Mapping cloud computing in university e-governance system

Purpose–The purpose of this paper is to propose a model to map the on-premise computing system of the university with cloud computing for achieving an effective and reliable university e-governance(e-gov)system.Design/methodology/approach–The proposed model incorporates the university’s internal e-gov system with cloud computing in order to achieve better reliability,accessibility and availability of e-gov services while keeping the recurring expenditure low.This model has been implemented(and tested on a university e-gov system)in the University of Kashmir(UOK);case study of this implementation has been chosen as the research methodology to discuss and demonstrate the proposed model.Findings–According to the results based on practical implementation,the proposed model is ideal for e-governed systems as it provided adequate cost savings and high availability(HA)with operational ease,apart from continuing to have the necessary security in place to maintain confidential information such as student details,grades,etc.Practical implications–The implication of this study is to achieve HA and to reduce the cost from using external clouds,mapping internal IT servers of the university with the external cloud computing services.Originality/value–Because no established mapping model for universities has been provided for effective,low-cost,highly available university e-gov system,the proposed mapping model through this paper closes this gap and provides guidelines to implement a hybrid-mapped e-gov model for universities while keeping the recurring expenditure on cloud computing minimal.The paper provides the perceptions of its adoption at UOK for achieving high reliability,accessibility and uptime of its e-gov applications while keeping the recurring expenditure on cloud computing minimal.

Local Knowledge of Sports Integration Education

This study aims to understand public physical education teachers’cognition of inclusive sports in Chinese universities,and to further explore the practical significance and theoretical enlightenment of this specific cognition.This research adopted the TMATIES scale to measure,and then,based on grounded theory,selected 30 physical education teachers from six national universities(the first batch of inclusive demonstration universities),for in-depth interviews.The study found that these teachers’cognition of inclusive sports in universities mainly consists of four dimensions:the instinct and value of inclusive sports,challenges of implementing inclusive sports,teaching implementation and evaluation of inclusive sports,and improvement of teachers’skills in the process of implementing the inclusive sports.It is necessary to expand the professional talent training path of inclusive sports and build a multidimensional student safety guarantee system to promote the high-quality development of inclusive sports.

Procurement Method Selection for Building Maintenance Projects: The Case of Malaysian Public universities

The purpose of this paper is to implement and validate a decision making framework for building maintenance projects. The growing importance of maintenance sector not only in Malaysia but al- so increasingly globalized, the difficulty in selecting an appropriate procurement method and lack of research in this area provide an impetus for this research. There were 19 procurement selection criteria identified. In addition, there were 4 types of procurements methods which include outsourcing by specialist term contract, outsourcing by tendered schedule term contract, out- sourcing by repair and maintenance contract and outsourcing by measured term contract identified to be the most popular procurement methods adapted by public universities currently and at the same time were considered most important. The decision making framework was developed based on AHP technique and principles. Expert Choice Software was employed as development tool where the criteria and alternatives were integrated into the framework. Finally, structured interview was conducted to validate the framework developed. The validation process was carried out through structured interview with selected public university.

The Efficiency Measurement of Indonesian universities Based on a Fuzzy Data Envelopment Analysis

The main objective of this study is to measure the relative efficiency of Indonesian universities in 2015. There are twenty five DMUs with four inputs and five outputs that are analyzed. Due to the low number of Indonesian scientific publications, this study analyses the performance of the top 25 universities based on the Webometrics ranking as it has been used as one of the indicators of university achievements by the Higher Education of Indonesia. The Data Envelopment Analysis (DEA) is used to obtain the scores of efficiency, while the Fuzzy approach is applied to address the possibility of errors from the auditor’s assessment in determining the input and output variables correctly. The FDEA can be used in measuring the universities performances under imprecise inputs and outputs. Both the CRS (constant returns to scale) and the VRS (variable returns to scale) models are presented. The empirical results show that 36 percent of universities perform efficiently on the CRS model while 52 percent of universities have efficient performances under the VRS model. Furthermore, the well-known universities have shown relatively low scores, which indicate they need to improve their performances in publishing scientific work, as well as providing useful information to the public through the official websites. Generally, the results of the VRS model are better than the CRS model for both the DEA and the FDEA methods.

Activity-Based Costing of Library Services in universities——A Case Study of a Private University

An organization’s costing system is a system that helps the management with the strategy planning while the system plays an important role in providing accurate cost information about the products and customers.In other words,the costing management system is important to provide timely and quality information to help managers in their decision-making process.Producing quality graduates is the main objective of any university and the cost of quality or the cost of poor quality is one that is often difficult to measure in higher education.This can be partly attributed to the fact that most accounting systems are not structured to capture important cost-of-quality information.In order to succeed,many organizations tend to shift from conventional or traditional costing system to Activity-based costing(ABC).ABC provides both higher education administrators and policymakers with better information on which to base decisions.The use of multiple cost pools and drivers under ABC leads to more detailed and accurate product costing than that provided by traditional cost systems.This paper attempts to investigate the possibilities and limitations of implementing ABC in universities.More specifically the study makes use of the case study method to illustrate the implementation of activity-based costing of library services in a private university in the Kingdom of Bahrain.The research methodology of the case study is a combination of both descriptive and quantitative analyses.The study identified six categories of cost pools which are related to the activities of the library as well as 17 relevant cost drivers.Accordingly,ABC should lead to a better understanding of what drives costs and,by extension,what changes are necessary to reduce costs.Unnecessary activities that do not add value to services can be identified and eliminated.Further ABC is feasible in an academic library and that much can be gained from the process of analyzing activities.However,more work needs to be done in terms of designing accounting and other infor

Barriers to the Adoption of BOT Contracts System for Infrastructural Development of Technical universities in Ghana

The study was conducted with the aim of exploring the barriers to the adoption of BOT contract systems for infrastructural development of technical universities in Ghana. In an empirical questionnaire survey with professionals and experts in the construction and education sector, the respondents were invited to rate their perception on the barriers to the adoption of the BOT contracts systems. An interview session to satisfy ways of adopting the BOT contracts for infrastructural development in technical universities was conducted with selected professionals. The study revealed that the major barriers to the adoption of the BOT contract system are: delays in approval, corruption, reliability and credit worthiness of entities and expropriation. The study suggested that detailed policy or framework for implementing BOT contracts;proper planning by technical universities;and adequate protection for lenders is required for successful BOT implementation. Therefore there is a need to explore this concept, using adequate policy initiatives, proper measures and support from government to improve on the proper implementation of the BOT contracts in Technical universities in Ghana.
