The operating processes of boards of directors are delicate and complex, so corporate legislation cannot simply equate board structure law with board governance law. It is therefore necessary to start from China＇s actual conditions and grasp the operating processes of Chinese boards with a sober appreciation of the irrational elements in their operating mechanisms. Board governance has entered a new stage of institutionalization, and the law should shift from its emphasis on structure to give equal attention to structure and process in optimizing institutional structure. In the construction of board operating mechanisms, we should treat differently such ＂living laws＂ as customs, experiences and traditions, give full play to the functionality of boards＇ strategic choices, and provide legal regulation of irrational elements, so as to distinguish between different roles, develop consensus, select strong points and improve efficiency. We should build control over board operational procedures, improve the system of functional allocation, correct assessment mechanisms, develop a mechanism for judicial scrutiny of the affective relationships in society and curb such behavioral tendencies as relational identity, structural bias and group polarization, with a view to controlling such ＂living laws＂ within the framework of the basic values and principles of board governance.

Although the TRIPS Agreement has provided common rules for the protection of intellectual property rights, countries at different levels of development have their own autonomous discourse rights in relation to the understanding and interpretation of intellectual property rights （IPR）. In a sense, this is also the ＂discourse power＂ of a country or people within the institutional arrangements of the IPR system. In China, IPR legal research has progressed in tandem with a deeper understanding of the nature of IPR and a growing recognition of autonomous discourse rights. Construction of an interpretative IPR theory that is supported by indigenous culture and tradition has become the common endeavor of IPR scholars. Chinese scholars have abandoned the blind faith that IPR are natural rights or the assertion that they are simply a policy tool. However, due to a lack of a shared discourse and consensus, irrational or even fiercely opposed views still exist among IPR scholars today. At times, such ＂dialogue failure＂ arises more from different value orientations, limited perspectives and logical differences than from differing academic viewpoints. This has somewhat hindered the overall starting up and smooth operation of the Chinese IPR system. In order to better implement the National intellectual property Strategy Program, to promote theoretical research on IPR under Chinese discourse, and to accelerate the establishment of an autonomous discourse system of IPR theory, we have organized this group of papers. Among them, Professor Xu Xuan from the College of intellectual property and Law School at Jinan University proceeds from the assumption that the existing IPR system is an institutional arrangement based on equilibrium considerations and suggests that the methods of legal philosophy and dialectical logic be adopted to understand IPR intuitional arrangements. Recently, a new type of Radio Frequency IDentification （RFID） system with mobile readers is introduced. In such a system, it is more desirable for mobile readers to identify tags without a back-end server, and thus it is frequently referred as a serverless mobile RFID system. In this paper, we formalize a serverless mobile RFID system model and propose a new encryption-based system that preserves the privacy of both tags and readers in the model. In addition, we define a new adversary model for the system model and show the security of the proposed system. Throughout comparisons between ours and the other alternatives, we show that our proposed system provides a stronger reader privacy and robustness against a reader forgery attack than the competitors.

The Global Navigation Satellite System Reflectometry(GNSS-R) has been proven to be a powerful technique for retrieving geophysical parameters of ocean and land. Airborne GNSS-R is an important experimental platform, because it is not only needed as validation for spaceborne application, but also possesses the advantages to be capable of remote sensing of small and medium scale targets, such as rivers and lakes. This paper presents an overview of China's airborne GNSS-R campaign conducted on May 30, 2014, in Henan. The campaign has two objectives, i.e.:(1) to examine the capability of a GNSS-R payload developed by National Space Science Center,Chinese academy of Sciences(NSSC, CAS) for airborneobservations and(2) to study the algorithms for soil moisture and river remote sensing, including altimetry and flow velocity measurement. A previous paper has presented results of soil moisture retrieval as part I, and in this paper,initial results of the Yellow River remote sensing are presented as part II. This paper presents the river altimetry results and explores a new potential application of GNSS-R technology, which is used to detect the flow velocity of the river. The river surface height results observed by code delay altimetry method were consistent with the height results of GPS dual-frequency differential positioning altimetry. The GNSS-R altimetry results showed that decimeter level heights were achieved in 1-min sliding average. Comparing with in situ measurements, the GNSSR flow velocity result was reasonable; the error was about0.027 m/s, which indicated the validity and feasibility of using GNSS-R technique to detect river flow velocity.
