Building service-oriented government has become a worldwide general course of administrative reforms. After joining the WTO, Chinese governments at all levels keep on exploring possible means and mechanisms to transform into service-oriented government. Construction of a service-oriented government can not only promote the transformation of government functions, improve the administrative efficiency, but also is of extreme importance for China’s merge into the international community as well as for China’s sustainable social and economic development. This paper first discussed the meanings and features of a service-oriented government;then based on these, further analyzed the concepts behind the service-oriented government and present ethical dilemma in practices. Finally, after comparing the international trends with the Chinese realities during nowadays social-economic transformation process, the author tried to put forward some suggestions and solutions to China’s service-oriented government constructions.

Entering the 21st century, the economic globalization is enhanced in greater scope and depth. The government’s administrative environment has undergone profound changes. At the same time, the existing administrative system suffers the embarrassment and difficulties. So the administrative reform was put on the government agenda. Building a service-oriented government is becoming the main trend of the world governments reform. China is in the critical period of social transformation, government restructuring is imperative,so it is necessary to transform the government functions from control-oriented government to service government. However, the basis and the core of building a service-oriented government is to properly locate service-oriented government . This article analyses the service functions of the government’s theoretical foundation at first. Then it analyses the essential difference between the service government and the control-oriented government, and also discusses the basic properties of service-oriented government. At last, it further recommends some countermeasures to improve the service-oriented government functions.

The construction of a service-oriented government is the basic objective and direction in pushing forward China’s reform of the administrative system. Building a service-oriented government needs to build a scientific and rational performance evaluation system, to strengthen its functions, improve people’s livelihood and performance evaluation of the provision of public services, to strengthen the effectiveness of evaluation and monitoring on its self-construction, internal management, learning and development. In accordance with international practice and combined with China’s reality, to build a kind of public satisfaction with government services index (PSGSI) measurement model service-oriented and with Chinese characteristics, it has great significance and value for pushing forward China’s the public satisfaction measurement on public services and government performance evaluation practice.

Universal provision of basic public services has defined as the target of China’s transformation towards a "service oriented government".By exploring the welfare regime in China,it is found that the rationale of welfare regime of China has followed "productivism" or developmentalism ideology for the last three decades with main features such as social policy subordinates to the economic policy;government acts as regulator rather than provider and so on as other East Asian economies have *** more,the unique combination of the "household registered system" with the welfare entitlement and the decentralized fiscal and welfare responsibility system have produced welfare gaps beyond the income gaps between urban and rural,East and West,rich and ***,to achieve the target of the service-oriented government,a deliberated reform agenda on household registration system,welfare entitlement system,fiscal system and the local government accountability system is urgently need.

预算绩效管理改革提升了地方政府行政绩效吗

全面实施预算绩效管理，对于提升政府治理效能、助力国家治理体系和治理能力现代化发挥着重要作用。本文基于预算绩效管理改革这一准自然实验，以我国31个省、自治区、直辖市和284个地级市2000-2019年的数据为样本，研究了预算绩效管理改革对地方政府行政绩效的影响。结果表明：预算绩效管理改革可以显著提升地方政府行政绩效；机制分析发现，预算绩效管理改革通过强化政府责任意识、提升政府公信力和执行力进而提升地方政府行政绩效；异质性分析发现，预算绩效管理改革对社会公共服务质量较好、地方财政压力水平较小地区的地方政府行政绩效影响更加明显。本文研究表明预算绩效管理改革成效显著，但改革不平衡、不充分等问题依旧存在，未来改革应从绩效理念、绩效评价和绩效监督出发，强化预算绩效的民生导向，对建设服务型政府、提升国家治理体系和治理能力现代化具有一定实践意义。

Development of Chinese Cultural Governance since the Reform and Opening-up

Contemporary Chinese cultural governance is an important part of the national governance system and the modernization of national governance capacity. It must combine international experience and local method together and run through the whole process of cultural system reform. The good governance of culture is the goal pursued by Chinese cultural governance, which displays the management process of maximizing cultural public interest. In the new era, cultural governance reform has experienced governance subject centralized to pluralism, governance space from inside to outside, governance method from ruling by man to the rule of law, governance path from control-oriented government to service-oriented government. To further improve Chinese cultural governance in the new era, relationships between top-level design and grass-root innovation, cultural democracy and cultural concentration, national cultural interests, social cultural interests and cultural interests of the citizens, domestic cultural governance and global culture must be dialectically dealt with. In the government-market-social governance structure, mutual assistance of multiple missions and win-win of multiple subjects can be achieved, thus promoting harmony of multiple interests.

从哲学的、伦理的谱系来认知公共性，挖掘出确立于公共性最深层次的情境道德与行政价值，使新公共服务理论获得了超越传统官僚制行政与新公共管理理论范式的耀眼光辉。我国的行政改革以西方发达国家的公共行政范式为镜鉴，也已走过了三十个春秋。回顾与反思这三十年的改革历程，贯穿于行政改革全过程的一条主线就是政府公共性的不断凸显，服务型政府的兴起正是政府公共性的本原价值回归之应然逻辑与实然诠释。

Along with the rapid development of economy, the raising status in international society and the improving living standard of public, it becomes more and more important to accelerate the construction of the social program and social management in China. As the subject of administration, government should improve its credibility, enhance administration capability and establish a clean politics, effective and fair image. This is the important way to implement Scientific Outlook on Development, to build up a harmonious society. However, the problem of the social credibility deficiency, which is incompatible with the rapid development of economy, is becoming more and more serious. Especially the shortage of governmental credibility is a deep-level problem that cannot be neglected, therefore exploring an effective way to rebuilding governmental credibility in the new situation is very important. government credibility building is helpful to enhance its administration capability, it relates to social harmony and stability, determines country’s long-term peace and prosperity.

习总书记于十八届二中全会第二次全体会议中指出,强化转变政府职能的关键在于有效调节政府、市场与社会的关系,要求由上述三者分工合作,共同管理相关事务。2014年10月24日,国务院党组会议部署在政府工作中推进依法行政法治建设,依法推进政府职能转变,最重要的就是简政放权,才能更好地履行其职能。随着时代的发展,达拉特旗在经济发展和社会进步的同时,在原有的结构和功能方面出现了一些新的问题,滞后性和市场性,使得政府必须跟上时代发展的步伐。与时俱进就会取得成效,跟不上时代的发展步伐就会落后,安然现状就什么事情也办不成。虽然不是全方位适合政府职能转变,以至于更好地履行政府职能,但至少可以告诉我们跟上时代发展的步伐是硬道理,才不会被社会淘汰。因此,服务型政府将有助于推动政府建设的良好发展。由总体规格来讲,从传统“管理型政府”朝向“服务型政府”的过渡,是社会发展规律的体现,正确的社会发展规律会推动着政治、经济、社会、生态等各方面朝着好的方向发展,促使达拉特旗在各方面的发展符合客观规律。政府履行职能的好将有助于提升政府在公共管理等方面的绩效,达到强化公共服务水平,推动社会良好发展的目的。使人们可以按照社会发展规律和市场经济规律更好地实现自己的目标,促进达拉特旗各方面的发展更加和谐、健康、有序。服务型政府给予各类社会组
