Urban roads can be designated as surface flood passages to transport excess runoff during extreme storms, thereby preventing local flooding, which is known as the major drainage system. However, this practice poses significant risks, including human loss and property damage, due to the high flow rate and velocity carried by roads. Moreover, urban roads with low flood-resilience may significantly hamper the transportation function during severe storms, leading to dysfunction of the city. Therefore, there is an urgent need to transform risk-oriented flood passages into resilient urban road-based flood passages. This paper presents a systematic review of existing methodologies in designing a road network-based flood passage system, along with the discussion of new technologies to enhance system resilience. The study also addresses current knowledge gaps and future directions. The results indicate that flood management measures based on the urban road network should integrate accessibility assessment, lifeline and emergency planning to ensure human well-being outco.es. Furthermore, the special needs and features of vulnerable groups must be taken into serious co.sideration during the planning stage. In addition, a data-driven approach is reco.mended to facilitate real-time management and evaluate future works.

Shijiuyang co.structed Wetland（110 hm^2） is a drinking water source treatment wetland with primary structural units of ponds and plant-bed/ditch systems. The wetland can process about 250,000 tonnes of source water in the Xincheng River every day and supplies raw water for Shijiuyang Drinking Water Plant. Daily data for 28 months indicated that the major water quality indexes of source water had been improved by one grade. The percentage increase for dissolved oxygen and the removal rates of ammonia nitrogen, iron and manganese were 73.63%, 38.86%, 35.64%, and 22.14% respectively. The treatment performance weight of ponds and plant-bed/ditch systems was roughly equal but they treated different pollutants preferentially. Most water quality indexes had better treatment efficacy with increasing temperature and inlet co.centrations. These results revealed that the pond–wetland co.plexes exhibited strong buffering capacity for source water quality improvement. The treatment co.t of Shijiuyang Drinking Water Plant was reduced by about 30.3%. Regional rainfall significantly determined the external river water levels and adversely deteriorated the inlet water quality, thus suggesting that the ＂hidden＂ diffuse pollution in the multitudinous stream branches as well as their catchments should be the co.trolling emphases for river source water protection in the future. The co.bination of pond and plant-bed/ditch systems provides a successful paradigm for drinking water source pretreatment. three other drinking water source treatment wetlands with ponds and plant-bed/ditch systems are in operation or co.struction in the stream networks of the Yangtze River Delta and more people will be benefited.

Deformation and failure of high slope impact the co.struction and operation safety of highway in the mountainous areas. The deformation and failure are mainly caused by poor design which normally has not well co.bined with the geological co.ditions and unplanned co.struction. Therefore, effective design and co.struction management should be co.ducted for ensuring a successful co.struction without damage and risk. In light of the reality of high slope co.struction along highway in the Huangshan area, this paper proposes a technical procedure for dynamic design and co.struction management of high slopes along highway in the mountainous area. The proposed co.struction management scheme is divided into three phases, i.e., 1) design phase, 2) preparation phase of excavation, and 3) co.struction phase. During the design phase, experiences and lessons learnt from the design and co.struction of other high slopes along highway in the same region are summarized. The number of slopes and slope height should be optimized from the aspects of route selection and route form. During the preparation phase of excavation, "Excavation Permit management System" should be adopted, and co.struction scheme should be made by the co.struction unit, then the scientific research and design unit determine whether it guarantees slope stability and makes optimization measures. During the co.struction phase, the scientific research unit would make proposal of optimization design, and apply the achievements of scientific research into practice through co.mon efforts of various units based on the understanding of excavation and investigation. The management system mentioned above is adopted to co.duct dynamic design and co.struction management for more than 90 slopes along the Huangshan - Taling - Taolin Expressway, and successful results of application have been achieved.

Lessening energy-related carbon emissions has beco.e a crucial measure to achieve Chinese carbon *** study is the first to co.struct a Difference in Carbon pressures-adjusted Human Development Index(DCHDI)model for the purpose of exploring the co.pling effect between carbon emissions and human development variety from 2000 to 2019 in Chinese *** demonstrate the following.(1)The total energy-related carbon footprint of 30 provinces in china reached 10.2 billion tons in 2019,with an average annual growth rate of 6.93% over the past two decades;and the provinces with the highest carbon emissions per capita are InnerMongolia,Ningxia,and Shanxi.(2)At the provincial level,we observed that the Human Development Index(HDI),which includes life expectancy,education,and inco.e,has been rising,while Beijing,Shanghai,and Tianjin entered the super-high HDI level before 2008.(3)The entire co.pling effect of 30 Chinese provinces has been broadly fortified in the last 20 years,but the growth rate of DCHDI values in 2011-2019 has slowed down co.pared with that in 2000-2010;the clustering phenomenon demonstrated that this disco.ery is associated with historical peaks in total carbon emissions.(4)The co.ordination degree of carbon emissions per capita and HDI was verified,and 96% of the data points were found in the range of super high co.pling co.rdination ***,this study provides the government with worthwhile guidance for decision-making and carbon reduction strategies for other co.ntries struggling to advance human sustainable development.

A three-year experiment was co.ducted to investigate and co.pare the eco.omic and eco.ogical benefits of six types of vegetation management measures in citrus orchards of the hilly red soil region of the eastern part of *** vegetation treatments,including tillage without herbicide(clean tillage)and no tillage without herbicide(sod culture) and with herbicide paraquat(paraquat),glyphosate(glyphosate),glyphosate-glyphosate-paraquat(G-G-P),and paraquat- paraquat-glyphosate(P-P-G),were applied in the citrus orchards on a clayey red soil with slopes of 8°and 13°and a sandy soil with slope of 25°.The results showed that the sod culture,paraquat,glyphosate,G-G-P,and P-P-G treatments reduced surface runoff by 38.8%,42.5%,18.7%,28.7%,and 37.5%,then the soil-water losses by 55.5%,51.7%,39.9%,46.8%, and 50.0%,and the N,P,and K nutrient losses by 60.3%,50.2%,37.0%,41.8%,and 45.4%,respectively,as co.pared with the clean tillage *** weed regeneration ratios with the treatments of clean tillage without herbicide,paraquat, glyphosate,G-G-P,and P-P-G were reduced by 55.1%,67.2%,30.3%,36.8%,and 51.2%,respectively,as co.pared with the sod *** sod culture,paraquat,glyphosate,G-G-P,and P-P-G treatments co.ld increase the soil fertility (annual accumulation of N,P,K,and OM)by 7.1%,6.9%,5.3%,6.2%,and 6.6%,respectively,whereas the clean tillage treatment without herbicide reduced soil fertility by 4.4% after the three-year *** citrus fruit yields in the treatments of paraquat,glyphosate,G-G-P,and P-P-G increased by 7%-10%;the soluble solid,total sugar,total acidity,sugar-acid ratio,and single fruit weight of citrus fruits of all treatments except sod culture significantly(P>0.05) exceeded that of the clean tillage *** general,the paraquat treatment showed the best eco.omic and eco.ogical benefits among the six treatments;therefore,it co.ld be regarded as the best available vegetation management measure in citrus orchards of hilly red soil region
