Food safety regulatory systems in Europe and China:A study of how co-regulation can improve regulatory effectiveness

Food safety has received a great deal of attention in both developed and developing countries in recent years. In China, the numerous food scandals and scares that have struck over the past decade have spurred significant food safety regulatory reform, which has been increasingly oriented towards the public-private partnership model adopted by the Europe Union＇s （EU） food safety regulatory system. This paper analyzes the development of both the EU＇s and China＇s food safety regu- latory systems, identifies the current challenges for China and additionally considers the role of public-private partnership. The success of co-regulation in the food regulatory system would bring significant benefits and opportunities for China. Finally, this paper recommends additional measures like training and grants to improve the private＇s sector effectiveness in co-regulating China＇s food safety issues.

Chemical characteristics of precipitation at Nanping Mangdang Mountain in eastern China during spring

To study the characteristics of precipitation in eastern China, an automatic sampler was used to collect rainwater samples from 19 precipitation events at Mangdang Mountain, Nanping City, Fujiang Province, in the spring of 2009. We used ion chromatography to analyze the ionic components and concentrations, and inductively coupled plasma mass spectrometry （ICP-MS） to analyze dement compositions and contents. The results demonstrated remarkable acidic characteristics： in more than 80% of precipitation events the pH was less than 5.6, with an average of 4.81. Mass concentration results showed SO42- was the main anionic component （36.2% of the total anion mass）, while N/-/4＋ was the main cationic component （47.7% of the total cation mass） and main ion for acidity neutralization in the rainwater. Organic acid content accounted for 30.9% of total anion mass. The main trace metals were Ca, K, and Na. The S042-/N03- ratio was 1.4, indicating that precipitation in this region was influenced by complex air pollution - the product of individual coal-burning combined with vehicle exhaust pollution. Correlation analysis of the chemical composition of the precipitation indicated that acidity in this region was determined by a combination of all acidic and neutralization ions rather than any single ion component. The results also showed that Na＋ and C1- contributions were mainly by seawater; Mg2＋ by seawater and crustal materials; the NH4＋, K~, Ca2＋, NO3- and SO42- by anthropogenic sources; the trace metals were from the Earth＇s crust; and organic acids were potentially from combustion of biomass.

Entrepreneurship has gained widespread attention in the 21st century.This study aims to examine the direct effect of self-perceived creativity on e-entrepreneurship intention and the moderating effect of social media use on the relationship between self-perceived creativity and e-entrepreneurship intention.Data were gathered from 248 Omani entrepreneurs.The findings revealed that the direct effect of self-perceived creativity and social media use significantly influences e-entrepreneurship intention.Notably,the positive impact of self-perceived creativity on e-entrepreneurship intention was moderated by social media use.This study concluded that self-perceived creativity is a crucial factor at the start of the entrepreneurial process,as it contributes to designing new products and services.In addition,this study introduced social media use as a boundary condition on the relationship between self-perceived creativity and e-entrepreneurial intention.Therefore,this study differs from other studies,as it examines whether social media improves opportunities for entrepreneurs and works fordiscovering and generating opportunities.

AIM： To identify the current roles of eye and health care workers in eye care delivery and investigate their potential roles in screening and detection for management of diabetic retinopathy（DR） through task sharing.METHODS： Purposive sampling of 24 participants including health administrators, members from non-government organizations and all available eye care workers in Takeo province were recruited. This cross sectional mixed method study comprised a survey and in-depth interviews. Data were collected from medical records at Caritas Takeo Eye Hospital（CTEH） and Kiri Vong District Referral Hospital Vision Centre, and a survey and interviews with participants were done to explore the potential roles for task sharing in DR management. Qualitative data were transcribed into a text program and then entered into N-Vivo（version 10） software for data management and analysis. RESULTS： From 2009 to 2012, a total of 105 178 patients were examined and 14 030 eye surgeries were performed in CTEH by three ophthalmologists supported by ophthalmic nurses in operating and eye examination for patients. Between January 2011 and September 2012, 151 patients（72 males） with retinal pathology including 125（83%） with DR visited CTEH. In addition 170 patients with diabetes were referred to CTEH for eye examinations from Mo Po Tsyo screening programs for people with diabetes. Factors favouring task sharing included high demand for eye care services and scarcity of ophthalmologists.CONCLUSION： Task sharing and team work for eye care services is functional. Participants favor the potential role of ophthalmic nurses in screening for DR through task sharing.

In order to use science to manage human-nature interactions,we need much more nuanced,and when possible,quantitative,analyses of the interplay among ecosystem services(ES),human well-being(HWB),and drivers of both ecosystem structure and function,as well as HWB.Despite a growing interest and extensive efforts in ES research in the past decade,systematic and quantitative work on the linkages between ES and HWB is rare in existing literature,largely due to the lack of use of quantitative indicators and integrated models.Here,we integrated indicators of human dependence on ES,of HWB,and of direct and indirect drivers of both using data from household surveys carried out atWolong Nature Reserve,China.We examined how human dependence on ES and HWB might be affected by direct drivers,such as a natural disaster,and how human dependence on ES and direct and indirect drivers might affect HWB.Our results show that the direct driver(i.e.,Wenchuan Earthquake)significantly affected both households’dependence on ES and their well-being.Such impacts differed across various dimensions of ES and well-being as indicated by subindices.Those disadvantaged households with lower access to multiple forms of capital,more property damages,or larger revenue reductions also experienced greater losses in HWB.Diversifying human dependence on ES helps to mitigate disaster impacts on HWB.Our findings offer strong empirical evidence that the construction of quantitative indicators for ES and HWB,especially integrated models using them,is a viable approach for advancing the understanding of linkages between ES and HWB.
