Revisiting Emergency Food Reserve Policy and Practiceunder Disaster and Extreme Climate Events

All food systems will continue to be affected by disasters and extreme climate events. Triggered by recent food crises around the world and climate change concerns,some governments have been trying to develop more robust and resilient food systems. One of the oldest options for many governments is to stockpile emergency food reserves for the purpose of food security and disaster preparedness. In the aftermath of the world food price crises in2007–2008 and 2011, some governments in Asia have been maintaining emergency food reserves to ensure greater supply and price stability. Disasters and extreme climate events help governments to justify emergency food reserves. This research examined emergency food reserve policies in Indonesia, the Philippines, and *** food reserves emerged as a practice where the shared objectives of development, disaster risk reduction,and climate change adaptation have been demonstrated by governments. The findings suggest that most governments maintain the strong view that adequate emergency food reserves can buffer national food price shocks and shocks from disasters and climate change, and soften disruptions in trade due to export bans during times of disasters and climate *** global climate change scenarios, food security is at risk and volatile(Porter et al. 2014). The expected increase in climate extremes has generated anticipatory actions from governments, including a new push for EFR policy adoption. The Securitization of Infectious Diseases

Securitization theory stipulates that an issue can be securitized if it is presented as an "existential threat" with speech acts and relevant norms established accordingly. Emerging and remerging infectious diseases have been increasingly framed in terms of security. The anthrax attacks and the outbreak of SAR accentuated the security implications of infectious diseases. Based on securitization theory, this article explores the process of securitizing infectious diseases. Using the World Health Organization (WHO) as a case study, the article argues that the securitization of infectious diseases has been reflected in the norms of WHO now that WHO maintains the authority in public health issues at the global level. However, the neutral position and technology-based approach on the part of WHO render the securitization problematic and controversial. The problems and controversies do not result from the securitization itself but from the imbalance of interests between developed and developing countries. While promoting securitization in WHO out of concern for their own security, developed countries should also take into consideration the public health concerns of developing countries.

Efficacy and safety of Amla(Phyllanthus emblica L.) in non-erosive reflux disease:a double-blind,randomized,placebo-controlled clinical trial

Background： Gastroesophageal reflux disease （GERD） is one of the most common gastrointestinal com- plaints. GERD, caused by the reflux of stomach contents into the esophagus, leads to troublesome symptoms such as heartburn and regurgitation. It is classified into two types： erosive esophagitis, characterized by visible esophageal mucosa erosion in endoscopy, and non-erosive reflux disease （NERD）. GERD is a chronic and recurrent disease that impairs the quality of life and imposes socioeco- nomic and therapeutic burdens to both patients and society. Objective： Due to the failure of the conventional treatments for GERD and to the traditional use of Amla （Phyllanthus emblica L.）, in addition to beneficial effects shown in recent studies, we evaluated the safety and efficacy of Amla tablet for improvement of symptoms of patients with NERD. Design, setting, participants and interventions： We designed a double-arm, randomized, double-blind, placebo-controlled clinical trial. Sixty-eight patients who had classic symptoms of GERD （heartburn, regurgitation and epigastralgia） for at least three months before the start of the trial were randomized in two parallel groups. Patients in the Amla group received two 500 mg Amla tablets twice a day, after meals, for 4 weeks. In the control group, patients received placebo tablets similar to the Amla prescription. Main outcome measures： The patients were visited at baseline, and at the end of the 2nd and 4th weeks of intervention; their symptoms were measured on a frequency and severity scale for the symptoms of NERD, according to the quality of life in reflux-associated disease questionnaire. Results： Frequencies of heartburn and regurgitation in both groups of the study were significantly reduced after intervention （P 〈 0.001）. The traditional authentication system is based on the secret key, and is mainly based on public key infrastructure （PKI）. Unfortunately, a key has many disadvantages, for example, the key can be forgotten or stolen, and can be easily cracked. Nowadays, authentication systems using biometric technology have become more prevalent because of the advantages over password-based authentication systems. In this article, several biometfic authentication models are presented, upon which most biometric authentication systems are based. Biometric authentication systems based-on these models provide high security for access control in non-face-to-face environment such as e-commerce, over open network.

Lingguizhugan Decoction(LGZG)has been investigated in basic studies,with satisfactory effects on insulin resistance in non-alcoholic fatty liver disease(NAFLD).This translational approach aimed to explore the effect and underlying mechanism of LGZG in clinical setting.A randomized,double-blinded,placebo-controlled trial was performed.A total of 243 eligible participants with NAFLD were equally allocated to receive LGZG(two groups:standard dose and low dose)or placebo for 12 weeks on the basis of lifestyle *** primary efficacy variable was homeostasis model assessment of insulin resistance(HOMA-IR).Analyses were performed in two populations in accordance with body mass index(BMI;overweight/obese,BMI 24 kg/m^(2);lean,BMI<24 kg/m^(2)).For overweight/obese participants,low-dose LGZG significantly decreased their HOMA-IR level compared with placebo(0.19(1.47)versus 0.08(1.99),P=0.038).For lean subjects,neither dose of LGZG showed a superior effect compared with *** DNA immunoprecipitation sequencing and real-time qPCR found that the DNA N6-methyladenine modification levels of protein phosphatase 1 regulatory subunit 3A(PPP1R3A)and autophagy related 3(ATG3)significantly increased after LGZG intervention in overweight/obese ***-dose LGZG effectively improved insulin resistance in overweight/obese subjects with *** underlying mechanism may be related to the regulation of DNA N6-methyladenine modification of PPP1R3A and *** subjects may not be a targeted population for LGZG.

Constructive Development of ***:Intrinsic Logic and Vision Constitution at non-interest Level

Between 2002 and 2003 he was sent by the CICIR to Brown University as a visiting scholar under a sponsorship from the China Scholarship Council. Part of this paper is based on his research during that period

International relations are interactions mainly between states and between international organizations. Since states and organizations are made up of people, these interactions are influenced by human nature. This is the same for Sino-U.S. relations as can be seen by recent developments which show the influences of human thinking and cultural values. The improvement seen in their relations has been cemented by a fostering of mutual understanding and commonality of cultural values. Positive development acquired during diplomatic interactions offer useful lessons for future cooperation. Relations between China and the U.S. can be further improved by learning from history, having a clearer perception and building mutual trust.

Calculation on energy-related CO2 emissions in China(2010～2050)

On the basis of MARKAL-MACRO model of'Energy-Economy-Environment'system and Keyfitz model of demography,energy demand in China in the future was *** scenarios were put forward taking into account of energy efficiency, energy structure and restriction of climate ***2 Emissions in China will reach peak value 11.85 Gt in 2042 in reference scenario;10.75 Gt in 2036 in optimized scenario;and 9.47 Gt in 2031 in restriction scenario of climate change. Compare with reference scenario, carbon emissions in restriction scenario of climate change will decline by 2.38 Gt,and peak time will be llyears *** the development of urbanization and industrialization,carbon emissions from electric power, cement,steel will rise gradually then go down;but emissions from traffic will go up continuously because of the increase of vehicle fleet.
