This article solved the asymptotic solution of a singularly perturbed boundary value problem with second order turning point, encountered in the dissipative equilibrium vector field of the coupled convection disturbance kinetic equations under the constrained filed and the gravity. Using the matching of asymptotic expansions, the formal asymptotic solution is constructed. By using the theory of differential inequality the uniform validity of the asymptotic expansion for the solution is proved.

For a long time, Chinese export enterprises were afflicted by the vague WTO rules of non-market economy under anti-dumping investigations. On 15 July 2011, the Dispute Settlement Body （＂DSB ＂） of the WTO published the report of the Appellate Body on the dispute called ＂European Communities --Definitive Anti-dumping Measures on Certain Iron or Steel Fasteners from China＂（DS397）. In this article, it is to reason four questions, i.e., （i） the scope of article 9（5） of the Basic Anti-dumping Regulation of the European Union; （ii） whether sampling as described in the second sentence of article 6.10 constitutes the only exception to the principle laid down in the first sentence; （iii） whether a state may be seen as a producer unless individual exporters can demonstrate their independence from the state; （iv） interpretation of the word ＂impracticable＂ under articles 9.2 and 6.10, the DSB finally concluded that the EU acted inconsistently with articles 6.10 and 9.2 of the Anti-dumping Agreement with respect to article 9（5） of the Basic AD Regulation of EU, which refused to give each known NME exporter or producer individual duty treatment. To some extent, this case might clarify the NME issue in the WTO, change the deJbctive situation, and be considered as a milestone for the promotion of justice under a free and rule-oriented multilateral trade system.

This paper comprehensively reviews China＇s openness since 1978 from three aspects： trade, foreign investment and global production sharing. We point out that the economic development of China is now standing at a historic turning point. Specifically, economic changes in China are discassed from four dimensions：（i） from China being a world assembly line to a world manufacturing powerhouse; （ii） from China being a world capital receiver to a world investor; （iii） from China being a world factory to a world market; and （iv） from the situation of ＂made in China＂ to ＂innovated in China.＂ At the same time, the global economic system has also reached a turning point. A ＂North America-Europe-Asia ＂ tri-polar system has formed, in which the USA, Germany and China, respectively, serve as the regional core economies.

By using the method in [3], several useful estimations of the derivatives of the solution of the boundary value problem for a nonlinear ordinary differential equation with a turning point are obtained. With the help of the technique in [4], the uniform convergence on the small parameter e for a difference scheme is proved. At the end of this paper, a numerical example is given. The numerical result coincides with theoretical analysis.

The paper aims to obtain existence and uniqueness of the solution as well as asymptotic estimate of the solution for singularly perturbed nonlinear thirdorder Robin boundary value problem with a turning point. In order to achieve this aim, existence and uniqueness of the solution for third-order nonlinear Robin boundary value problem is derived first based on the upper and lower solutions method under relatively weaker conditions. In this manner, the goal of this paper is gained by applying the existence and uniqueness results mentioned above.
