Analysis Framework for the Low Carbon Eco-city Regulatory Plan Administration System: The Case Study on the planning of Eco-city of Taihu New city, Wuxi, China

Chinese cities need the appropriate administration system and governance model to support the implementation of low carbon eco-city projects, and to effectively scale up this urban development model across the nation. Currently, local planning authorities are piloting the implementation of these low carbon eco-city projects through the statutory Regulatory Plans system(the local district zoning plans system). However, the focus has been put primarily on the use of the relevant technologies and the control through design approval. There is a lack on research and study on the establishment of an effective planning administration and governance environment for the subsequent promulgation of this development model. This situation is affecting the speed in the scaling up of the implementation of low carbon ecological projects in Chinese cities. This paper argues that while technology applications and design issues are important factors, attention shall be put to setting up innovative planning administration and governance models for the statutory Regulatory Plan to facilitate the implementation of the low carbon eco-city projects. This paper puts forth an analysis framework on the administration and governance system which includes 4 governance components:(1) Administration platform and local capacity;(2) planning conditions and approval process;(3) External public policy context;(4) Developers involvement and participation. A case study was undertaken based on Taihu New city eco-city project located at Wuxi, China. Based on research and analysis of the project implementation process, the study examines the challenges faced by the local planning offi cials and development companies during the implementation stage of the low carbon eco-city project. Finally this paper puts forth initial recommendations that could lead to further research in this important area.

planning for a Healthy city: The Influence of Built Environment on Elderly's Body Mass Index

The influence of the built environment on human health has attracted increasing attention. Given that the elderly have been an integral part in China, the built environment not only influences their health, but also influences the life and work of their children, thus resulting in social problems. Based on questionnaire obtained data on the elderly people in Chongqing, an ordinal multi-categorical regression model is established to analyze the influence of built environment on the leisure and physical activities(especially walking) that the elderly participated in, and the influence on their Body Mass Index(BMI). The results show that, in addition to age and preference for high-calorie diet, whether there is convenient access to leisure and fitness places from where they live, and the corresponding distance in-between are significantly related to the BMI of the elderly. Particularly, the best distance range is less than 1,000 m, within which leisure and fitness places have significant impact on the BMI of the elderly and the influence shows distance decay. In the last section of this paper, according to the conclusion, proposals are put forward for the optimization of the built environment.

The redevelopment and regeneration of coal mining subsidence area has always been a hot topic in the?eld of social and scienti?c *** on remote sensing and the geographic information system(GIS)platform and considering the opinions of experts from various disciplines,this paper intends to take the landscape planning and design of the coal mining subsidence area in Nanhu of Tangshan as an example to discuss the planning design strategies and substantial implementing approaches to transform abandoned urban land into a national urban wetland park,which specifically includes:①anticipation of geological subsidence disaster and construction of ecological security pattern;②coal ash management;③garbage mountain transformation;④application of eco-technologies for solving ground subsidence,etc.,so as to provide technical methods and research ideas for the utilization directions,ecological protection,and construction of urban brown?eld in similar areas all over the world.

Research on the Model of General Landscape planning of city Road System

GIS-based Ecological Control Line planning of Landscape city

Against the background of accelerated urbanization in China, the expansion of urban land uses, especially the construction of development zones have incorporated urban development land uses, and more ecological spaces have been invaded by construction activities. However, the maintenance of urban ecological security, scientificity, integrality and continuity of ecosystem, as well as scientificity of the defining methods and the effective supervision of the basic ecological control line have become bones of contention. This paper, from the perspective of "anti-planning", synthesized the theories and methods such as urban-rural planning, ecology and GIS, coupled ecological sensitivity assessment and ecological security pattern to define the basic ecological control lines of the planning area in Anqing city. The basic ecological control line area includes ecological baseline area and ecological development area. Management and control strategies of basic ecological control line were elaborated from the following aspects: implementation of the basic ecological control line, protection and utilization of ecological resources within the lines, solutions to existing construction land within the lines, adjustment mechanism and implementation guarantee mechanism of basic ecological control line.

Residents’Self-Build:Local Practice and Local Wisdom Beyond planning--A Case Study on Renewal and Development in Hanyin Old city,Shaanxi Province

This paper focuses on the phenomenon of residents’self-build structures in the old city of Hanyin County since the 1980 s,and draws the following conclusions:firstly,regarding the local policies formed in the process of local practice beyond planning,i.e.,"neighbors’consent,""cooperative building,"and"building setback at no charge;"secondly,that the legal interpretation of neighboring relations is the legal basis for the rationalization of the policy beyond planning;thirdly,the local government’s selective use of planning tools and its cooperation with residents reflects the local wisdom,which helps to promote urban renewal at a lower cost.
