Climate change vulnerability assessment is an essential tool for identifying regions that are most susceptible to the impacts of climate change and designing effective adaptation actions that can reduce vulnerability and enhance long-term resilience of these *** study explored a framework for climate change vulnerability assessment in the new urban planning process in Jangwani Ward,***,taking flood as an example,this study highlighted the steps and methods for climate change vulnerability assessment in the new urban planning *** the study area,95 households were selected and interviewed through purposeful ***,10 respondents(4 females and 6 males)were interviewed for Focus Group Discussion(FGD),and 3 respondents(1 female and 2 males)were selected for Key Informant Interviews(KII)at the Ministry of Lands,Housing and Human Settlements *** study indicated that climate change vulnerability assessment framework involves the assessment of climatic hazards,risk elements,and adaptive capacity,and the determination of vulnerability *** average hazard risk rating of flood was *** and livelihood activities and physical infrastructures both had the average risk element rating of 3.0,and ecosystems had the average risk element rating of *** capacity ratings of knowledge,technology,economy or finance,and institution were 1.6,1.9,1.4,and 2.2,*** vulnerability levels of socioeconomic and livelihood activities and physical infrastructure were very high(4.0).Ecosystems had a high vulnerability level(3.8)to *** very high vulnerability level of socioeconomic and livelihood activities was driven by high exposure and sensitivity to risk elements and low adaptive *** study recommends adoption of the new urban planning process including preparation,planning,implementation,and monitoring-evaluation-review phases that integrates climate change vulnerability assessment in

REDD+ benefit sharing under models tested by pilot projects in Tanzania:Inputs towards developing national benefit-sharing mechanism models

This paper presents results of the assessment on benefit sharing and payment mechanisms tested by six non-governmental organizations(NGOs)-piloted Reducing Emissions from Deforestation and Forest Degradation(REDD+) initiatives in *** from the assessment indicate that models applied by most of the REDD+ pilot projects have provided most of decisions for the distribution of benefits to the communities through village general *** on requirements of the tested models,national benefit-sharing mechanism models are *** attributes to be considered in the development of national benefit-sharing models should include:(i) ensuring that the existing government structure is not excluded to ensure sustainability;(ii) village general assembly is involved in determining the distribution of the benefits accrued;and(iii) transparency in handling the carbon finance is *** that are proposed for the national REDD+ benefit sharing apply to two forest management systems,namely Joint Forest Management(JFM) and Community Based Forest Management(CBFM).The paper recommends testing of the two proposed models to determine whether they could be useful in sharing benefits resulting from REDD+ in Tanzania.

Suitability Analysis of Satellite Towns Using Saaty Model and Geographical Information System (GIS)

Dar es Salaam is one of the fastest growing cities in East Africa, with a population of 4,364,541 whose annual growth rate is 4.5%. The population increase is mainly caused by rural to urban migration causing traffic congestion, unemployment, emerging of unplanned settlements, inadequate infrastructure, and social and housing services. In order to overcome these challenges there is an urgent need to establish and determine suitable locations of satellite towns to the outskirts of the central business district (CBD) to strengthen economic and social activities using reliable techniques. Selecting suitable locations of satellite towns has been determined by using distance from the CBD and population growth indicators. The limitations of using these indicators include unsuitable locations, which ultimately failed to attract economic growth in such areas. In this study, we introduce a new approach of selecting suitable location of satellite towns in fast growing cities. This approach uses Saaty Model and Geographic Information Systems techniques, whereby a pair wise comparison matrix, consistency index and consistency ratio are employed to determine suitable locations of satellite towns in Ubungo and Kinondoni Municipalities. Also, seven criteria were used to produce suitability maps for water, power line, road, communication line, elevation, slope and land use. The results obtained from this study show that about 5.31% of the area was classified as highly suitable, 29.82% as moderately suitable, 24.27% as marginally suitable and 40.6% permanently unsuitable. Locations of satellite towns determined using Saaty model was found to be on highly suitable areas whereas locations of satellite towns proposed by the Dar es Salaam master plan were located on marginally suitable areas. The study concludes that Saaty Model, if integrated with GIS, can be effectively used to determine suitable locations for satellite towns in urban areas.

Drivers of Land Cover Dynamics for Pugu and Kazimuzumbwi Forest Reserves in Kisarawe, Tanzania

Forests that are close to growing urban centres have been subject to constant deforestation and degradation from various factors. This study assesses the drivers of land cover dynamics in Pugu and Kazimzumbwi forest reserves in the context of urban and peri-urban expansion of Dar es Salaam for the past three decades. The study adopted review of relevant literature and household survey from three settlements surrounding the forest reserves. One hundred and fifty (150) households were collected from Buyuni, Chanika and Masaki in Ilala and Kisarawe and administered with semi-structured questionnaire to collect information on migration, use of forest products by communities and perception on climate change and variability. SPSS computer program was used to analyse the questionnaire data while tables and graphs were adopted for presentation of the results. Rural-urban and internal urban migration in Dar es Salaam was identified as one of the primary drivers of land cover dynamics in peri-urban areas and adjoining environments. The migration was intensified by push drivers which include urban growth, market of land and reliance on forest product among community members as source of their livelihoods. The increased rainfall variability accompanied with high temperature has contributed to frequent droughts which compromises rainfed agriculture. Thus, the successful conservation of the forest will require strengthened enforcement of protection measures supported with introduction of alternative livelihood strategies for majority of poor community members.

Evaluating Climate Change Effects on Natural Resources Using Remote Sensing Technologies： A Case of Kazimzumbwi Forest Reserve, Kisarawe in Tanzania

Poor countries are prone to climate change effects due to lack of mechanisms to mitigation. As such, they are most vulnerable to effects of climate changes which are floods, drought, deforestation, environmental degradation and so on. Many of affected communities particularly in rural areas and urban poor have resorted to migration to viable agricultural lands and urban areas increasing pressure on available social services. This situation has led to depletion of natural resources in the fringes of the cities in search for shelter, food, water, energy etc.. Dares Salaam city is highly prone to environmental degradation by being highly populated and closer to the Kazimzumbwi Forest National Reserve, which has been a resource of logging at the guise of sustainable livelihood of Dares Salaam city residents. This paper is reporting on a study undertaken in ENVI ＆ ARCGIS software environment to evaluate the extent of environmental degradation in the forest reserve for the period of 16 years i.e. 1995-201 l, firstly, for purpose of informing policy makers and administrators to determine the extent of the problem and secondly to provide evidence for development of effective mitigation measures. Results revealed a considerable environmental degradation within the forest reserve over the study period. This was attested by a decrease of forests by 42%, grass land, as well as increase of bare land and grass land by 26% and 42% respectively. This is a testimony that there was a significant environmental degradation and loss of natural resources during the study period which should be addressed by relevant authorities.

Critical Analysis of the Challenges of Solid Waste Management Initiatives in Keko Machungwa Informal Settlement, Dar es Salaam

Solid waste is inevitable because by nature every human activity generates a certain amount of solid waste. The rate of solid waste generated tends to increase with the increase in population. Despite existence of various efforts on solid waste collection, still the quantity of solid waste collected is small compared to the solid waste generated. The situation is even worse in unplanned settlements of developing countries, where, ineffective solid waste collection is contributed to by haphazard solid waste disposal and hence environmental pollution. Therefore, having an effective and efficient solid waste management system is a major challenge in cities of developing countries, and thus more consulted efforts are needed. This paper presents finding based on the study carried out in Keko Machungwa informal settlement in Dar es Salaam, Tanzania. The study explored challenges facing solid waste management initiatives in Keko Machungwa and recommended measures for improvement. Data for this study was collected through documentary review, household interviews, focus group discussions, physical observations and official interviews. The analysis reveals that solid waste generated in Keko Machungwa is 16 tones per day, among those, only 4.56 (less than 50%) are collected. About 11.44 tones of uncollected waste are illegally dumped into a seasonal stream and in different vacant lots hence causing blockage of the seasonal stream. Different groups engaged in solid waste collection are deterred by many challenges. The challenges include: lack of cooperation among the existing solid waste collection organs, inaccessibility in some places, low public participation, financial constraints and unwillingness of local community to pay for solid waste collection fees. Integration of Transport and Land Use Planning by Transit-Oriented Development for Economic Sustainability of the Standard Gauge Railway Projects in Tanzania

Tanzania is one of the countries in Africa that has engaged in the projects for construction of the electrified Standard Gauge Railway (SGR). However, lack of integration of transportation and land-use planning threatens economic sustainability of the SGR project. This study was carried out for the purpose of finding-out how transportation can be integrated with land-use planning for economic sustainability of the project. The study was carried-out by using qualitative research approach through demonstration as case study. Findings show that construction of the SGR is not integrated with land-use planning around the stations and along the SGR corridor. It is concluded that economic sustainability of the SGR projects can be achieved by integration of transport and land-use planning. As demonstrated, it is recommended to deliberate for integration of transportation and land-use planning in the SGR projects of which the prime land within Transit Stations can be efficiently used by using Transit Oriented Development and secure more land for production activities around the Transit Stations and along the SGR corridor.

Towards a New Geoid Model of Tanzania Using Precise Gravity Data

The new geoid model of Tanzania is a major breakthrough in the determination of vertical heights for the past 60 years. A new geoid model has been computed using precise gravity data supplemented with marine gravity data from Gravity Recovery and Climate Experiment （GRACE） satellite and new high-resolution satellite gravity data from Gravity field and steady-state Ocean Circulation Explorer （GOCE）. A digital terrain model was also used based on 15＂ Shuttle and Rader Terrain Model （SRTM） data. The use of gravity data makes an orthometric height easily computed using Global Navigation Satellite System （GNSS）. The GNSS is being used in many African countries including Tanzania and soon it will replace conventional leveling technique and avoid frequent maintenance of benchmarks. This paper presents preliminary result of a new geoid model which shows that by using precious gravity data and Remove-Compute-Restore technique, an accuracy of 10 cm can be reached.

Flooding in Informal Settlements: Potentials and Limits for Household Adaptation in Dar es Salaam City, Tanzania

Rapid urbanization and climate change are compounding the vulnerability of the urban poor to natural hazards, particularly in the global south. Large number of the population in cities of developing countries live in informal settlements characterized with lack of infrastructure facilities and services. Majority of the informal settlements are located in risk areas such as low-lying lands and river banks whereby climatic threats associated with flooding are common. The urban informal settlements are thus disproportionately more vulnerable due to their greater exposure associated with their geophysical location, under-invested infrastructure facilities as well as poor housing quality. While it is widely acknowledged that the need to adapt to climate change related hazards such as flooding is no longer an option, literature suggests that potentials and opportunities for adaptation are unevenly distributed among global regions, communities, sectors, ecological systems as well as across different time periods. This study sought to explore the potentials and limits of households living in flood prone in an informal settlement of Magomeni Suna, Dar es Salaam Tanzania. The study employed a mixed method research design using both quantitative and qualitative data collection and analysis. Quantitative data were collected through a structured questionnaire administered to 199 randomly selected respondents, while non participant observation was used to capture information related to household physical adaptation measures. Key informant interviews were used to elicit data from purposively selected representatives of government and other local institutions. Two focus group discussions supplemented the data collected through the other methods. The results show that households employ multiple options for flood adaptation ranging from structural measures aimed at preventing flood water from entering the houses, to action oriented strategies such as relocation. Semi-automatic Building Extraction from Quickbird Imagery

Automatic extraction features and buildings in particular from digital images is one of the most complex and challenging task faced by computer vision and photogrammetric communities. Extracted buildings are required for varieties of applications including urban planning, creation of GIS databases and development of urban city models for taxation. For decades, extraction of features has been done by photogrammetric methods using stereo plotters and digital work stations. Photogrammetric methods are tedious, manually operated and require well-trained personnel. In recent years, there has been emergence of high-resolution space borne images, which have disclosed a large number of new opportunities for medium and large-scale topographic mapping. In this paper, a semi-automatic method is introduced to extract buildings in planned and informal settlements in urban areas from high resolution imagery. The proposed method uses modified snakes model and radial casting algorithm to initialize snakes contours and refinement of building outlines. The extraction rate is 91 percent as demonstrated by examples over selected test areas. The potential, limitations and future work is discussed.
