＜正＞ The Solar Energy Program of the Sino-German Financial Cooperation on the implementation of PV Diesel Hybrid systems for mini-grid village electrification started early 2002. Step by step, the program expanded to four provinces: Yunnan, Xinjiang, Qinghai and Gansu. A joint consultant team - Projekt-Consult GmbH from Germany and JKD of IEE/CAS from China - was put in charge to support local partners during implementation. Suitable villages without grid connection and complying with a set of agreed selection criteria were identified in various prefectures of the provinces. Provincial service companies in the four provinces were supported for the establishment of management regulations for appropriate O＆M schemes and fee-collection in order to assure sustainable operation. Construction companies were identified by public tenders in order to install the village power systems. Constructed in 2004, the first 26 PVH plants passed Preliminary Acceptance Inspection successfully early 2005 in Yunnan and Xinjiang. Construction of more than 150 additional PVH plants in Xinjiang and Yunnan as well as in Qinghai and Gansu Provinces is under preparation and scheduled for late 2005 to late 2006. After the village power systems have successfully passed Final Acceptance Inspection, provincial service companies will be fully responsible for their sustainable operation for the benefit of rural villagers.
