territorial suitability assessment and function zoning in the Jiuzhaigou earthquake-stricken area

An earthquake in the Jiuzhaigou area caused numerous secondary disasters, such as rolling stones, land collapse, landslides and debris flow, which badly affected the safety of human settlements and influenced the spatial layout of the post-disaster reconstruction. Therefore, carrying out assessments of land and identifying a suitable zone for human habitats were very important. This research creates the territorial suitability assessment and function zoning conceptual model in the earthquake-stricken area, and the new methods of the territorial suitability evaluation system were used to divide the spatial functional zones of the earthquake stricken area, which provide a theoretical guidance and decisionmaking basis for the reconstruction of the disaster area. The results showed that:(1) The Jiuzhaigou earthquake-stricken area comprises of an ecological area that has a high level of importance to the ecosystem. In the earthquake-stricken area, 65% of national land is at an altitude of 3000-4000 m, and therefore not suitable for a high level of intensive reconstruction, but reconstructed in an eco-friendly manner.(2) The zone suitable for reconstruction comprises mainly of the river valley and the flat terrain of western parts. The land with low suitability is mainly located on steep terrain, such as highmountains and low gullies. The geographic and geomorphic conditions limit the spread of a suitable reconstruction zone.(3) The earthquake-stricken area mainly comprises of a tourism industry gathering area, population gathering area, agriculture and animal husbandry development area, and ecological preservation area with areas of 76 km^2, 44 km^2, 1591 km^2 and 7512 km^2, respectively. Scientifically zoning the reconstruction areas using scientific evaluation may provide guidance for the location of reconstruction sites.

THE FORMATION, EVOLUTION AND OPTIMAZATION OF territorial STRUCTURE IN THE SOUTHERN CHINA

With the change of geopolitical pattern of the world, pacific rim area increases economic cooperation, instead of military antagonism. After reform and open to outside world, the southern China takes in an amount of investment from Hongkong, Macao and Taiwan, taking advantage of superior geo environment and thus forms a topical model of core periphery in the southern China. The core periphery model in the southern China is territorially made of three parts: core area — Hong Kong, Macao and Taiwan; peripherial area — Zhujiang delta; second core area — parts of Hunan Province, Jiangxi Province, Fujian Province and Hainan Province and Guangxi Zhuang Autonomous Region. Its evolutional stage of this model can be divided into four stages: (1) the stage of polarization of core area; (2) the stage of the second core area strongly controlled by core area; (3) the transitional stage of the second area; (4) the stage of the southern China space integrity. Taking the core periphrial model in the southern China as an integrity of interrelational and rational division, its whole functional organized system is “input product assemble output”, core area is mainly then as the managed and transported center, the second area plays a product and productive control function and becomes center of manufacturing, study and development, periphrial area constructs as the center of material and raw material and the base of agricultural and side line products. Based on the analysis of the formative structure, evolutional law and the design of territorial function, we suggust the way of territerial optimazation as follows: (1) establishing the large hinterland which takes Xijiang basin as its core; (2) construct the high and renewed technological corridor; (3) constructing stable and varied material and raw material base; (4) reinforcing the organization and adjustment and managment between core area, periphrial area and second periphrial area. South China Sea territorial Disputes and Sino-Philippine Trade

As political factors affect trade activities greatly, this paper considers whether a series of political events have had a negative impact on Sino-Philippine trade relations. Of particular concern is the influence on bilateral relations and the Philippines' domestic economy from political and diplomatic tensions between China and the Philippines caused by territorial disputes in the South China Sea. Political events are divided into two levels, general conflicts and serious conflicts, which are analyzed from the perspectives of both overall level and product level to present their final impact on trade. This research finds that territorial disputes between the two countries deteriorated trade, as the volume of trade usually decreased distinctly after conflicts. The negative impact on trade generated by serious conflicts usually occurred more rapidly and on a larger scale. The effect of trade deterioration caused by political events weakened over time. Furthermore, after serious conflicts, although the volume of trade of certain products decreased temporarily, it rebounded quickly or even increased soon. However, industrial equipment or industrial raw materials trade activities between the two countries were basically independent of the conflicts' impact.

On the Formation of the Early territorial Statein Ancient Egypt

Collaborative Intelligence in Smart Cities: A Systematic Review

The objective of this research is to present a systematic analysis, in which we seek to identify the concepts of intelligent city, with the intention of recognizing the nature of this intelligence before the participation of the population. Therefore, the research associates concepts as smart cities, citizen participation and social web, identifying publications between 2012 and the first quarter of 2018 and questioning what the intelligent city is and how this concept is able to (re)organize the learning processes of the territory from the informal dynamics of the contemporary city. The qualitative analysis of the documents revealed an innumerable of definitions and related terms: smart, intelligent, ubiquitous, digital, knowledge, sustainable, crowd sourcing, innovative;structured in three types of approaches: technological focus, focus on human resources and focus on citizen-related governance from the following domains: media convergence, public and regulatory information policies, infrastructure management, real-time data mining and extraction, geographic information system, crowd computing, smart cities education, and social monitoring and control. In spite of the access to a great amount of data, we verify that the concept of intelligent city is referenced by a significant number of researches, but, in smaller number, works that present models of construction of a collective intelligence for the city. From this perspective, we identified the need to recognize technological education interventions for communication between individuals and the city. Because we believe that only through the implementation and management of techno-educommunication ecosystems will be able to promote a culture of participation.

Human Visual Acuity in Analysis of Intervention in the Landscape of Coxilha Rica/Brazil

The Drovers’ Paths are remnants of important land access roads from Rio Grande do Sul to São Paulo at the time of Colonial Brazil. They were built and used between the 18th and 20th centuries, particularly in the region of Coxilha Rica. The main objective of this research is to develop a method for decision-making applied to the territorial landscape management in the Coxilha Rica. The method consisted of generating criteria to map the visibility spot reached from the main selected points;define the human visual acuity, realize bibliographic research, use cartographic and historical documents, inter-views, as well as field surveys that enabled the identification, characterization and mapping of historical farms and drovers’ paths. After data processing, the information was entered into the cartographic database;the data were cross-checked and analysis was made of the visibility of the surrounding farms and stone-walled corridors. Quality assessments showed that, with the visibility polygons, and through the use of cartographic tools, we could cross-check between different levels of information and analyze landscape intervention alternatives in order to minimize environmental impacts. When applying the method in the Coxilha Rica it was possible mapping the visibility polygon, taking human visual acuity into consideration, based on historical farms and stone-walled corridors;and making spatial analyses to explore alternatives to intervention (installation of power transmission systems) in order to preserve the scenic environment of the region. In the end, the decision was by does not construct the system.

The Maintenance of Peace in Mozambique: From GPA to the First Multiparty Elections, 1992-1994

After sixteen years of civil war the Mozambican government led by the Mozambique Liberation Front (FRELIMO) and the Mozambican National Resistance (RENAMO) have signed the General Peace Agreement (GPA) in Rome, Italy, on 4th October 1992. The agreement that ended the war resulted from a negotiation process initiated following the hurting stalemate situation between the two conflicting parties. In the context of the implementation of such agreement the country experienced, successfully, the first multiparty elections in 1994 with the participation of FRELIMO and RENAMO - former military enemies as well as other political parties without any case of war resumption. This article seeks to identify the determinants factors for peace maintenance in Mozambique from the General Peace Agreement (GPA) to the first multiparty elections. Besides the important support provided by the international community, this article argues that the implementation of power sharing arrangements established in the context of GPA, namely,(1) military power sharing,(2) administrative and territorial power sharing, and (3) power sharing within the electoral institutions played an important role for peace maintenance in Mozambique during the period mentioned above.

Delimitation and Zoning of Natural Ecological Spatial Boundary Based on GIS

In order to improve the control of land use in China,taking Sunan Yugur Autonomous County in the Qilian Mountains area as an example,this paper explores the method of national ecological space delimitation and zoning based on ARCGIS platform. Three kinds of space division techniques are formed to unify natural resources survey data,carry out land spatial suitability evaluation,delimit three kinds of space and optimize natural ecological space division. According to existing laws in China,based on ecological protection red line,natural ecological space is divided into ecological protection red line and general ecological space. According to the regulation requirements and the functional division of various protected areas,the red line area of ecological protection is divided into core protected area,ecological restoration area,traditional utilization and recreation area with the area of 3 947. 28,3 216. 89 and 6 936. 56 km2,respectively. In view of the prominent problems in the process of delimitation and zoning of natural ecological space,some suggestions are put forward,such as unification of chassis,optimization of ecological protection red line and coordination and unification of management boundary.
