Legal education is bound up with the background of the legal system. In the past 100 years, the Qing Dynasty, the Japanese colonial government and the People＇s Republic of China have successively dominated Taiwava Since the Martial Law was removed in the 1980s, politics in Taiwan has become more free and democratic. As a result, the number of universities and law schools has increased rapidly. After 1990, the number of law schools increased However, the people who work in the legal field leave an impression of legal professionals with the public, due to the Taiwan government policy. It seems that the government and the public believe that legal knowledge is only a matter to those legal persons. This misunderstanding hindered the popularization of legal knowledge with the public. Macao was one of the earliest port cities in China to be opened to foreigners; but how, under the institutions of Ming dynasty China, it should be opened to the Portuguese, and what its character and function should be, were subjects that triggered controversy both at court and among non-officials. It was only after a lengthy process of evolution that Macao finally developed into a commercial city. The special political environment, administrative patterns and social experiences of early Macao created a unique character and tradition of ＂harmony amidst difference, and difference amidst harmony＂ that was maintained for centuries with undiminished vitality.

Macao, a former Portuguese colony and now one of only two Special administrative Regions of the People＇s Republic of China, is undergoing unprecedented socio-economic growth and transformation. Using Macao as an empirical case, the paper examines the challenges of regional integration and globalization on legal theories, identifies how law interacts with other socio-cultural factors, and analyzes the self-reflection and self-adjustments of a legal culture in dynamic and diverse dimensions of time and space. The paper aims to find an innovative approach to discover the progressive pattern of inertia, evolution, survival, diffusion and interaction of a legal tradition in a global context.

The segmentation of the social protection system in China renders the system not only inequitable but *** employed in the public sector,particularly civil servants,are＂overprotected＂,while workers in the non-public sector,especially farmers and rural migrant workers,are＂under-protected＂.The segmented pension system impedes labor mobility while increasing administrative *** aimed at developing the new rural cooperative medical system and new rural old-age insurance scheme,as well as policies aimed at encouraging migrant workers to participate in urban social insurance programs,help improve the equity of social ***,competition between different local governments to win the ＂welfae crown＂ and the heavy brden placed on local finance caused by welface overspending has been hurting the sustainability of social protection *** following measures are suggested to address these problems;First,cease using social insurance coverage as an indicator of work performance for government officials;second,enhance the responsibility of the central government in social expenditure while increasing public transfers to less-developed regions in order to improve social assistance and merit goods provision;third,integrate or reorganized various sgements into one entity under each insurance program,with the purpose of eventually eliminating the segmentation problem in China＇s social protection system.

About half of the food safety incidents in 2005 and 2006 were related to food additives. Early in 2007, the main problem for administrative enforcement is the issue of food additives. This paper analyzes one such incident: the fermented flour paste incident in Beijing roast duck that occurred in early 2007. We put forward suggested ways to perfect the legal system regarding Chinese food additives by focusing on legal and management mechanisms. This includes optimizing higher-level laws for food additives, improving the standards system, cultivating the appropriate concepts, implementing preventive measures, and facilitating routine law enforcement.
