数字时代为全民数字技能发展提出了新的要求，通过数字技能发展提升人力资源成为全球教育和培训改革的重要内容，提升全民数字技能、形成数字发展新格局也是我国建设社会主义现代化强国的重要战略举措之一。研究基于世界银行主办的“东亚和太平洋国家数字技能发展研讨会”上的发言材料和相关文献，以新加坡、韩国和印度尼西亚为例，进行三国数字技能发展的比较研究，具体包括数字技能发展的政策保障、数字技能发展的技术支撑、以及数字技能发展的职业培训。基于研究结果，对我国数字技能发展提出四点启示，包括推进多方协同的全民数字技能发展的政策制定和治理模式；厘清数字技能涵盖的内容和建立数字技能的等级及标准；建立服务全民数字技能发展的基础设施和一站式平台；加强职业教育、普通教育、继续教育贯通融通和持续提升的数字技能培训。

This paper discusses the benefits of investment in skills in China. We highlight the achievements China has made over time in human capital investments and the new challenges that have emerged as the country develops. To fuel China’s further economic growth and social developments, it is essential to take a more holistic view on skill investments. We suggest policies that promote both economic efficiency and social mobility.

Best Practice Standards and Methodology for Crane Operator training—A Global Perspective

Crane operators control mobile or stationary cranes to lift, move and place objects at locations such as building and construction sites, wharves and shipyards. This activity occurs all over the world and is a high risk task with many noted examples of serious incidents and accidents. There are identifiable key causes that have been noted through analysis of the well documented cases and many of these causes are preventable through effective training programs. Internationally, there are not currently consistent approaches to crane operator training program content or duration. Leading causes of crane accidents are firstly discussed and identified as areas for inclusion in training programs. A number of current training approaches from a range of countries are then considered and these are used to outline the basis of a generic competency standard for crane operation, as it was found that there are not common standards in place. The proposed competency standard can be adapted by training regulators, training providers, government agencies, industry bodies and enterprises as a benchmark for the development of effective training programs.

In France,the field of lifelong learning has undergone many changes since 2014 according to the laws that have been promulgated[Law No.2014-288 of 5 March 2014 on vocational training,employment and social democracy https://www.***.gouv.fr/affichTexte.do?cidTexte=-JORFTEXT000028683576&categorieLien=id;Law n°2018-771 of September 5,2018 for the freedom to choose one's professional future https://www.***.gouv.fr/affichTexte.do?cidTexte=JORFTEXT000037367660&categorieLien=id.].While the reform on vocational training for employment and social democracy finalized the decentralization of vocational training by giving regions the means for a more coherent action and placed them as a pilot for the construction of training policies,the recent law for the freedom to choose one's professional future recentralises the regulation of continuing vocational training and sandwich courses.This development will not fail to impact the governance of the CFA,especially those of Higher Education anchored in the small territories.Faced with this major structural issue in the specific context of a small island economy,the University Center for Apprenticeship training in the Corsican region strives,for a decade,to contribute to the enhancement of the professional integration of work-study students from the University of Corsica,by the development and the durability of determining factors characteristic of a small territorial area in search of structuration[Specially:increased employability and quality of professional integration of its human capital,demonstrated growth in the level of skills acquisition in line with the needs expressed by local socio-economic actors,transfer of relevant knowledge through the learning process,active incentive to entrepreneurial capacity.].After having highlighted the qualitative results resulting from the activity dynamics of the CFA University in Corsica,this contribution will analyze the perspectives drawn from the exemplary nature of the latter in the context of a new law that is supposed to

本文从政治经济学视角对国家的技能形成体系作框架要素上的理论阐释。基于工作技能本源于学校教育和工作场所学习这一事实，本文分析了国民教育系统在技能供给方面存在的逻辑局限性、业界职业技能培训的两面性（通用与专用），以及国民经济生产系统对技能的利用方式与程度。旨在阐明一个国家的技能形成体系受其国民教育系统与生产系统的共同牵制，是国家政治经济和历史文化等体制因素合力作用的结果。

技能形成问题是我国从制造大国迈向制造强国的关键问题。通过类型化探究，发现专用型技能面临“挖墙脚”和“工作保护”的形成难题，而高技能需要达到非程序化的操作和认知水平。深入分析行业专用型的德国“职业人”模式、企业专用型的日本“企业人”模式、通用型的美国“能力人”模式，发现制造强国在劳动力的技能形成背景、职业教育与培训系统、人才培养方式、职普关系等维度各有特色。当前，我国要加快推动技能形成，促进产业结构调整；加强工作保护，降低专用技能学习风险；优化中职定位，培育设计型操作人才；强化高职定位，培养分析型与互动型认知专用技能人才。
