resolve conflicts between the economy and the environment by using technological *** USA government must reconsider its policy focus,particularly on coal energy sourcing and industrial energy,while continuing with heavy investments in its ambitious renewable energy technol-ogy development ***,the government should continue to promote investments in environ-mental technologies.

On account of the background of China's "new normal" characterized by slower economic growth, this paper analyses the low-carbon economy status quo in the Beijing-Tianjin-Hebei region and empirically investigates the relationship between carbon dioxide(CO_2) emissions and its various factors for China's Beijing-Tianjin-Hebei region using panel data econometric technique. We find evidence of existence of Environmental Kuznets Curve. Results also show that economic scale, industrial structure, and urbanization rate are crucial factors to promote CO_2emissions. However, technological progress, especially the domestic independent research and development, plays a key role in C0_2 emissions abatement. Next, we further analyze the correlation between each subregion and various factors according to Grey Relation Analysis. Thereby,our findings provide important implications for policymakers in air pollution control and C0_2 emissions reduction for this region.
